About this file

This is a Performance Work Statement (PWS) from the U.S. Department of Agriculture for Integrated Pest Management (IPM) services at USDA Agricultural Research Service (ARS) Center for Agricultural Resources Research (CARR) facilities in Colorado and Wyoming.

The contractor shall provide comprehensive pest management services including exterior and interior rodent control, monitoring, and equipment maintenance across 37 facilities totaling 230,821 square feet. In the Base Year, the contractor must procure and install Rodent Bait Stations (RBS), Mechanical Rodent Traps (MRT), and Insect Light Traps (ILT), with costs reflecting equipment acquisition. For all Option Years, pricing shall exclude upfront equipment costs and reflect only maintenance, monitoring, and service-related recurring expenses. The contractor must maintain all equipment in functional condition, with replacement of worn or failed equipment included in the firm-fixed-price for each Option Year. Key deliverables include monthly service reports due by the 5th of each month detailing pest management activities and findings, incident reports within 24 hours for urgent matters, quarterly equipment maintenance logs, and an annual effectiveness summary due 30 days before contract year end. Travel between Colorado and Wyoming facilities is estimated at 12 trips per year. Key personnel requirements include a Project Manager, Lead Technician, and Safety Officer with minimum two years' IPM experience and relevant pest control certifications. Performance metrics establish standards for timely service completion (within ±5 business days at ≥95% acceptance quality level), device accountability (≥98%), reporting compliance (≥95%), safety compliance (100%), corrective actions (within 5 days at ≥95%), and customer satisfaction (≥90%). All data, reports, and documentation produced are the property of USDA, and the contractor must protect sensitive information and comply with federal data privacy regulations.
