About this file

This is a Taxpayer Protection Amendment Disclosure form required by the City of Pasadena in connection with a wood pole inspection, treatment, repair, and UAV inspection services contract opportunity. The City of Pasadena Water and Power Department ("PWP") is soliciting proposals from qualified firms to provide comprehensive wood pole inspection, repair, restoration, treatment, and reporting services for PWP's electric distribution system. The scope of work includes visual inspections, intrusive inspections, groundline inspections, preservative treatments, minor corrective repairs, pole reinforcement recommendations, installation of approved repair materials, and detailed condition reporting. PWP's wood pole program encompasses approximately 11,000 poles, including municipally owned and jointly owned poles, many of which are located in rear property or constrained access areas. Services must comply with California Public Utilities Commission General Order 95 (Rules for Overhead Electric Line Construction) and General Order 165 (Inspection Requirements for Electric Distribution and Transmission Facilities). In addition to conventional field inspection and treatment services, the contract includes drone or unmanned aerial vehicle (UAV) inspection services.

The disclosure form itself requests that the contractor or organization provide information regarding its entity type (non-government, nonprofit 501(c)(3), (4), or (6)), trustees, directors, partners, officers, and any individuals or entities holding more than 10% equity, participation, or revenue interest. This disclosure is a mandatory compliance requirement under the City of Pasadena Charter, Article XVII, and must be completed by any contractor or organization submitting a proposal in response to this solicitation.
