About this file

This file contains technical specifications and architectural drawings for renovations to WW2 Hangar #2 (North Hangar) at the City of Douglas, Georgia, managed by the Construction Manager Harper & Company Builders, Inc. and Charles E. Lewis Construction Co., Inc., Joint Venture (Harper/Lewis). The project scope includes roofing and trim work, specifically focused on the radiused roof area of the north hangar. Work activities include removal and disposal of existing pocket enclosure framing, eave/rake flashing, and PBR roof panels, followed by installation of new 26-gauge, 3'-0" wide galvalume PBR roof sheets, continuous hat channel framing, 3-inch vinyl-backed batt roof insulation, new gutters and downspouts with horizontal discharge onto lower roofs, and exterior painting. Additional work includes pressure washing existing building surfaces, prepping exterior surfaces for new paint, and caulking/painting all existing exterior surfaces, excluding existing roof panels. Competitive sealed proposals from qualified subcontractors are due by 2:00 PM on Thursday, June 18, 2026, at City of Douglas City Hall, 302 S. Madison Ave., Douglas, Georgia. The project solicits proposals for three proposal packages: 7A. Pre-Engineered Metal Building Roofing/Trim; 7B. TPO Roofing/Trim; and 9A. Painting/Caulking.

The specifications emphasize worker safety and material protection, requiring fall protection compliance per OSHA standards and precautions to prevent dropping materials and tools through existing roof structures onto equipment and workers below. All removed materials must be disposed of off-site. The drawings provided show four directional views (north, east, south, west orientations) of the hangar structure with marked installation details and are prepared by Jeffrey Harper. No pricing terms, set-asides, funding sources, or contract renewal options are specified in this technical document.
