About this opportunity

The Department of the Navy Naval Supply Systems Command seeks cable assemblies (NSN 1355-01-436-4620) for MK48 Mod 6 and 7 torpedoes under firm fixed-price contract N0010426RK022, with proposals now due November 23, 2026, following multiple extensions. No set-aside applies.

Base requirement is 350 units with an option for up to 120 percent additional units. Delivery locations are NUWC Keyport, Washington (100 units); Naval Submarine Torpedo Facility, Yorktown, Virginia (125 units); and Naval Undersea Warfare Center Division, Ewa Beach, Hawaii (125 units). NAICS is 325920, Explosives Manufacturing; PSC is 1355, Torpedos and Components, Inert.

The procurement requires first article testing (FAT) with destructive testing of two complete cable assemblies sent to NUWC Keyport; vendors must first fabricate and test five cable segments (minimum three feet in length) per specification 6894520 Section 3.4.1 to certify tooling and fabrication practices. The five cable segments are vendor responsibility and not deliverable. FAT unit delivery is estimated at 360 days from award; Government testing and approval is estimated at 240 days (60 days for selection of destructive test samples, 15 days for initial shipping, 15 days for PCO review). All testing costs are not separately priced and must be amortized within deliverable unit price. Production lot test samples require Government QAR approval within 60 calendar days for Lot 1 and 240 calendar days for Lot 2. Quality assurance inspection applies ASQC-Z1.4 General Inspection Level 2 with 100 percent inspection for critical characteristics per MIL-STD-105 (MIL-STD-1916), compliance with ASQ-9000 Series and ISO 9001 standards.

Estimated first article testing costs of eighty thousand dollars are added to evaluation pricing. Evaluation applies best value trade-off methodology with past performance and small business participation weighted as significantly more important than price. Retest costs are estimated at eighteen thousand to twenty thousand dollars for Item 0001.

Offerors must submit four volumes: Introductory, Past Performance, Small Business Participation, and Pricing. Monthly contractor progress reports are due by the 5th of each month after award; test procedure, test/inspection report, and failure analysis/corrective action reports are required deliverables. Contracting Officer is Lesley D. Coomes; administrative oversight is at NAVSUP Mechanicsburg, Pennsylvania.
