About this opportunity

The Department of Agriculture Agricultural Research Service (USDA ARS) is issuing Request for Quotation (RFQ) 1232SA26Q0217 to procure 12 new, two-liter autoclavable glass bioreactor vessels that must be compatible with Sartorius Biostat-B Bioreactor Control Units, including required associated parts such as stainless steel head plates, stirrer shafts, motor couplings, and hose kits. The acquisition falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and is unrestricted with no small business set-aside, meaning all responsible sources may submit quotations. Offerors must demonstrate technical acceptability by providing detailed product specifications, datasheets, or brochures confirming compliance with all salient characteristics, including specific inner vessel dimensions of 130mm diameter by 240mm height and compatibility with the existing Sartorius control equipment. The Government will evaluate quotations using the lowest price technically acceptable (LPTA) approach, with award decisions based on three criteria: fair and reasonable pricing, technical acceptability, and past performance ratings of acceptable, neutral, or unacceptable. Quotations must be submitted electronically to monte.jordan@usda.gov by May 1, 2026, at 12:00 p.m. Central Time, with prices held firm for 60 calendar days from the submission deadline.

This is not a set-aside acquisition, and the Government intends to award a sole-source, firm-fixed-price contract to a single offeror; market research and a Sources Sought announcement have identified Sartorius Stedim North America, Inc. as the potential sole-source contractor. The estimated procurement value is $69,000.00, with a Buy American Act waiver approved based on nonavailability of comparable domestically manufactured alternatives. All 12 vessel units and associated line items must be delivered no later than 60 days after purchase order issuance, with a firm delivery deadline of June 30, 2026, on an F.O.B. Destination basis to the USDA ARS Bioenergy Research Unit facility located at 1815 North University Street, Peoria, Illinois 61604. The Government requires all shipping costs to be included in the quoted price with no additional charges, and offerors must include their System for Award Management (SAM) Unique Identifier and country of product origin for each contract line-item number.
