QUESTIONS AND ANSWERS
1. Can the Government clarify if personnel will require a Secret clearance (i.e., must the contractor have a facility clearance in place prior to award)?
Answer: No secret clearance is needed, only a NAICI check is required, this has been changed on the solicitation as well.
2. Please confirm that the Government wishes for the contractor to conduct its own badging, as we most typically see that the cognizant Army installation requires its own badges.
Answer: The government will supply CAC & Access badges, identification badges/labels will be provided by the contractor, and must state contractor status, and company
3. Does this mean that the Government intends for the contractor to furnish office supplies? Will the
Government or the contractor supply computers, internet, and telephones?
Answer: All computers, and telephones, will be furnished by the government.
4. Please confirm whether this evaluation method will still be used in light of the update to DFARS 215.101-2- 70 discouraging LPTA for evaluations where non-price proposals could have strengths that would benefit the Army.
Answer: Evaluation criteria will remain Best Value LPTA
5. Please confirm whether offerors are prohibited from submitting previously-completed Past Performance
Questionnaires and/or completed CPARs Answer: Previously completed PPQ or CPARS are acceptable.

7. Can you correct the page numbering of the current PWS?
Answer: This is a system error, and we will try to correct the page numbering in our system.
8. Can you clarify if the DPH is to work 40 hrs per week or work part time?
Answer: 40 hrs a week for this contract. Prior approval must be obtained by the Contracting Officer Representation for outside employment.

Labeled Page 13 in fact Page 145 EXHIBIT B PROGRAM PERSONNEL ASSIGNMENT OF RESPONSIBILITY SUMMARY Question: Can you please provide the actual location of these listed/named detachments Answer: No due to variation of locations. Traditionally, Reserve is separated geographically into four Readiness Divisions, covering many states. Staff placement within these geographic regions will be based on mission needs, efforts, and soldier population. The headquarters are located at (1) Mountain View CA,
(2) Fort Jackson, SC; (3) Fort McCoy, WI; (4) Joint Base McGuire-Dix-Lakehurst, N.J.
10. Can you clarify if the NCMs are to work 40 hrs per week or work part time?

12. Our company is in Las Vegas, can we bid, or do we need to be in a certain state?
Answer: Any small business can bid in any of the USA states.
13. Is there an incumbent contractor and if so, will you share the name, contract number and whether the required number of positions are filled?
Answer: Yes, there is an incumbent contractor, APLUS Technologies Inc. Contract # W91YTZ18P0277, Positions are filled..
14. May we submit completed CPARs in lieu of PPQs?
Answer: Yes
15. A Senior Nurse Case Manager is listed as a separate position in Attachment 1 and Exhibit A Workload Data.
Should there be a Senior Nurse Case Manager CLIN?
Answer: No, this is an additional duty that will be given to one of the Nurse Case Managers.
16. If a Senior Nurse Case Manager is required, can you please provide the Readiness Division they will be assigned to on Exhibit B Answer: NA
17. The government states that "the contractor shall conduct a face-to-face interview with all prospective Key Personnel". Can video calls be considered a "face-to-face" interview?
18. The Part IV: Price instructions state the price figures should be rounded to reflect two digits only. To clarify, does this refer to reflect two decimal places?
19. The CLINs state there will be 1 FTE Director of Psych Health Team Lead but the Workload Data Exhibit and Program Personnel Assignment Exhibit show 2 FTEs. Can the government please clarify how many Lead Directors of Psychological Health FTEs are required?
Answer: This is an error, there should be 2 FTE Director of Psych Health Team Lead
20. Can the government please define “original signature” in the context of a digital proposal submission?
Answer: Original signature is no longer required and has been deleted from the solicitation as well.
21. A Past Performance Questionnaire document was not included with the solicitation document. Is there a specific one that needs to be forwarded to references to complete?
Answer: Past performance questionnaire will no longer be required and has been removed from the solicitation.
22. The CLINs descriptions state the Director of Psych Health positions are Social Workers, but the qualification section states that they can have licenses or certifications for other mental health professions such as Psychologists or Counselors. Are Social Workers preferred for these positions?
23. For travel requirements, will contract personnel be expected to use their personal vehicles?
Answer: Travel is in accordance with JTR Standards. Contract personnel may use their personal vehicles, or other means in accordance with applicable regulations.
24. Will contract personnel be physically performing services at the Readiness Division locations listed in Exhibit B, or will they be performing at Fort Bragg in support of their assigned readiness division?
Answer: Answer: Locations listed in Exhibit B are Major Commands, locations within the command is in accordance with needs of the mission.
25. The government states that: "Offerors must complete and return the Schedule B and Attachment # X, Fully Burdened Billable Rates must be submitted by all offerors as part of the Price Proposal submission.”
Attachment #X Fully Burdened Billable Rates has not been included in the solicitation and cannot be found in Section 4.0 Attachment/Technical Exhibit List. Will this attachment be provided by the government?
Answer: The Compensation Plan has been added to the solicitation
26. It appears the Juneteenth holiday is missing from the list of observed federal holidays. Can the Government clarify if Juneteenth will be added to the list of Federal holidays for this contract?
Answer: HOLIDAYS: A minimum of ten paid holidays per year: New Year's Day, Martin Luther King Jr.'s Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. (A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.)

27. It appears, in the CLIN Quantities (and exhibit A) that the Government intends 1,920 of “work” hours per FTE. However, the addition of the new Juneteenth Holiday makes this 1,912 “work” hours per year. Could the government please adjust?
Answer: The hours will remain at 1920 hour per FTE-
28. The C003 Nurse Case Manager CLINS show 13,920 “work” hours for 8 FTEs. This equates to 1,740 “work” hours per FTE. Is it the Government’s intent that the Nurse Case Managers be part-time?
Answer: The CLIN should reflect 15,360, and is for 8 FTE, this error will be updated.
29. Could the Government please clarify the CLIN 1004 description (it indicates it is for 2 RN FTEs and not travel)?
Answer: This is a travel CLIN, description has been corrected on solicitation as well.
30. FLSA Fact Sheet #17N published by the Department of Labor states that “registered nurses who are registered by the appropriate State examining board generally meet the duties requirements for the learned professional exemption.” Can the Government please confirm that the Nurse Case Manager positions as well as the Directors of Psychological Health positions are exempt from the Service Contract Act?
Answer: RN Case Managers fall under the SCA DOL, The Directors do not.
31. Is the required Contract Manager a position that is directly billed to the Government for their management time?
Answer: No, this will be included in the bill rate.
32. Is the required Executive Summary included as part of the 50-page limit for the technical volume?
Answer: No
33. Is the required explanation or breakdown of unit prices required for each individual location or the just for the one blended unit price to the government?
Answer: This is a non-personal service contract. Therefore, the rates for the Nurse Case Managers (NCM) should be a blended rate. NCMs should be paid for the state in which they work.
34. Are we required to provide a narrative explaining the breakdown supporting our pricing? If so, is there a page limit?
Answer: Yes. Compensation Plan is being added. Pricing should be supported. There is no page limit on pricing.
35. Is Part IV PRICE volume required to be in the same format or can each element be submitted in a different format? (i.e., 1449 pdf, compensation plan breakdown pdf/MS word, narrative MS word, pricing sheet excel) Is the completed/signed SF 1449 included in the technical volume page count?
Answer: A Compensation Plan has been added to the solicitation
36. Is there a font restriction for tables, graphs and textboxes?
Answer: Arial 12
37. Do resumes and letters of intent of potential staff count against the page count?
38. Exhibit B lists the Readiness Divisions to which each staff person will be assigned. Are there specific installations we must plan for or can DPHs and Case Managers work at any approved location within the region covered by the Readiness Division?
Answer: Locations must be a USAR location under the control of the Readiness Division, and will be approved by the COR prior to committing to working at any specific instillation.
39. Can the Government provide guidance regarding immunization requirements for this contract?
Answer: The contract will follow current CDC Guidelines, Executive Orders from the Commander in Chief, and instillation protocols.
40. Section 1.9.4.1 of the PWS contains the note that “hiring of personnel is contingent upon USAR facility within commuting distance that can support office hours.” Can the government please provide a list of USAR facilities capable of supporting office hours in each region?
Answer: No. The government will work with the contractor, to the best of its ability, to secure office space near a candidate’s location.
41. Can our subcontractor(s) provide cost build-up information directly to the Government?
42. Question: Is it the Government’s intention that the phase in period begins prior to contract start date? Can the Government clarify when phase in begins in relation to the effective date of the contract?
Answer: On start date
43. Will specific training be provided to the Contractor?
Answer: Yes, Training required for government systems will be provided. The government will not provide Clinical, or professional training specific to licensure.
44. What is the typical length of time for adjudication?
Answer: If referring to a claim, it can take up to a year.
45. Must the CM and Alternate designees be provided within the proposal or upon award?
Answer: Designees must be provided with the proposal
46. Do contractors under the current contract occupy office space at the current places of performance or telework?
Answer: Currently the incumbents are teleworking but will be transition to occupy office space,
47. Does the Government have a standard format for CQI Work Plan and Reporting?
Answer: No, there is not required standard, however recommendations will be made to ensure CQI is appropriate for program outcomes.
48. Will 52.212-3 Alt 1 be required if representations and certifications are complete, current, and accurate within SAM.Gov?
49. Will the Factor IV: Price volume be evaluated IAW the items listed on Page 39 prior to the government initially listing the proposals from lowest to highest? If not how will the Price Evaluation and price risk acceptability be accomplished while the Technical Evaluation determines the first Technically Acceptable proposal?
Answer: Those proposal that are deemed technically acceptable will forward in the award process, of Price and Past Performance.
50. Will Factor IV Price be evaluated to determine if the Proposed Technical Subfactor 4 Compensation Plan for each provider type and period of performance can be supported using the items required in the Addendum to 52.212-1 Page 16 the offeror’s Part IV Price “explanation or breakdown of unit prices (i.e. G&A, Profit, overhead, fully burdened rates)”? For example, the offeror’s compensation plan identifies total employee compensation equal to $25/hr while the Offeror’s proposed Unit Price and breakdown does not fairly or realistically support the ability to meet the Proposed Compensation Plan. In such a situation the offer’s proposed compensation plan would not illustratively be sustainable over the life of any contract Answer: Price will be evaluated IAW 52.212-2.

Answer: Multiple emails can be sent, naming them one of two when sending is helpful.
53. Instructions indicate that 4 volumes/files should be submitted. Should the sanitized copy of the Technical Volume be a 5th file and should it be submitted in the same email as the rest of the proposal?
Answer: Sanitized copy can be sent along or separate.
54. Please confirm that compensation information should only appear in the Compensation Plan section and not in the recruiting/retention sections.

55. There is no organization information following this statement on page 147. Please advise how Volume I should be organized.

Answer: Yes, every military service/branch has a Psychological Health Program. The USARC program is managed via contracting. USARC Headquarters has oversight of the program utilizing Director, & Deputy Director Positions, working at HQ and reporting to the Command Surgeon
60. •Is mileage and/or flights, if required, reimbursable to CLIN 0004 in addition to JTR? Can the Government clarify the frequency of travel?
Answer: Yes, travel is in accordance with JTR (Joint Travel Regulation); in short, travel to & from is covered, in-and-around travel is not
61. Referencing FAR 52.237-7 on page 43, can the Government please confirm the dollar values of coverages and any terms to be required?
Answer: 1 Million per occurrence 3 Million Aggregate
62. Referencing PWS 1.9.2, can the Government clarify the operating hours and addresses of the USAR locations identified in attachment B? Can the Government provide the schedule being worked under the current program at each USAR? Can the Government provide the expected frequency of drill weekends?
Answer: This is mission dependent, the expectation is that one contractor, per Readiness Division will be available during normal business hours, and during Battle Assembly weekends. Hours, rotations, & coverage logistics are directed by the contractor
63. How has the COVID-19 pandemic impacted the programs workload? Have all HCPs been maintained at full capacity or has there been a reduction to shifts as a result?
Answer: There has been no reduction due to COVID-19; workloads have remained consistent with historical trends
64. •Will COVID Vaccinations be required for contractor staff?
Answer: The Contract will follow federal mandates/requirements
65. •Should facilities close because of the COVID pandemic, or other natural disasters, will contractors be able to bill for hours to ensure continuity of staff?
Answer: Contractors can only bill for hours worked. If/when facilities are closed, contractors are expected to telework.
66. •Attachment 1, Key Personnel, on page 92 references the requirement of Case Management Certification.
As this requirement may limit otherwise qualified candidates, will the Government consider enabling a window (i.e. 6-months) for our candidates to attain this certification?
67. •Referencing attachment 8, Transition, on page 117, we recommend a longer phase-in period to ensure continuity for this complex program. Will the Government consider a 30-day phase in period?

71. Is there any budget allocated for this contract? If yes, can you please let us know the same?
Answer: The government has established a budget for CLIN 0004 and 0005 and their corresponding option years. You will not price CLINs 0004 and 0005.
72. Considering the current COVID-19 pandemic situation, if the proposed candidates are not available at the time of award, will the agency allow us to provide replacement personnel with similar or more skill sets?
Answer: Yes, Provided they meet the minimum requirements for the position, and is approved by the COR
73. What is the WDOL classifications for this position?
Answer: Level IV Nurse?
74. 1.0.1.5 The Government reserves the right to increase or decrease FTEs during the course of this contract to best meet the needs of programming requirements, standards, and scope of practice. “In our experience with Firm Fixed Price contracts, there are not increases or decreases in staff personnel without a contract modification agreed upon by the Government and the Contractor. Is that true for this contract as well?
75. FactorIII: Past Performance states that “past performance will be accepted from a sub-contractor / teaming partner if the prime contractor does not have relevant past performance.” If the Prime contractor does have relevant past performance, is it still acceptable for subcontracts/teaming partners to submit past performance?
76. Can the Government clarify that Contractor employees servicing this mission will NOT be assigned workspaces in such proximity to classified information as to present a security challenge.
Answer: Contracting staff will not be exposed to classified information; however, are expected to have knowledge of classification system, principals, and remain in compliance with applicable PII, PHI, HIPAA, and Privacy Act requirements.
77. Can the Government provide a clarification as to how to process a Tier 1 NACI check outside of DCSA?
Answer: It is the Contractors responsibility to process Tier 1 NACI Checks.
78. Pg. 92 of 188 section (h) refers to a Case Management Certification but does not provide an acceptable accrediting agency. Does the Government have a preference here or is this listed in error?
Answer: Any widely recognized accrediting body.
79. For purposes of the Medical malpractice insurance requirements, are all of the positions clinical in nature or are the Nurse Case Managers considered non-clinical as their duties are supportive?
Answer: Nurse Case Managers are non-clinical, malpractice is required for all providers; however, the contracting agency must carry malpractice insurance, clinical staff (DPHs) must also carry Professional Liability insurance, in addition to the agency coverage.
80. On CLIN 1004 on the SF1449, there is a reference to 2 FTE RN Case Managers under a CLIN for Travel.
Can the Government confirm this is a clerical error?
Answer: This is an error and has been corrected on the solicitation as well.
81. On Pg. 118 of 188 of the Solicitation, “The Government may elect to require its own Information Systems for use at the contract level and may modify any resulting contract at any time to require use of a Government provided system for the tracking of any or all of the data required below.” Has the Government elected to utilize its own system previously and are these requirements currently being maintained on Contractor or Government Information Systems?
Answer: Historically the government has provided its own system.
82. Once a candidate has been submitted by an offeror to the government, how long will the government take to approve the candidate?
Answer: Once it has been confirmed that an acceptable USARC worksite is within a commuting distance of the candidate.
83. Please confirm no resumes are required for the submission package Answer: Resumes are not required for the submission package
84. How many of these positions are currently filled in the existing contract and how many are vacant?
Answer: Currently 1 DPH Team Lead position, &-DPH Positions, and 5 NCM positions are vacant. .
85. How frequently will HCWs be seeing patients in person compared to virtually/telephonically?
Answer: This is mission dependent
86. Can the Government provide the years of service for current incumbent staff?
Answer: This will be provided to the awardee of the contract once awarded
87. Attachment 6, Contractor Procedures # lists the requirement for the contractor to provide “Policies, Protocols, Procedures for PHP Services Delivery” for Government approval within 30 days of contract award. Is this an existing document that the successful contractor will be expected to modify and update or is it the Government’s expectation that this document will be 100% developed by the incumbent contractor?
Answer: This will be developed by the successful contractor, within 30 days of the contract award.
NOTE: This is a non-personal services contract. As a non-personal service contract, every provider will need to have a current liscense in the state they are practicing in.

ADDENDUM 52.212-2
Paragraph (a) is hereby supplemented with the following:
a. The Award will be made using best value Lowest Priced Technically Acceptable (LPTA) procedures. The government will initially list proposals from lowest to highest price. The government will evaluate the Technical Acceptability of the five (5) lowest priced proposals first. If one of those proposals are rated Technically
Acceptable, the government will not evaluate any other proposals. If all of those proposals are determined technically unacceptable, the government will evaluate the next five (5) lowest price proposals and continue in that manner until a proposal is rated technically acceptable. If a proposal is rated Technically Unacceptable , the government will not evaluate any other factor. USING THIS PROCEDURE, THE GOVERNMENT MIGHT NOT
EVALUATE ALL PROPOSALS.
Offers will be evaluated to determine compliance with all requirements of the solicitation, including any attachments and exhibits. The evaluation criteria will be applied to all offers in the same manner. Each proposal will be evaluated strictly in accordance with its content and the Government will not assume that performance will include areas not specified in the offeror's proposal.
Factor 1 - General - The Government shall review the following:
Solicitation and any Amendments for signatures;
Representation and Certifications;
Factor II - TECHNICAL EVALUATION. The proposal technical factors and subfactors will be evaluated to determine the adequacy of the offeror’s proposed compensation to individual health care providers HCPs for the local area. The primary determinant will be the base salary and fringe benefits paid to the individual HCP. Offerors must propose a base salary and fringe benefits which is at least commensurate with the salaries of similar health care providers in the local area in order to be technically acceptable. This salary in almost all instances exceeds the prevailing wage rates in the Department of Labor’s wage determination for a locality. The Government has developed an independent government estimate (IGE) based upon its assessment of base salaries paid in the local area as well as salaries paid on current contracts. A low, or no Compensation Plan, may be viewed as evidence of failure to comprehend the complexity of the contract requirements or appropriate compensation levels for geographic area where performance will take place. Plan must fully address how the offeror intends to perform the requirement Offerors which propose low base salaries and fringe benefits, particularly below rates paid in the local area, will have the burden of establishing that their plans will result in the recruitment and retention of quality personnel and the uninterrupted performance of services throughout the life of the contract.
Technical factors as follows:
Subfactor 1: Recruitment Plan - Submit a plan how they will recruit qualified personnel in time to work on day one of the performance period. There are currently incumbents for the Lead Psychological Health Director, Directors of Psychological Health and Nurse Case Managers.
Subfactor 2: Retention Plan - Submit a plan how they will retain qualified personnel to provide continuity of care throughout the performance period.
Subfactor 3: Training and Immunization Plan - Offeror will submit its plan demonstrating how the offeror will track training and immunizations.
Subfactor 4: Compensation Plan – Proposal will include a compensation plan for each provider type for the base and four option periods.
Subfactor 5: Travel Plan - Explain how your company will handle the travel expenses and reimburse the employee. For example does your company issue credit cards for travel. Or does the employee have to pay for travel up front and then be reimbursed.
Subfactor 6: Transition Plan: Submit their plan how to adequately provide services on day one of the period of performance to meet Womack's Army Mission. Currently there are incumbents for the Lead Director of Psychological Health, and the Directors of Psychological Health.
Subfactor 7: Management Plan & Quality Control Plan: The subfactor will describe how the company plans to manage the program in accordance with the PWS and control the quality of the program.
I f any technical subfactor received an unacceptable rating, the combined technical will be unacceptable.
The recruitment and retention plan will evaluate the various incentives the company will offer the HCPs.
The Technical Evaluation Subfactors shall not exceed 50 pages; additional pages will not be reviewed or evaluated.
Technical merit will be evaluated as either Acceptable or Unacceptable.
Definitions are as follows:
Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Note: To receive consideration for award, a rating of acceptable must be achieved for all technical factors.
The technical subfactors are of equal importance. To be rated technically acceptable, offerors must receive a rating of acceptable for each factor. A rating of unacceptable in either subfactor will result in an unacceptable rating for the technical factor. For those proposals rated technically unacceptable the government will not evaluate any other evaluation factors.
Factor III: PAST PERFORMANCE. Offeror is required to submit information, on a single page, identifying federal, state and local Government and private contracts performed within the past three years, which are similar in scope and complexity to the effort described in this solicitation. If none, offeror should so state and provide information on references. Note - past performance will be accepted from a sub-contractor / teaming partner if the prime contractor does not have relevant past performance.
Information provided by the Contractor shall state: The type of service provided with information to verify references: Names; telephone numbers; Points of Contact; amount of contract; and email addresses.
The information which will be used for evaluation will be obtained from those presented in the Offeror’s past performance documentation, the Contractor Performance Assessment Reporting Systems (CPARS) http://www.cpars.csd.disa.mil/cparsmain.htm, and any other sources. The Government may reject a proposal if it is found that any information that has a negative impact on the offeror’s past performance record has been deleted, misrepresented, or withheld. Past performance surveys should be based upon performance of like services to those in this solicitation.
Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings below:

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Factor IV: PRICE. Price will be evaluated separately from the technical and past performance factors and will be evaluated for fairness and reasonability in terms of:
A. That the prices are consistent with and reflect the special pricing for staffing requirement.
B. All vendors’ prices must be deemed to be fair and reasonable to qualify for award and within the guidelines of the special pricing.
C. In Accordance With FAR 15.404-1, price fair and reasonableness will be used to evaluate an offeror’s proposal, but price will not be scored. Pricing will be evaluated to determine if fair . The Government is interested in proposals that meet the requirements with acceptable risk, at a fair and reasonable price.
D. Given that FAR 52.217-8 provides that the Government may exercise the Option to Extend Services at the rates specified in the contract (i.e., the rates in effect when the Extension of Services option is exercised), for purposes of evaluating the Option to Extend Services, the Contracting Officer will consider the prices submitted for the base year and each option year, since those are the binding prices should the Option to Extend be exercised.

ADDENDUM TO 52.212-1
Para (b) Submission of Offers. The following supplements this paragraph with respect to the information and documents required for submission in response to this solicitation.
(1) ELECTRONIC OFFERS: Offerors may submit electronic offers in response to this solicitation. All offerors will submit proposals for the following evaluation factors no later than the closing date and time noted on the SF 1449.
Proposals must be submitted by 2 PM EST on the closing date. Proposals will not accepted after the closing date and time.
Volume I - General: Offerors are required to submit a completed Standard Form (SF) 1449 (Solicitation/ Contract/ Order for Commercial items) (including acknowledge of Commercial items). All final monetary extensions shall be no more than two decimal places. Extensions beyond two decimal places will not be used in price calculation.
Failure to follow the below Contract Proposal preparation instructions may cause your proposal to be deemed unacceptable by the government. The General Volume shall be organized as follows and contain the identified information.
- SF 1449 - The SF1449 shall be submitted fully completed. The offeror is cautioned that the SF 1449 must contain a signature in block 30A of the form. The Contractor shall acknowledge any amendments to the RFP in accordance with the instructions on the SF 1449 and with FAR Clause 52.212-1, Instructions to Offerors - Commercial Items. The Offeror shall provide the name, title and telephone number of the company/division point contractually. Also, identify those individuals authorized with the Government.

Award will be made to the offeror provided its technical proposal conforms to the requirements of the solicitation; it has an acceptable record of past performance; price is determined to be fair and reasonable by the contracting officer; and the contracting officer determines the offeror is responsible.

(3) The Government intends to award a firm fixed-price non personal services contract under the authority of U.S.C.
2304 and 41 U.S.C. 253. Accordingly, offerors are instructed to insure that their offered rates are fair and reasonable. Offerors must propose a firm-fixed price for each Contract Line Item.
(4) Any questions with respect to the solicitation shall be submitted via email not later than 9 August 2021 by 2 PM EST. Questions will not be answered if they are received late. Please submit them to the Contracting Officer, Ms.

(5) BASIS FOR AWARD. The Government will make a best value Lowest Price Technically Acceptable (LPTA) award consistent with the evaluation criteria discussed in FAR 52.212-2 and the Addendum to FAR 52.212-2. This acquisition will utilize LPTA procedures to make a best value award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Factors to be evaluated are listed in paragraph 1 above. Award will be made to the responsible offeror whose proposal conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation described in Addendum 52.212-2.
