Work encompasses 33 items across 13 buildings, including lighting fixture repairs and replacements (20 items), outlet installation and repair (5 items), light switch troubleshooting (4 items), and specialized work such as 220V and 440V service repairs (4 items). All replacement lighting fixtures must meet Buy American Act/TAA requirements, achieve minimum efficacy of 100 lumens per watt, be ENERGY STAR certified or FEMP-designated, and comply with ASHRAE/IES Standard 90.1. Work must be performed Monday through Thursday, 0730–1700 hours, within a 90-calendar-day period of performance from Notice to Proceed.
Contractors accessing Building 402 (Weapons Vault and Classified Areas) must possess a current REAL ID, pass a background check, and provide 48 hours' notice for scheduled work to coordinate cleared escorts. All government-required electrical shutdowns will be coordinated and authorized by base Civil Engineering.
Pricing shall be submitted as one firm-fixed-price lump sum with itemized breakdown by work order as Contract Line Item Numbers. FAR 52.219-14 applies; subcontractors cannot exceed 75 percent of contract value. Evaluation uses Lowest-Priced Technically Acceptable methodology, weighing Technical Capability, Past Performance, Small Business Participation, and Price, with non-price factors approximately equal in importance to price. The government will evaluate only the prime contractor's qualifications, not subcontractor experience. An unscheduled site visit was held August 26; additional visits must be scheduled in advance.
