About this opportunity
The Department of Agriculture Agricultural Research Service seeks integrated pest management services across multiple USDA-ARS facilities in Colorado and Wyoming, with quotations due August 26 and questions due July 30. This procurement is a total small business set-aside under NAICS 561710 with a $17.5 million size standard.
Place of performance spans eight locations: three in Fort Collins, Colorado; plus Greeley, Nunn, and Akron, Colorado; and Cheyenne, Wyoming. Services include exterior and interior rodent control, monitoring, and equipment maintenance across 37 facilities totaling 230,821 square feet at Center for Agricultural Resources Research sites. The contractor must provide all labor, supervision, equipment, tools, and materials to maintain research integrity, operational safety, and regulatory compliance. The Government anticipates awarding one firm-fixed-price purchase order with a one-year base period (October 1, 2026 through September 30, 2027) and four one-year option periods through September 30, 2031.
A mandatory two-day site visit is scheduled for August 12–13, 2026, at all locations (August 12 at 8:00 AM MDT covers Fort Collins, Nunn, and Cheyenne; August 13 at 9:00 AM MDT covers Greeley and Akron). Pre-registration with visitor names is required by July 28.
The Request for Quotation (RFQ 1232SA26Q1036) uses lowest-price technically-acceptable evaluation. Technical proposals must demonstrate capability to perform services per Performance Work Statement sections 3.0, 4.0, and 5.0, identify any unachievable requirements, and include resumes for the Project Manager showing a minimum two years' IPM experience and relevant pest control certifications. Past performance will be rated acceptable, neutral, or unacceptable based on prior contract history and CPARS. Quotations must include pricing on SF-1449 and OF-336 forms for base year and all option years; failure to provide complete pricing results in rejection. Applicable Department of Labor wage determinations apply by geographic location. All invoices must be submitted electronically through the Invoice Processing Platform at www.ipp.gov.
