About this file
This document is an attachment to a wood pole inspection and treatment services contract for the City of Pasadena Water and Power Department (PWP) in California. The attachment specifies tagging specifications for poles that have undergone various inspection and treatment methods. PWP's electric distribution system encompasses approximately 11,000 wood poles, both municipally and jointly owned, with many located in constrained access areas. The scope of work includes visual inspections, intrusive inspections with boring and sounding, groundline inspections, preservative treatments, fumigant treatments, minor corrective repairs, pole reinforcement recommendations, installation of repair materials and visibility components, and detailed condition reporting. The selected contractor shall provide electronic data deliverables and photographs in PWP-acceptable formats and must comply with California Public Utilities Commission General Orders 95 and 165 governing overhead electric line construction and facility inspection requirements.
The contract includes provisions for unmanned aerial vehicle (UAV) or drone inspection services as an additional component. Contractors shall supply and install color-coded tags seven feet above groundline on the roadside of poles to identify inspection status and treatment type, with tagging categories corresponding to reporting and billing classifications. Tags must distinguish between poles meeting strength guidelines through visual inspection alone, those receiving external groundline and internal preservative treatment following intrusive inspection, and those treated with fumigants, with the fumigant type specified on the tag.
