Access to the installation requires contractors to possess a REAL ID, pass a background check, and provide 48 hours' notice for work in weapons vault and classified areas; escort coordination will be provided by base Civil Engineering. Electrical drawings are available for all buildings except Building 601. All vehicles, equipment, tools, and devices are subject to inspection prior to base entry, with additional inspection required for restricted or controlled areas.

QUESTION RESPONSE

Building 316 – WO# 202600581: Section 5.1.2 includes one entry stating the location is pending, while another entry under the same work order identifies Rooms 105, 110, 130A, and 120. Are these the same requirement, or are these separate repairs? Item 8 can be deleted; item 15 is the work requested Building 402 – Classified Area – WO# 202600810: The PWS states that new lighting is to be installed. Can you provide the anticipated number and type of fixtures, or will this be determined during the site visit? 1 LED Fixture

Lighting Fixtures: For locations stating "repair/replace" an inoperable fixture, should the contractor assume complete fixture replacement if repair is not practical? Are there Government-required fixture types, manufacturers, specifications, or LED standards that must be used?

Replacements must comply with Buy American Act/TAA Compliance, TLEDs with minimum efficacy of 100 lm/W (bare lamp), ENERGY STAR certified or FEMP-designated and comply with ASHRAE/IES Standard 90.1

Building 326 – Main Office and Tool Crib – WO# 202600311: The PWS references "several" inoperable light fixtures. Can you provide the approximate quantity, or will this be determined during the site visit? 12 LED Fixtures Building 304 – 220V Outlet – WO# 202600137: Can you provide the required amperage, receptacle configuration/type, equipment load requirements, and approximate location of the electrical panel serving the new outlet? Evaluating panel capacity is part of this requirement Building 318 – 440V Service – WO# 202600444: Is any additional information available regarding the existing problem with the 440V service, such as known symptoms, equipment being served, previous troubleshooting, panel information, or drawings? Replace bad contactor for 440V power Weapons Vault and Classified Area Access: Are there any special security, escort, citizenship, background investigation, or personnel clearance requirements for contractors working in the Building 402 Weapons Vault or Classified Area?

Contractors are required to have a REAL ID and will have to pass a background check to gain access to the base; they will aslo need to provide at least 48 hours' notice of scheduled work in both areas to allow 138th CES to coordinate properly cleared escorts.

Base Access / Badging: Will Contractor and Subcontractor personnel and subcontractor personnel require any special airport or installation badging to perform the work, such as a SIDA badge or other security credential? If so, what is the process and typical lead time for obtaining the required credentials? No special badging is required, 138th CES will provide escorts for certain areas as needed.

Work Hours: The PWS states that services are to be provided between 0730 and 1700 Monday through Thursday. Please confirm whether all work is expected to be performed during these daytime hours. Will any work be required or permitted to be performed at night, after normal working hours, or on weekends due to facility operations, power shutdowns, security requirements, or other considerations?

Work hours are normal duty and working hours. Services are to be performed Monday-Thursday 0730-1700.

Electrical Shutdowns: If electrical circuits or building services must be temporarily shut down to perform the work, will shutdowns need to occur after normal operating hours? Who will coordinate and authorize required shutdowns? 138th CES will coordinate required shutdowns with building occupants as notified by the contractor.

Period of Performance: The PWS states that the Period of Performance is 90 days from Notice to Proceed. Section F appears to contain the wording "90 Calendar Year." Can you please confirm that the required Period of Performance is 90 calendar days from Notice to Proceed? The required Period of Performance is 90 calendar days from Notice to Proceed.

Technical Capability: What documentation would you like offerors to provide to demonstrate Technical Capability? For example, should the quote include contractor licenses, resumes, project experience, technical approach, safety information, or other supporting documentation?

The solicitation does not specify quote volumes, page limits, file formats, or naming conventions; however, to be "Acceptable," an offeror must demonstrate the ability to properly complete the work per the Statement of Work, RFI’s, and Government end goal.

Subcontractor Experience/Past Performance: If a contractor serves as the prime contractor and uses a qualified electrical subcontractor to perform the electrical field work, will the Government consider the qualifications, experience, and past performance of the proposed electrical subcontractor when evaluating Technical Capability and Past Performance?

The Government will evaluate the qualifications of the prime contractor only, as the resulting contract will be awarded solely to the prime contractor.

Small Business Participation: What information should be included in the quote to satisfy the Small Business Participation evaluation factor? The prime contractor is a small business. 52.219-1 Small Business in SAM.

Disaster/Emergency Area Provisions: FAR 52.226-3 and 52.226-4 appear in the solicitation, but the designated geographic area is blank. Are these provisions applicable to this acquisition, and is there any geographic residency requirement beyond the Total Small Business Set-Aside? No, please disregard.

Pricing Format: Section B identifies the requirement as one firm-fixed-price job. Please confirm that the Government is requesting one total lump-sum price for completion of the entire PWS. Would you also like an itemized breakdown by work order/building included with the quote? This will be updated. We need an itemized breakdown by work order as part of the CLINs.

Proposal Format: Other than the signed solicitation, pricing, and information addressing Technical Capability, Past Performance, Small Business Participation, and Price, are there any additional documents or specific proposal format requirements that should be included with our submission?

The solicitation does not specify quote volumes, page limits, file formats, or naming conventions; however, to be "Acceptable," an offeror must demonstrate the ability to properly complete the work per the Statement of Work, RFI’s, and Government end goal.

Are there existing electrical drawings, one-line diagrams, panel schedules, or floor plans available for any of the buildings? Drawings are available for buildings with exception of 601 Will those drawings be provided to the awarded contractor? (We want to ensure we provide a completed job book with work performed and red-lines where necessary) Drawings are available for buildings with exception of 601 If troubleshooting identifies a problem beyond the apparent repair listed in the PWS, is the contractor expected to repair the entire underlying problem within the firm-fixed price? (The mini-mart/office area (light segregation) may present a potential issue in this situation.)

Beyond a REAL ID and background check, will contractor or subcontractor personnel need a base badge or other credential? Provided the same individuals will be performing the entire job, our Security Forces personnel can issue a pass for the duration of the POP.

Beyond that, no special badge or credential will be needed or issued for base access.

Will workers be permitted to enter and exit the base independently once approved (Some areas will clearly require an escort, based on what we observed during the walk-through.)?

As mentioned above, assuming the same individual(s) are working the whole project, they can be issued a pass. This will allow them entry and exit from the installation during normal working hours. Be advised that our normal work schedule is Monday through Thursday from 0700-1730. Work will not be able to be performed on Federal holidays or outside of those hours without prior coordination.

Will a list of escorted areas be provided? A list of controlled areas requiring escort will be provided to the awarded vendor. Advance coordination with base CE will be required to ensure access to controlled areas is possible.

Are tools, vehicles, ladders, lifts, or equipment subject to special inspection before entering the base? All vehicles, and equipment are subject to inspection prior to entering the base. Additionally, all individuals, equipement, tools and devices are subject to inspection prior to being brought into any restricted or controlled area.
