About this file
This document is the Government Paper Specification Standards, providing detailed technical specifications for various grades of cotton bond, parchment, and ledger papers to be used in high-quality federal printing applications. It covers requirements for basis weight, acidity, strength, opacity, watermarks, and other physical characteristics. The papers are suitable for use in offset printing, high-speed copiers, and laser printers, and must meet stringent standards for permanence, erasing quality, and appearance.
The related federal contract opportunity is a pre-solicitation for specialty paper, envelopes, and corrugated containers to be used by the Government Publishing Office. The agency is seeking market solutions from experienced vendors to deliver these products in large volumes. Key details about the specific requirements, response dates, award information, and set-asides are not provided in the given documents.

Two basic Government watermarks have been established. The Group I watermarks consist simply of the "eagle" and a"star" for each 25 percent of cotton/linen fiber specified for the paper.
The Group II watermarks have the word "recycled" in the design. The paper stock must have a postconsumer (PC) fiber content, whether it is a PC wood fiber or PC recovered (cotton/linen) fiber. Note: Recovered material (cotton/ linen) is not a PC recovered fiber.
