About this file

This file is a Questions and Answers (Q&A) document for a Federal Emergency Management Agency (FEMA) solicitation for a tower and antenna installation project. The solicitation (WX03345Y2025T) involves installing a USAP 3002SS 100 Ft Self Supporting Tower, Log Periodic Antenna, grounding system, and transmission line at a base location. The project is a new requirement with an estimated contract value between $10,000 and $250,000, to be completed within 90 days of award. Key technical details include installing a tower with a climbing ladder kit, 80-foot safety climb (provided by FEMA), antenna pointing at 113 true north, and routing a 400-foot AVA5 7/8" coax cable through a 4" conduit. The foundation will be pre-installed by others, and the contractor will be responsible for tower erection, antenna installation, grounding, and transmission line connections.

The Q&A document reveals several critical project specifics, including site access requirements (base access needed), conduit and ground ring details, and equipment specifications. Vendors asked clarifying questions about anchor bolts, tower drawings, cable specifications, and installation methods. FEMA will provide the tower, antenna, climbing equipment, and foundation, while the contractor will handle installation according to manufacturer specifications. The project involves precise technical requirements such as using a compass for antenna alignment, connecting the ground ring to the tower, and terminating the coax cable with a 7/8" EIA flange. Detailed erection drawings will be made available upon contract award, and the installation must comply with the attached Statement of Work.

4Tues 6/3/2025 9:52:00 AMThe solicitation specifically calls out the tower, antenna, grounding and transmission line installation. There is no reference to the foundation installation aside from a foundation drawing. Is the foundation installation part of the scope of work, or will the foundation be by others?
Buyer Response: The foundation will not be part of the scope of work. The foundation will be in place when the project starts.
5Wed 6/4/2025 9:17AM1.Will the anchor bolts and anchor bolt templates be provided with this tower? We see that FEMA is providing the tower and antenna but it does not specifically state if the anchor bolts, anchor hardware and templates are being provided.
2.Please confirm we can used the stamp tower drawing as provided as Attachement I, on page 15 of the SOW and we do not need to have our own stamped drawings created. Can you please provide the original PDF? This one is scanned and inserted in the document so quality is lost.Seller RepElk Mountain Technology LLC
Wed 6/4/2025 10:01AMBuyer Response Q1 : The anchor bolts will be imbedded in the foundation and the anchor bolt templates will be provided. Q2: The document attached with Statement of Work will be available for the contractor. Tower will be installed on an existing foundation that was tailored for the tower being installed. So site work and pouring foundation NO. Erecting and installing antenna YES
6Fri 6/6/2025 10:21 AM1.Item 11 requests that the coax be "terminate with 1 5/8” EIA Flange at the antenna". The EIA flange is typically 7/8". They make a 1 5/8" coax EIA flange connector but this project requests AVA5 which is 7/8 cable. Please confirm the attached connector with a 7/8" EIA flange is what is desired.
2.The project states that the new coax should be 400' long and references conduit. We assume that we are pulling the new AVA5 7/8" coax through a conduit that has been installed by others as part of the foundation installation? Can you please provide a few pictures of the tower foundation and the transition from the conduit to the tower foundation and building? What size is the conduit? There is a picture of the building entry port in the SOW however no conduit is visible so we are trying to understand the coax routing effort.SellerElk Mountain Technology LLC
Fri 6/27/2025 2:07PMBuyer Response: Q1: 7/8” EIA flange. Q2: The project states that the new coax should be 400' long and references conduit. We assume that we are pulling the new AVA5 7/8" coax through a conduit that has been installed by others as part of the foundation installation? Correct Can you please provide a few pictures of the tower foundation and the transition from the conduit to the tower foundation and building? The foundation and conduit installation are in construction currently. No pictures right now. What size is the conduit? 4” There is a picture of the building entry port in the SOW however no conduit is visible so we are trying to understand the coax routing effort. The Statement of Work for the Conduit installation states that a 7/8 coax cable will run through the conduit. There should be a pull rope to pull the cable.
