About this file
This is a Federal Required Certification document related to a wood pole inspection, treatment, repair, and UAV inspection services contract for the City of Pasadena Water and Power Department (PWP) in California. The certification pertains to lobbying compliance requirements mandated under 44 C.F.R. Part 18 and 31 U.S.C. Section 1352. The underlying contract opportunity involves PWP's procurement of qualified firms to provide comprehensive wood pole maintenance services for its electric distribution system, which includes approximately 11,000 wood poles (both municipally owned and jointly owned). The scope of services encompasses visual inspections, intrusive inspections, groundline inspections, preservative treatments, minor corrective repairs, pole reinforcement recommendations, and installation of approved repair materials. Services must comply with California Public Utilities Commission General Order 95 (Rules for Overhead Electric Line Construction) and General Order 165 (Inspection Requirements for Electric Distribution and Transmission Facilities). The contract will include conventional field inspection and treatment services as well as drone or unmanned aerial vehicle (UAV) inspection capabilities, with detailed reporting and electronic data deliverables required in formats acceptable to PWP.
The certification document requires contractors to attest that no federal appropriated funds have been or will be used to influence government officials in connection with this contract award. Contractors must disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL. Contractors are required to include identical lobbying certification language in all subaward documents at all tiers. Failure to submit the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 for each violation, and false certifications are subject to provisions under 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements.
