About this file

This document is an Asbestos/LBP (Lead-Based Paint) Inspection Report for a roof replacement project at Tinker Air Force Base involving Buildings 467, 1105, and 3812, constructed between 1983-1990. The laboratory analysis by QuantTEM Laboratories reveals that while Building 467 has no asbestos present in its roofing materials, Buildings 1105 and 3812 contain asbestos in their black/gray roof tar and compound sections. Specifically, the report identifies multiple samples with asbestos present, with chrysotile asbestos ranging from 5-10% in some tar samples.

The inspection recommends Class II abatement work for the roof tar associated with Buildings 1105 and 3812, and advises following all demolition notification, practices, and procedures under Asbestos NESHAP, OSHA, and ODOL regulations. The samples were collected on 7 August 2024, with the roofing materials described as having "some damage" and categorized as Asbestos Containing Material (ACM) Category I, Non-Friable (NF). The visual inspection noted noticeable weather damage on the roofs, and the analysis was conducted using Polarized Light Microscopy (PLM) to determine asbestos content.

Visual Observations/Photos (if available)

• CEIE performed a physical inspection of each roof. The roofs contained noticeable weather damage. CEIE inspected roofing materials only and no interior materials.

BLDG 467 BLDG 1105 BLDG 3812

General Inspection Procedures:

• CEIE conducted a visual and physical inspection of the roofing materials and extracted multiple samples for asbestos analysis.

Condition:

Surfacing/Misc. Materials:

• Good Condition: Material with no visible damage or deterioration or showing only very limited damage or deterioration.

• Some Damage: Material crumbling, blistered, water-stained, gouged, marred, or abraded covering less than one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized).

• Significant Damage: Material crumbling, blistered, hanging from surface, deteriorated, adhesive failure, water-stained, gouged, marred, or abraded covering more than one tenth if the damage is evenly distributed (one quarter if the damage is localized).

Thermal System Insulation:

• Good Condition: Material with no visible damage or deterioration.

• Damage/Significant Damage: Material that has lost its structural integrity, its covering, in whole or in part, is crushed, water-stained, gouged, punctured, or not intact such that is not able to contain fibers.

Note: There is only one category of damage for TSI: Damaged or significantly damaged”.

Hazard:

• ACM = Asbestos Containing Material; defined by the EPA as any material containing more than 1 percent asbestos.

• LBP = Lead-Based Paint; defined by the EPA as paint with lead levels greater than or equal to 1.0 milligram per square centimeter

(mg/cm2), or more than 0.5% by weight.

Friable:

• Friable = Material, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure, and includes previously nonfriable material that becomes damaged to the extent that it is now friable.

• NF = Nonfriable; Material, when dry may not be crumbled, pulverized, or reduced to powder by hand pressure.

Analysis/Results:

• PLM = Polarized Light Microscopy; Asbestos Present or Asbestos Not Present

• PACM = Presumed Asbestos Containing Material; TSI and SM found in buildings constructed no later than 1980.

• XRF = X-ray Fluorescence

• The XRF spectrometry identifies if lead is present and the quantifies the amount of lead present.

a. Pass = results for Pb are lower than the limit parameter (less than 1 mg/cm2)

b. Inconclusive = Quantitive analysis in the region defined as intermediate. Additional investigation performed with Pb check sticks.

c. Fail = Results for Pb are higher than the limit parameter (greater than 1 mg/cm2)

d. ND = Pb not detected

• Pb Stick = Lead Paint Check Stick; Qualitative analysis that determines if LBP is present on surfaces.

Summary of ACMs:

• The black and gray roof tar for B.1105, and B.3812 contain greater than 1% asbestos. See PLM for percentages.

Summary of LBPs:

• XRF analysis did or did not detect LBP.

Conclusions:

• B.467 Asbestos Not Present in roofing materials.

• B.1105, only the black/gray tar contains asbestos. No asbestos present in other roofing materials.

• B.3812, only the black/gray tar contains asbestos. No asbestos present in other roofing materials.

Recommendations:

• Based on the information collected during this inspection, the following recommendations are offered. These recommendations are based on currently observed conditions of only asbestos containing materials and painted surfaces that contain lead, and may have to be adjusted if emergency, or other factors alter the condition, use, or planned future use.

• Class II abatement work of the roof tar associated with buildings 1105 and 3812.

• Follow all demolition notification, practices, and procedures under Asbestos NESHAP, OSHA and ODOL, as applicable.

• Contact CEIE at 72abw.ce.asbestos-lbp@us.af.mil for any questions or if additional suspect materials are discovered.
