About this file

This is Amendment 0004 to Solicitation N0010426RK022, issued by NAVSUP Weapon Systems Support Mech on April 22, 2026. The amendment extends the response due date from May 7, 2026 to June 9, 2026 and adds Performance-Based Payment clauses to Section I of the solicitation.

The amendment incorporates FAR 52.232-32 (Performance-Based Payments) and DFARS 252.232-7016 (Notice of Progress Payments or Performance-Based Payments) by full text. Key contract requirements include: production progress reports (DD Form 375 or equivalent) submitted monthly by the 5th day to specified addresses including NAVSUP Weapon Systems Support Code N772 and NAVSUP Ammunition Logistics Center Code A122, both located in Mechanicsburg, PA; first article testing with destructive testing of 2 samples per FAR 9.3/52.209-4/4 sent to NUWC KPT in Keyport, WA with an estimated 360-day approval timeline and NUWC Newport acceptance activity; production and first article manufacturing at the same facility; and all vendors required to perform Factory Acceptance Testing every 5 years. The Performance-Based Payments clause establishes contractor payment upon successful accomplishment of specified events or performance criteria, with payments made on the 30th day after Contracting Officer approval, liquidation through deductions from delivery payments, and Government title vesting in property acquired under the clause. The contract includes inspection and acceptance requirements at the contractor's or subcontractor's plant by Government representatives, normally DCMA.
