About this file

This file is a Solicitation Questions and Answers document that clarifies requirements for the procurement of a 100-Ton Removable Gooseneck (RGN) Semi-Trailer under solicitation W912LM26QA024 issued by the Department of the Army Minnesota Army National Guard. The Government seeks one new, unused trailer engineered to support heavy tracked armored vehicles up to 100 tons, featuring a mandatory 10-foot baseline rigid deck width and compliance with Minnesota Department of Transportation bridge formula guidelines for superloads. The trailer specifications include a 48-foot main trailer length (without jeep or booster) and must accommodate seasonal load limit flexibility through booster and flip axle provisions to address varying regulatory requirements throughout the year.

The Q&A document addresses four key clarifications regarding trailer specifications and delivery expectations. The Government confirmed that the 48-foot requirement applies only to the main trailer body, established that seasonal load limits will apply, and clarified that the trailer's design should provide flexibility for different times of year through booster and flip axle capabilities. Regarding the March 31, 2027 delivery date, the Government indicated this is a preferred but non-restrictive timeline, recognizing the custom manufacturing and engineering cycles required for this specialized equipment. Offerors are instructed to submit their best realistic delivery schedules in days After Receipt of Order (ARO) within their Logistics Plan, with the proposed delivery timeline to be evaluated as part of the tradeoff evaluation process.

Solicitation W912LM26QA024 100-Ton Removable Gooseneck (RGN) Semi-Trailer Government Responses to Industry Questions — August 26, 2026 The following are the official Government responses to questions submitted by prospective offerors regarding the subject solicitation. This document is issued to clarify the requirements of the Statement of Work (SOW) and the Solicitation document.

Question 1:

The requirement states a 48’ long trailer. I assume this is the main trailer without a jeep and/or a booster at the rear?

Government Response: Correct. The 48-foot requirement is for the main trailer. We do not require a jeep or booster.

Question 2:

Are you going to be subject to any seasonal load limits?

Government Response: Yes, the trailer will be subject to seasonal load limits.

Question 3:

It appears you want the trailer flexible for different times of the year based on the booster / flip axle provision requirements. Is this correct?

Government Response: Yes, we would like the trailer to have the flexibility to accommodate different times of the year based on booster/flip axle requirements.

Question 4:

Is the March 31, 2027 delivery a hard date?

Government Response: While the Government’s preferred delivery date is March 31, 2027, the Government recognizes the custom manufacturing and engineering cycles required for a custom 10-foot wide, 100-ton RGN trailer.

The requested delivery date is not a restrictive go/no-go parameter. Under Addendum to FAR 52.212-1 (Section 3, Volume I: Technical Proposal), offerors are instructed to submit their best realistic delivery schedule (expressed in days After Receipt of Order (ARO)) within their Logistics Plan. The Government will evaluate the proposed delivery timeline as part of the tradeoff evaluation process.
