About this file
This document is a series of Request for Information (RFI) responses for solicitation N39430-25-R-0015, a Department of the Navy Naval Facilities Engineering Command contract for Architect-Engineer services for waterfront facilities inspection and assessment outside the continental United States, Hawaii, and Alaska. The RFIs clarify submission requirements for the Indefinite Delivery/Indefinite Quantity (IDIQ) contract, specifically addressing technical and administrative details such as equipment list submissions, key personnel commitment letters, electronic submission methods, and project experience requirements.
Key clarifications include that the equipment list and letters of commitment are not counted in the 50-page submission limit and can be attached to the SF-330, CPARS can be included as attachments, and project-specific experience must be from completed work within the past three years. For project experience, the government stipulates that only wholly severable and complete projects will be evaluated, and interim CPARS for completed tasking is acceptable. Electronic submissions should be via email, with a DoD SAFE link available if file size requires it.

Please confirm that the list of equipment for waterfront inspections is NOT included in the 50-page limit for Part I, and may be included as an Attachment to the SF330. Additionally, is it EXWC's expectation that we provide an equipment list for our team, or that we provide a specific list of equipment utilized for each project presented in Section F?
Government Response:
The Equipment List is NOT included in the 50-page limit for Part I and may be included as an Attachment to the SF330. Provide equipment you intend to use on a routine WFI for this contract.

Government Response:
PIEE will not be utilized for SF330 submittals. Firms shall submit their SF330 by email as detailed within the SynopsisSolicitation. If a firm requires a DoD SAFE submittal due to file size, they shall request a DoD SAFE link be provided prior to the due date.

6. For Criterion 1 – Specialized Experience, will a project meet the submission requirements if the project initial task order award is completed and has been evaluated but modifications to the task order for additional work are incomplete? If so, please confirm that interim CPARS evaluations that cover the initial task order period meet the submission requirements.
Government Response:
Incomplete projects submitted for specialized experience shall be evaluated if it is wholly severable and complete from the project. Incomplete experience will not be evaluated.
Interim CPARS for completed tasking/work is acceptable as it is technically a completed CPARS. But CPARS for ongoing work will not be accepted.

7. Page 6 of 14. Criterion 2. Submission Requirements. The Solicitation states that project-specific experience for key personnel must be “within the past three (3) years’ (from the date of issuance of the Synopsis/Solicitation)”. Please confirm that resume project-specific experience within the past 3 years for ongoing projects will be scored equally to projects that have been completed within the same timeframe.
Government Response:
As long the experience has concluded, the project can be ongoing. If it has not concluded, but ongoing, then no – it won’t be considered.
