About this file
This is a Request for Quote (RFQ) for the procurement of one new, unused 100-ton removable gooseneck semi-trailer engineered for extreme-capacity industrial, mining, and heavy construction equipment transport. The trailer must feature custom width-extension outriggers and a multi-axle layout compliant with Minnesota Department of Transportation (MnDOT) Heavy Haul permitting guidelines for superloads, specifically designed to transport heavy tracked armored vehicles (tanks).
The solicitation number is W912LM26QA024, issued by the Minnesota Army National Guard (MNARNG) with an offer due date of September 7, 2026 at 10:00 AM Central Time. The delivery date is March 31, 2027, with delivery F.O.B. Destination to W8AE MNARNG Element, JF HQ, 15000 HWY 115, Little Falls, Minnesota 56345-4173. The acquisition is set aside 100 percent for small businesses under NAICS code 336212 (Truck Trailer Manufacturing). A Small Business Administration non-manufacturer rule class waiver permits small business prime contractors to propose trailers manufactured by any domestic manufacturer, provided all other solicitation requirements are met. Offerors must submit technical and price proposals in separate PDF files, with the technical proposal demonstrating understanding of the Statement of Work and providing detailed trailer specifications and a logistics plan acknowledging responsibility for all permitting. The price proposal must include a completed SF 1449 with unit pricing and a price breakdown covering the basic trailer, custom 10-foot baseline frame fabrication, freight, delivery F.O.B. Destination, and all training and warranty documentation. Evaluation factors include Technical Capability and Past Performance (equally weighted to each other and approximately equal in combined weight to price), with offers failing to meet mandatory Statement of Work specifications excluded from consideration. The contract incorporates DFARS clause 252.211-7003 requiring DoD unique item identification or a DoD-recognized equivalent for items with a unit acquisition cost of $5,000 or more.

Evaluation--Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Evaluation factors other than price, when combined, are approximately equal to price.
The non-price evaluation factors (Technical Capability and Past Performance) are of equal importance to one another. The Government will make the award selection using a best-value tradeoff process. The following factors will be evaluated:
Factor 1: Technical Capability
The Government will evaluate the Offeror's proposed trailer to determine its capability, structural engineering, and configuration to meet all technical, dimensional, permitting, and performance requirements outlined in the Statement of Work (SOW).
Evaluation will be based on a review of the proposed trailer's technical specifications, engineering layouts, and design features to ensure it is fully capable of safely loading, transporting, and unloading heavy tracked armored vehicles (tanks) under the payload and MnDOT compliance parameters specified in the SOW. Offers that fail to meet the mandatory SOW specifications will be excluded from competitive tradeoff consideration.
Factor 2: Past Performance
The Government will evaluate the Offeror's record of recent and relevant past performance in delivering high-capacity heavy-haul trailers, military-grade transport equipment, or similarly complex commercial transportation systems. The Government may consider past performance information from the Contractor Performance Assessment Reporting System (CPARS), commercial market references, or other available sources.
An Offeror without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably and will receive a neutral rating.
Factor 3: Price
The Government will evaluate the proposed price for fairness, reasonableness, and mathematical balance. Price evaluation will encompass the total aggregate price for the basic trailer requirement, including all freight, custom manufacturing setup, and delivery F.O.B.
Destination.
(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
