About this file

This document is a Request for Information (RFI) responses for Solicitation FA813725R0051, a construction project for a loading dock and dock leveler. The RFI addresses multiple technical and procedural questions from potential contractors, with government responses clarifying project requirements. Key clarifications include: the government will start with a 65% design review, a concrete deck with a curb is required for containment, the basis of design for the dock leveler is a Scissor Lift with vehicle restraint from DOCKZILLA, and the platform size is approximately 12' long by 7-8 feet wide.

Additional clarifications cover dewatering and excavation requirements, such as hauling contaminated water to the Industrial Treatment Wastewater Plant, storing and testing excavated materials, and handling potential contamination as a differing site condition. The project also specifies repair of paving within the work area, maintaining access to existing storm inlets and weep holes, and installing protective steel guard rails subject to structural analysis. The containment basin volume requirement is 500 gallons, and the dock leveler is positioned to avoid direct spills into an existing storm inlet.

WWYK210364 – Construction Loading Dock & Dock Leveler

RFI Responses 1)

The scope of work requires a 35%, 65%, 95%, and 100% IFC design package. Since this project is primarily one discipline, would the GOV consider skipping one of the design packages? This would save cost and time.

Government Response: The Government is willing to start with the 65% design review and follow with the 95% and 100% IFC.

2)

During the site visit, the GOV representative stated that the loading dock and platform could be structural steel or concrete. However, it appears the SOW requires a concrete loading dock and platform that is open below. Please clarify if only concrete is to be provided, or if concrete and structural steel, or only structural steel can be provided.

Government Response: A concrete deck with a curb is required for containment. The supporting structure can be steel or concrete. It is not necessary for the structure to be open below the level surface of the loading dock. However, access to the drainage inlets/manhole should be extended as required for maintenance access should the area below be enclosed. Covers at the loading dock level will require removable solid covers that are gasketed and fixed into position to prevent contamination of the utilities below the covers in the event of a spill.

3)

The drawings appear to show an edge-of-line dock leveler. However, there is specified type/manufacturer for the dock leveler. The edge-of-line dock levelers are problematic, and are not as functional as a pit-leveler. For example, the edge-of-line dock leveler adjusts 5” above dock and 5” below. The pit leveler accommodates 12” above and 12” below. But, there are significant cost differences between an edge-of-line dock leveler and pit leveler.

We are requesting clarifications on the requirement/type of the dock leveler, to include a basis of design (or approved equals).

Government Response: Basis of design is a Scissor Lift with vehicle restraint. The platform size is approximately 12’ long by 7 to 8 feet wide, exclusive of the vehicle restraint. Once the loading dock is constructed, this stand-alone module can be placed into position and

RFI Responses anchored to the loading dock and the road pavement. The vehicle restraint will require installation of a concrete mass block anchor. The cut sheet lists the maximum shuttle height as 89”, however lower shuttle range is available upon request. Manufacturer:

DOCKZILLA

4)

SOW paragraph 4.1(3) states, “Any dewatering required during construction must be pumped and hauled to the Industrial Treatment Wastewater Plant (IWTP).” Is this applicable for water discovered during the concrete removal? Or is this required after rain events as well?

Government Response: Dewatering water associated with excavation or contaminated soil must be hauled to the IWTP. Clean rainwater accumulation following storm events is not subject to this requirement unless it becomes contaminated during site activities.

5)

SOW paragraph 4.1(4) states, “Any excavated material must be stored in a lined container, tested for contaminants, and disposed of in accordance with the sampling results.” It is impossible to price disposal costs for potential contaminants. Please confirm that Contractor is to store and test for contaminants, but disposal will be handled as a differing site condition based on the test results.

Government Response: Contractor is responsible for storing and testing the excavated material. If contamination is confirmed, disposal will be handled as a differing site condition and priced after lab results are available.

6)

SOW, paragraph 4.2.(2), can the protective steel guard rails around the existing switch gear be surface-mounted?

Government Response: Yes, if shown by structural analysis it is capable of resisting vehicle impact load.

7)

RFI Responses SOW, paragraph 4.4.4(C), please provide the volume requirement for the containment basin.

Government Response: Required volume is 500 gallons.

8)

SOW, paragraph 4.5.1(1), states to demolish and remove existing paving as required to provide proper drainage, repair the damaged paving, and to install new foundations for the dock platform. The existing roadway is damaged near and adjacent to the location of the dock. However, there is damage that continues on the roadway. How far is the Contractor expected to repair the damaged paving?

Government Response: Only address the paving in the work area shown on C-102 and sections within 5’-0” to allow for proper drainage.

9)

The location of the dock leveler is directly above an existing storm inlet. Is it the GOV’s intent to keep this storm inlet in place and ensure access?

Government Response: Yes, the inlet is to remain, and access should be provided. A dogleg is shown to pull the dock leveler out to avoid spills directly into the inlet. Refer #2 for access requirements.

10)

There are weep holes in the existing concrete retaining wall on the south side of the dock location. Are these weep holes to remain in place with access provided?

Government Response: Yes, weeps to remain and provide access. Refer #2 for access requirements.
