About this file
This document is a Request for Information (RFI) for a roof replacement project at Tinker Air Force Base involving three buildings (B1105, B3812, and B467). The solicitation (WWYK240143) is specifically for Tinker AFB - MAC BOA Holders, with a project value between $1,000,000 and $5,000,000. Key details include replacing roofs, fascia, soffit, gutters, and downspouts, with a planned initial site visit on 14 May 2025 from 1:00-2:00 PM CT.
The RFI contains multiple contractor questions and government responses addressing technical specifics such as insulation requirements (R-7 for an unoccupied facility), roof decking replacement, asbestos-containing materials, core sampling authorization, and site access protocols. Contractors must submit one proposal covering all three buildings, with work anticipated to occur concurrently. A single superintendent and QC staff member will be required to spend 1/3 of each day at each site, and contractors must coordinate access and follow specific guidelines for working in secure areas.

WWYK240143, Replace Roofs, B1105, B8312, B467 RFIS
a. The SOW (Section 4.2.1) states that polyisocyanurate insulation shall be installed at Building 467 to achieve an average R-value of 7. Based on our review of the 2018 IECC and UFC 3-110-03, the minimum required R-value for roof insulation is R-19 for metal buildings and R-25 for all others. Please confirm whether the R- 7 insulation requirement is accurate for B467. If not, should we plan to provide pricing for the higher R-Value to meet current UFC and IECC energy code requirements? Confirmed, the insulation for B467 is R-7. This is an unoccupied facility, therefore it does not meet the requirement for a higher insulation value.
Per ASHRAE 90.1 for a semi heated space the R value for our clime zone 3C is R value of 7. ASHREA provided for reference. - JU
b. Section 4.4.2 of the SOW specifies full replacement of the roof decking at Building 467 with 22-gauge Type F metal decking. However, the SOW does not provide details regarding the fastening schedule or structural attachment requirements. Given that the roof decking contributes to diaphragm action and supports roof live, dead, and wind uplift loads, we want to confirm whether a licensed structural engineer is required to design, detail, or sign off on the deck attachment method? A. Additionally, the SOW requests that the contractor field document existing deck attachment methods. However, it is unclear whether the new attachment must match existing conditions or follow current structural code provisions (e.g., per AISI, FM, or ASCE 7 criteria). Match current attachment method, size, and spacing. Per SOW Section 3.5 Working Documents, Roofing System Shop Drawings are required for all facilities. - LL
c. Section 2.8 of the Statement of Work notes that Environmental Management (EM) surveys have identified asbestos-containing materials (ACM) on the roofs of Buildings B1105 and B3812. Specific references include black roofing materials on various roof sections. However, the full EM survey reports were not included in the documents received. Can the Government please provide a copy of the complete EM survey reports for B1105 and B3812? This will help us properly plan for abatement procedures and coordinate with our environmental subcontractor. Environmental Inspection Report included on Contractor CD. If documentation was not received by any GC, it can be requested through PZ. - NB
d. During the site visit, we were unable to access the roof of Building 3812. To assist with planning and coordination, we’re requesting any available photos showing the existing roof conditions. Can the Government provide current photos of the B3812 roof, including general roof surface, mechanical curbs, penetrations, and edge details? The Government does not currently have photos of the roofs that are being replaced. Contractors were instructed at the pre-bid site visit that photos were allowed. If there are specific areas of any of the roofs that contractor/s may wish to have photos of, provide a plan diagram with locations and directions of requested photos. - NB
e. The SOW does not provide explicit information on the existing roof system thickness or number of layers for each building. To properly validate insulation quantities and confirm if any unforeseen conditions exist, we propose to perform core samples at each facility. Can the Contractor receive authorization to perform roof core cuts to verify existing roofing assembly thickness and conditions? We will patch each location upon completion. Yes, follow-up site visits are allowed for roof core cuts. Coordinate any follow-up site visit requests through project CO. KTR is to field verify all existing conditions. KTR is responsible for coring the existing roof and repairing back. - JU
f. Could the government give a detailed description of the required design level?
There is no design required from the contractor. Refer to SOW Section 3.5 Working Documents for required shop drawings. - NB
g. Is the contractor to submit each building as a different proposal? No, one proposal shall be sufficient, with the work associated with each different facility broken out separately. - NB
h. During the site visit for B3812, it was mentioned by the government to allow for lost time due to deliveries made to this facility. Is the contractor to include additional cost caused by these delays in their proposal? Can the government provide the estimated amount of time lost so that all contractors are bidding on equal terms? The potential amount of time lost is unknown and potentially not a factor. The contractor is not required to include additional cost, but if the contractor chooses to provide a potential daily cost associated with any such delays, this may be taken into consideration as a deciding factor of award. KTR to verify with manufacturer/s current long lead items and delays and bid accordingly. - JU
i. Does the government want one schedule for each building or an overall schedule for all buildings? One overall schedule for all buildings will be sufficient. As indicated in SOW Section 2.3 Phasing, it is anticipated that work will occur concurrently at all three facilities. - NB
j. Specification section 26 20 00.1.3 has an extensive list of shop drawings, product data, test reports, certificates, and O&M Data to be submitted. Only the switches in the entire list may be applicable per the SOW and drawings. Please clarify that not all of the items require submittal approval. Contractor to submit only the items that apply. All others can either be addressed via the submittal register or “N/A” letter, with justification. - MT
k. Can an EM Survey Report be provided? Environmental Inspection Report included on Contractor CD. If documentation was not received by any GC, it can be requested through PZ. - NB
l. The SOW, Paragraph 2.3, states that it is anticipated that work will occur concurrently at all three facilities: B467, B1105 & B3812. Will one superintendent and one QC Staff Member be acceptable if work is being performed at all three locations? Or will there be one superintendent and one QC Staff Member required per building site? One superintendent and one QC Staff Member shall be required in accordance with Tinker General Specifications;
however, as work is to be performed concurrently on all three facilities, the superintendent and one QC Staff Member will be required at each site for 1/3 of each day work is performed. NB
m. Can the government provide photos of the three roofs that are being replaced? The Government does not currently have photos of the three roofs that are being replaced. Contractors were instructed at the pre-bid site visit that photos were allowed. If there are specific areas of any of the roofs that contractor/s may wish to have photos of, provide a plan diagram with locations and directions of requested photos. - NB
n. During the site visit, it was mentioned that the fenced area on the south side of B1105 is considered a secure area. Will the contractor need special access and/or additional badging for this area? The contractor should not require access to this area as the facility’s roof is accessible from the north side of the facility as outlined in SOW Section 2.6 Controlled/Restricted Area(s). However, if the contractor does require access to this area, the access shall be coordinated through the Project Manager with further coordination through the facility manager/s. -
NB
o. During the site visit, it was mentioned that B3812 is considered a secure area.
Will the contractor need special access and/or additional badging for this area? No additional badging will be required. Reference SOW Section 2.6. Contractor will be required to coordinate access through the end user/s. - NB
p. B 3812 - There is what looks to be a white speaker wire laying on the roof. Is this abandoned or does this need to be rerouted in conduit and reconnect? Needs to be rerouted in conduit from the underside to roof. – MT
q. B 3812 - There is what appears to be a speaker on the North side of the building that is connected to the south side of the building with a 3/4" seal tight (approx.
20'). Is this abandoned, or does this need to be rerouted in conduit? Needs to be rerouted in conduit from the underside of the roof. – MT
