Water Treatment Services RFP Changes Document
This document presents amendments to the Water Treatment Services Request for Proposal issued by the Kenton County Airport Board (KCAB) for the Cincinnati/Northern Kentucky International Airport (CVG) in Hebron, Kentucky. The RFP solicits proposals for comprehensive water treatment services across multiple airport facilities, including professional testing, chemical provision, equipment operation and maintenance, and consulting services. The proposal deadline is February 5, 2026 at 2:00 pm Eastern Time, with questions due by January 26, 2026 at 11:59 pm and answers posted by January 29, 2026 at 11:59 pm. Interviews are scheduled for the week of February 16, 2026. The contract term runs from March 1, 2026 through February 28, 2029, with KCAB retaining options to renew for two additional one-year periods. The amendments remove certain facilities (Fire Training and KCAB Cargo Building) from service scope and provide detailed specifications for chillers, cooling towers, and water consumption data across three major facility areas: the Main Terminal Facility, Concourse B Facility, and CVG Centre Facility, with annual condenser water make-up consumption recorded at 12,472,900 gallons (Main Terminal), 1,375,000 gallons (Concourse B), and 3,127,100 gallons (CVG Centre) from August 2024 to August 2025.
The contractor must maintain a Certified Water Technologist on staff, provide certified laboratory capabilities within 24-hour travel distance, and possess at least 10 years of experience treating similar-sized hydronic systems. Required deliverables include monthly site visits, quarterly Legionella testing across 16 buildings, annual equipment inspections, staff training, and specialized laboratory analysis, supported by contractor-furnished equipment including electronic metering pumps and cloud-based monitoring applications. The contractor must provide 24/7 emergency response within four hours of notification. Insurance requirements include commercial general liability coverage ranging from $2,000,000 to $10,000,000, automobile liability, workers' compensation, and unemployment insurance, with KCAB named as an additional insured. Annual price adjustments are permitted based on the Consumer Price Index for the Cincinnati/Northern Kentucky metropolitan area, capped at three percent of the current annual contract price. Kentucky resident bidders receive statutory preference in accordance with Kentucky Revised Statutes, with preferences equal to those offered by their home state. KCAB affirms compliance with Title VI of the Civil Rights Act of 1964 and commitment to full and fair opportunity for disadvantaged business enterprises.
