About this file
This document is a Request for Proposals (RFP) changes file for Water Treatment Services issued by the Kenton County Airport Board (KCAB) in Kentucky. The RFP addresses water treatment services across multiple airport facilities, including the Main Terminal Facility, Concourse B, CVG Centre, and Preconditioned Air Systems. The scope encompasses chiller plant operations, cooling tower maintenance, and condenser water management across facilities with significant cooling capacity: the Main Terminal operates two 1,300-ton chillers, Concourse B operates a 2,500-ton chiller with backup capacity, and CVG Centre operates two 450-ton chillers. Questions regarding the RFP must be submitted by 11:59 pm on Monday, January 26, 2026, with answers posted no later than Thursday, January 29, 2026 at 11:59 pm. Proposals must be received by Thursday, February 5, 2026 at 2:00 pm, with no late submissions accepted unless extended by addendum.
The document specifies annual water consumption data for condenser and chilled water systems across facilities: Main Terminal condenser water consumption totaled 12,472,900 gallons from August 2024 to August 2025, with central chilled water makeup at 20,230 gallons; Concourse B consumed 1,375,000 gallons; and CVG Centre consumed 3,127,100 gallons during the same period. Equipment specifications include detailed information on York and Carrier chillers with various refrigerant loads (R-134a), Marley cooling towers with specific flow rates and temperature parameters, and cooling tower sumps with defined dimensions and volumes. The RFP modifications remove Fire Training and KCAB Cargo Building from scope and eliminate plate-and-frame equipment references from certain facilities, streamlining the service requirements.

Cell CT-5 – induvial cells – Marley cooling tower, Cross flow pattern, 2,295 GPM, entering water 95ºF, exiting water 85ºF with a wet bulb of 78ºF.
C.1.3 Remove, there is no plate and frame there C.1.4 Airport Chilled Water Production This is the primary facility used to supply chilled water to the airport central chilled water system. The airport utilizes a water side economizer due to the exhaust from the planes which encircle the buildings.
41ºF to 75ºF outdoor air temperature: The chilled water is supplied by a 1,300-ton chiller to produce the needed chilled water.
75ºF to 95ºF outdoor air temperature: The chilled water is supplied by one or two 1300-ton chillers to produce the needed chilled water.
C.1.5 Condenser Water Annual Make-up Water Consumption The Main Terminal condenser water make-up from August 2024 until August 2025 was recorded on the airport meter as consuming 12,472,900 gallons of water.
C.1.6 Central Chiller Water Annual Make-Up Water Consumption The Main Terminal is the only central chilled water system make-up point for the facility. From August 2024 until August 2025 the make-up water consumption was recorded on the airport meter as 20,230 gallons of water.
C.2.2 Preconditioned Air System York 400-ton air cooled chiller, 685 lbs. of R134a C.2.3 Remove, there is no Condenser Water makeup in A con C.3.2 Concourse B Facility Chiller Plant Review 2- Carrier 400-ton chillers R134a – (these chillers are for the PCA system but share the cooling towers with the 2500-ton chiller) Condenser Flow 1,200 GPM Evaporator Flow 1,185 GPM York 2500-ton chiller R134a Condenser 6,000 GPM Evaporator 3,750 GPM C.3.4 Remove, there is no plate and frame.
C.3.5 Airport Chilled Water Production Concourse “B” chiller plant and cooling tower are used as a back-up chilled water plant in the event of a Terminal 3 chiller has an outage or failure.
76°F to 95°F outdoor air temperature the chilled water is supplied by a 2,500-ton chiller to produce the needed chilled water.
C.3.6 Condenser Water Annual Make-Up Water Consumption The Concourse “B” condenser water make-up from August 2024 until August 2024 was recorded on the airport meter as consuming 1,375,000 gallons of water C10.2 CVG Centre Facility Chiller Plant Equipment Chillers 2-York 450 ton, 930 lbs. each of R-134a water cooled chiller, Condenser flow 1,350 GPM @ 18.7’, in 85ºF out 94.1ºF, Evaporator flow 900 @ 23.1’, in 57ºF out 45ºF.
Cooling Towers 2-Marley 450-ton, Gear drive tower fan on a VFD, Condenser flow 1,350, in 94.1ºF out 85ºF.
