About this opportunity

The Minnesota Army National Guard seeks procurement of one new, unused 100-ton removable gooseneck semi-trailer engineered for heavy tracked armored vehicles, with quotes due September 7, 2026 at 10:00 AM Central Time. The procurement is set aside 100 percent for small business under NAICS 336212 (Truck Trailer Manufacturing); a Small Business Administration non-manufacturer rule class waiver permits small business primes to propose trailers manufactured by any domestic manufacturer.

Place of performance and delivery is Little Falls, Minnesota. The trailer must feature a mandatory 10-foot baseline rigid deck width, extendable to 13 feet via swing-out outrigger brackets, with a 48-foot main body length compliant with Minnesota Department of Transportation bridge formula guidelines for superloads. The gooseneck must be hydraulic and removable with self-lifting ram-foot design, powered by dual-source operation (16 HP gas engine pony motor or tractor wet-line system). Running gear must incorporate a minimum quad-axle rear assembly capable of handling up to 80,000 pounds per single-trip permit axle-group allowance, with ABS air brake systems and heavy-duty air ride suspension on all hubs. The trailer must achieve a 200,000-pound continuous payload rating using high-strength, low-alloy steel main beams with minimum 100,000 psi yield strength. Deliverables include complete manufacturer operation manuals, hydraulic schematics, structural load charts, DOT certification labels, and comprehensive component warranty documentation, with all welds, structural integrity, and hydraulic mechanisms subject to pre-delivery inspection and operational stress testing.

Delivery is F.O.B. Destination with preferred but non-restrictive delivery by March 31, 2027; offerors submit realistic delivery schedules in days After Receipt of Order. The acquisition is issued under "Short of Award" authority with FY 2026 appropriated funds contingent on Contracting Officer availability notice. Evaluation weights Technical Capability and Past Performance equally to each other and approximately equal in combined weight to price. The contract incorporates DFARS clause 252.211-7003 for DoD unique item identification for unit acquisition costs of $5,000 or more.
