AMENDMENT
DIVISION 1 – GENERAL
Q. Please provide prevailing wages.
A. 1.9.
WAGE DETERMINATION:
Davis Bacon Wage Rates are applicable to this project. Current prevailing wage determination(s) at time of issuance of solicitation is GENERAL DECISION NUMBER; CT20080024. In the event the current prevailing Wage Determination is changed by the Department of Labor prior to 10 days before bid opening, the updated Wage Determination is hereby considered incorporated. No amendment will be issued. Applicable wage rates can be found at http://www.gpo.gov/davisbacon/ct.html. Bidders are cautioned that they should download and maintain a copy of the wage decision, as current revisions will NOT be available from this website or from DOL, once modified.
Q. What is the anticipated start date for this project?
A. Immediately after contract award.
Q. Please confirm OPTION Bid Item 0002 is an ADD to the Bid Item 0001.
A. Confirmed
Q. Please confirm the Owner is paying for the concrete testing for this project.
A. Not confirmed, the contractor is responsible for independent testing.
DIVISION 2 – SITE CONSTRUCTION
Q. Spec 02230 Para 3.2B refers to stripping, stockpiling and screening topsoil. Drawing C14-30 Site Restoration Note 1 refers to importing 6” topsoil…. Please confirm this project includes simply restoring disturbed lawn areas by re-using the unscreened excavated material, raking and seeding, and no topsoil will be imported for this project.
A. As noted, the intention is to restore the area to its original condition or better.
DIVISION 3 – CONCRETE
Q. Drawing C14-35: Combined Electrical and Comm Duct bank Trench detail notes 3000 PSI concrete. Conduit Bank Construction specifies 2500 PSI concrete. Please clarify concrete strength.
A. 3000 PSI
Q. Please confirm the duct bank concrete material is NOT required to be colored concrete.
A. Confirmed
Q. Provide a utility company allowance for new service from their overhead line. The utility company will not provide the cost for their work during the bidding phase of a project. The utility will provide the work up to the 23KV transformer, from the existing overhead line. This will include conductors, connections and terminations.
A. There is no allowance for this. CL&P will connect at the pole and provide the wiring to the 23KV and keep the existing service in operation. The conduit rise on the pole, the underground conduit from the pole to the 23KV transformer and to the switchgear is to be provided by the contractor. The 23KV transformer and the switchgear is also provided by the contractor
1. RE: Dwg. C14-11
"install metal beam rail in front of switch gear and meter vault"
Q: Is MBR either type MD-B350 or type R-B350? ... Is there end anchors or impact attenuators on one or both ends?
A. R-B350 w/ blunt ends.
2. RE: Dwg. C14-11 "switch gear and metal vault pads..."
Q: Is switch gear and metal vault pad both the same dimensions as per Dwg. C14-35 SPC M-074?
A. Refer to drawing E14-01, they are actually a pad mounted transformer and a pad mounted switchgear and size will depend on what type of transformer and switchgear you provide.
3. RE: Dwg. C14-34
"typicals for electric handholes SPC H-019 & SPC H-020"
Q: Which of these is to be used throughout project?
A. Refer to Addendum # 1
4. RE: Dwg. C14-34 "typical for install communication manhole"
Q; Is this 6'W x 8'L x 7'H the communication manhole used throughout the project?
A. Refer to Addendum # 1
Q. There is quite a bit of asphalt cutting, how are we to repair the cuts?
A. Match existing asphalt, refer to detail on C14-33.
Q. If there is to be 2ft for separation between the Comm and Elec duct runs can we dig one trench and if so what materials do we place between them, sand, etc.
A. Sand bedding can go between the required concrete.
Q. At building P-123 how do we make the connection to the building? Are there existing 4-4" PVC to connect to or do we have to place a wall box. Please advise.
A. Refer to addendum #1 drawings.
1. Drawing E14-01 “One Line Diagram” (Add. #1) and E14-02 “Electrical Site Plan” shows a POC at the “New CL&P Primary Metered Pole”, a new pad mounted service transformer, and a new pad mounted metal enclosed switchgear. Drawing C14-11 “Plan and Profile” shows the same POC but shows “Switchgear and Meter Vault Pads”. No service transformer is shown at this location. The one line and site plan reflects the metering at the CL&P pole but it appears C14-11 is calling for metering near the switchgear. Who will provide and install metering and where will it be placed? Will a new drawing be issued that shows the location of the service transformer on drawing C14-11? The metering is on the pole, per E14-02. The pads on E14-02 are as designated. Coordinate w/CL&P.
2. Specification section 16271 “Pad mounted Transformers” specifies the requirements for the 3000KVA service transformer. Will another section be issued for the building transformers? Refer to Add # 1.
3. Drawing E14-02 shows (2) 5” conduits for the electric underground. The “C” drawings show (4)-5” PVC concrete encased electric. Please clarify quantity on electric conduits in duct-bank. Provide (4) - 5" PVC concrete encased conduits.
4. E14-02 shows #4/0, 15kv with #4. Is this required in one conduit? If the requirement for conduits is 2 or 4 we did not find any information that reflected how conduits were used for primary cable circuits and how many were spares. #4/0, 15 kv with #4 is routed in one conduit.
5. Drawing C14-14 does not show new transformer pad locations at Proposed Conditioned Warehouse Building, Existing FMS Building, and Proposed Shower/Latrine Building. New transformers are shown on drawing E14-01 for these buildings. Will a new site plan drawing be issued to show locations of new transformers? Also, will a new site plan drawing be issued to show if the transformer at the Existing FMS Building will be changed out to a new transformer in the same location? No notes or information is provided (new or existing) on this plan for primary feeds or transformers. The three pads are shown on C14-14, however are not called out. They are provided by another contract.
6. There is a new transformer pad “4 X 4 Concrete Transformer Pad” shown on drawing C14-14 near a field parking lot area Northeast of the Proposed Multi-Classroom Building. This transformer is not shown on drawing E14-01. Will this transformer be required and if so what will it feed and what are the specifications? Provide a 75 kv pad mount transformer per spec 16271 at this location.
7. There is no drawing or specification that show the primary or transformers for the buildings being three-phase or single-phase. Please clarify. 3 phase , refer to voltages on drawing E14-01.
8. Drawing C14-14 does not specify exact requirements for secondary building feeds. There is a couple of connection notes but further requirements are needed. Two buildings show to be existing and three buildings are shown to be new. However, no secondary feed requirements are shown new or existing. Secondary feed is only required at Bldg P110. The others are in other contracts.
9. Bid Item No. 0002 requires pricing for communication wiring and telecom feeds. The “C” drawings require (4) 4” Telecom conduits. However they do not show any cable requirements. Please specify cabling requirements for Telecom. Communication wiring and telecom feeds are to be provided by the owner.
Drawing C14-14 shows Telecom feeds to Proposed Multipurpose Classroom, P110, and Proposed Conditioned Warehouse. This drawing does not show Telecom conduit for the other two buildings. Please specify conduit requirements for these two buildings. Please specify Telecom wiring for all five buildings. The other two buildings, (FMS and Shower/Latrine) are in another contract. Telecom wiring specs are per the owner, pull ropes are to be provided.
Q. Please include a note that all Manholes, Transformers and the High Voltage Switch are required to be grounded per Connecticut Light and Power Standards.
A. All work shall be done per CL&P standards.
Q. Are the new Manholes required to be fitted with suitable cable arm racks and insulated cable supports?
A. Provide manholes and accessories per CLP standards.
Q. Please clarify that all exposed cables where passing through a Manhole must be fireproofed.
A. Per CL&P standards.
Q. Please explain why there are two Transformer Pads indicated at the Multipurpose Building. It appears that there are conduits coming from the Manhole to both Transformer locations.
A. Yes
Q. Please verify the number of conduits from the Manholes to each of the new Transformer locations.
A. Two 5 inch as indicated.
Q. Please confirm that this project does not require any wiring on the secondary side of the new transformers.
A. No, building P110 requires it.
Q. Please advise if pull ropes and conduit plugs are to be installed in spare conduits.
A. Yes
Q. Where is the Exterior Lighting to be installed on this project? Specifications are included for this work but no luminaires are shown on the drawings.
A. No lights per addendum #1
Q. . The conduit notes call for encasing in 3000 PSI concrete, however, there is still a note on the right side calling for sand cushion. In our experience, sand cushion bedding usually refers to direct burial conduit. Please clarify if there is an additional requirement for sand cushion in addition to the concrete encasement?
A. Yes the sand detail is for direct bury only if not called for concrete (End of Summary of Changes)
