About this file

This document contains questions and responses related to a sources sought notice for Specialty Paper, Envelopes, and Corrugated Containers (Solicitation Number: 040ADV24R0063) issued by the Government Publishing Office (GPO).

The key details are:

  • The contract may be expanded to potentially include delivery to locations outside of the Washington, DC metropolitan area, but vendors will be able to limit their geographic coverage.
  • The GPO does not foresee changing the requirement to use domestically manufactured paper, as they have a "Buy American" policy.
  • The sources sought notice does not include coated paper specifications, though historically this contract has not included coated paper. If coated paper is added, the GPO is aware there are only two domestic manufacturers and one authorized distributor, which could impact competitive pricing.
  • The contract may be structured as a multi-year contract with option years, versus a one-year base period.

Responses to Question under Sources Sought

040ADV-24-R-0063

ResponseQuestion

Do you anticipate this to be a one-year contract, or might there be option years afterwards?

Multi-year contract

The RFI mentions delivery “addresses in Washington, DC and various locations within US”. Historically, this contract required delivered pricing to addresses in the metropolitan DC area only, to include Maryland and Virginia. Do you plan to expand that coverage to potentially include the continental United States? If so, would we have the opportunity to limit the geographic range of our delivered pricing?

Coverage may potentially be expanded outside of the DC area and yes you can limit the geographic range.

WThe list of attachments includes the JCP specifications for coated papers which have never been part of this paper contract. If you plan to include coated paper on a new contract, are you aware there are now only two domestic manufacturers of sheetfed coated paper? And that there is only one authorized distributor for those manufacturers? If the GPO continues to require domestically made paper, you will not receive competitive pricing on the coated grades. Is there a chance that requirement could change?

We do not foresee a change to require domestic sources, we Buy American.
