About this file
This is a Justification and Approval (J&A) document for restricting competition on a federal acquisition under the Simplified Acquisition Threshold.
The United States Department of Agriculture, Agricultural Research Service (USDA ARS) at the Bioenergy Research Unit (BRU) in Peoria, Illinois (Requisition Number 1162866) seeks to procure 12 bioreactor 2-liter autoclavable glass vessels compatible with Sartorius Biostat-B Bioreactor control units, along with required parts as specified in an attached specifications document. The acquisition is a sole-source, firm-fixed-price contract awarded to Sartorius Stedim North America, Inc., located at 545-1 Johnson Avenue, Bohemia, NY 11716 (UEI: C88MW7TCG4D8). The restriction of competition is justified on the grounds that the vessels must be compatible with existing Sartorius control equipment currently in use at the BRU facility, that vessel sizing must align with historic experimental data for research continuity, and that market research identified no comparable American-made alternatives. Sartorius bioreactor vessels are exclusively sold through Sartorius, and prior purchases of these vessels and replacement parts establish continuity for ongoing research operations. The document certifies that market research included product specification analysis and consultation with peer institutions, confirming no other vendors offer compatible vessels meeting the required specifications and performance criteria. Technical certification was provided by Ronald Hector on February 19, 2026, and Contracting Officer Monte Jordan approved the justification on February 20, 2026.

UEI: C88MW7TCG4D8
(4) Justification for Restricting Competition and the Basis for that Decision.
A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.
The acquisition of the bioreactor vessels must be restricted to Sartorius Stedim North America, Inc. The bioreactor fermentation vessels must be compatible with the Sartorius Bioreactor control unit that is currently in use at the Bioenergy Research Unit (BRU), Peoria, IL location.
Sartorius bioreactor vessels are only sold through Sartorius. Market research did not identify a comparable product made in America.
The bioreactor vessels must be appropriately sized to allow comparison to historic data produced with similarly sized fermentation vessels. Compatibility with current Sartorius Biostat-B Bioreactor control units is required for use and continuity of conditions for experimental design. Procurement of the Sartorius bioreactor fermentation vessels is vital in the ongoing research at the Bioenergy Research Unit (BRU), Peoria, IL location. Sartorius bioreactor vessels and replacement parts have been purchased in the past. Market research did not identify a compatible product made in America.
