US citizenship for all on-site personnel, including the requirement to pass a Federal Law Enforcement Agency Background Screening Process for access to Government sites is required. This contract will set the labor fees and overhead rates for the A-E’s labor positions, and any subcontractor labor positions, for the 60- month period. All fees and rates will be negotiated at the time of issue for the most highly qualified firm. Multiple Task Orders may be awarded with similar delivery schedules requiring the firm to provide services with overlapping work/delivery dates.

Interested firms are advised to ensure System of Award Management (SAM) registration is current at time of offer submission and must remain valid through award. If SAM registration lapses during the solicitation and evaluation period, the offer will no longer be eligible for award.

For instructions on registering with SAM, see the SAM website at https://www.sam.gov/.

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.

Interviews will be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.

Security Requirements: Work performed will be at the SENSITIVE BUT UNCLASSIFIED level. The Government does not anticipate the need for a security clearance, however, if clearances are subsequently required the contractor shall comply with SECNAV M5510.30, SECNAV Instruction M-5239.2, and Department of Defense (DoD) 8570.01-M. The contractor shall establish and maintain an access list of those employees working on the contract.

An A-E firm will not be excluded from any other currently solicited region (Regions 2, 3, 4, and OCONUS) based upon an award in any other single region, but will have to prove capacity to complete six inspections at once while being in compliance with the EM-385 (i.e.

24 Engineer Divers, 4 for each individual inspection). As such, multiple regions may be awarded to a single firm who can meet this capacity requirement.

If an awardee has been awarded multiple regions, the three inspections per region requirement remains (6 total concurrent inspections). NAVFAC EXWC’s waterfront inspections will be the awardees priority. Task orders awarded outside of NAVFAC EXWC (Ordering Authorities from other agencies) will be of secondary importance.
