Questions and Answers

Is there any other specific information to be presented with the proposed schedule rather than tasks, starts & finish dates?

No, the items listed within the specificaitons regarding schedules is all that is required.

Is there a power source available at the building during construction phase for use by contractor/subcontractors?

Yes, the contractor can use the existing power coming into the building.

8.a.

My question is, I see no mention in the design, of the building gas and electric metering. Should I assume that the existing meters will remain and we will tie them into the new system?

PD102 shows removal of the gas meter and gas service. ED106 shows the locaiton of the existing electric meter that is to remain.

The controls for the elctric meter should remain and be integrated on the new system.

8.b. Do new meters need to be furnished and installed?

No. The gas meter is being permanently removed and the electric meter and water meter are to remain.

Are there existing Fire Sprinkler system as-builts available and released prior to bid?

Questions and Answers

Are we additionally required to utilize the UFC-3-600-01 (Ver.

11/28/2016) along with NFPA 13 standards for redesign? Yes

Please confirm that this is a "Buy American"/domestic material only project.

All applicable Federal Acquisition Regulation (FAR) clauses and requirements regarding the Buy American Act are listed within the Solicitation.

Other than shown; is the intent of the FP SOW to reuse the existing sprinkler head outlets as much as possible for redesign and leave all existing branchlines, mains, riser assembly & backflow to remain unchanged/as-is?

It is the intent to utilize the existing piping to the extent possible, however, as indicated in the drawings, many of the branches and heads need to be modified to fit the new floor plan and ceiling grid.

The riser assembly and backflow preventer are expected to remain unchanged/as-is.

Are we required to recalculate the existing system for the new floor layouts/renovations?

Yes. In accordance with specification 21 1313.00 10, paragraph 1.2, the contractor is responsible for design of the sprinkler layout including hydraulic calculations.

Are there an HIGH security areas that have lead lined walls/ceiling that require special pipe penetrations (i.e. transition to CPVC or other special fittings) No, there are no lead-lined walls.

Making the bid due at 1 PM on Monday essentially means all sub bids will have to be received by Friday in order to prepare the bid and transport to Peoria by 1 PM. Equipment suppliers are notorious for holding their bids until the last minute for fear of having their numbers shopped. Even if we direct our subs to submit on Friday, the majority of mechanical and electrical numbers won’t come in until Monday morning, delaying preparation of the proposals and forcing contractors to choose between quality and expedience to deliver the proposals. If the bid turn-in time was changed to 4 PM, this would allow time for bids to be received on Monday morning and proposals finalized properly to ensure best value

The Government will be extending the proposal due date. A forthcoming Amendment will be issued and posted to FBO with the new date/time. This Amendment will be posted not later than close of business on 23 Jun 17.

Project Number: VDYD132014 Current a/o 21 Jun

Questions and Answers

This project will be bid by a large number of local contractors with bids provided by local suppliers. Making delivery of the proposals to Peoria @ 1 PM creates a hardship for these contractors to prepare and submit their best value proposals. This process will reward the contractors who can afford the additional manpower and cost to have proposals. If the bids could be delivered to Scott AFB, it would provide additional time to ensure the small businesses bidding this project have the additional time to receive quotes and ensure best value is presented. The proposal due date location remains the same.

The framing details are unclear on existing framing. Seeing the original design drawings would assist in takeoff and construction of the new framing. Are the structural and architectural as-builts available for the building? pending

Reference section 2.5.2.2. Subfactor 1 Experience and Capability:

Please list which Key Personnel roles can be shared. In example, can the Superintendent also perform as the Site Safety and Health Officer if qualified? No, Key Personnel roles cannot be shared.

Plan Sections 5/6/S503, Section 3/4/S504 and Details 1/2/3/A702

Areas of Concern: The brick wall between the windows is less than 2 foot. After we remove existing jacks from both sides of window's there will not be anything holding the existing brick or stone column in place, all the brick ties will be disconnected. If the brick lintel above the windows that holds up the upper band of brick is loose and setting on masonry that is a lot of weight on a unsecure column . There is not a good way to re-connect the brick or stone back to the new stud work .

Also the gyp sheathing will be in pieces and there will be no continuous vaper barrier. pending

Plan Sections 5/6/S503, Section 3/4/S504 and Details 1/2/3/A702

Another question is the brick lintel secured to the existing stud work? If so this will cause a multitude of problems.

The original construction drawings do not indicate a connection between the steel lintel angle and the studs. Typical construction practice is that these lintels are loose (i.e. not secured).

Plan Sections 5/6/S503, Section 3/4/S504 and Details 1/2/3/A702

If we demo the existing wall and reframe with a heaver stud with new sheathing and a vapor barrier this will give us a better structural wall , if we use the correct gage of studs we should not need to use the extra bracing as shown on details 5 &6 / S503. For these elevations: - West wall between column D and G -South wall between 1 and 7 -East wall from G to G.5

All elements including bracing shown in the referenced details are required. The details show the final configuration of the window supports.

Questions and Answers

Looking for clarification. The response to Question 3 “ Can Superintendent and Quality Control Manager be the same person?”

was No. However, spec section 014500.0010 Para 3.4.2 says “The CQC System Manager must be assigned as CQC System Manager but may have duties asproject superintendent in addition to quality control.”

The response appears to be in conflict with the specification. Please clarify if the project superintendent, CQC manager and Health and Safety Manager have to be three separate staff members pending

The hardware schedule indicates that the Comm Closet is to receive set 19, but the door schedule indicates that the door is to receive set 18. Also, it appears that hardware set 19 is for a double door opening, but door 143 on the floor plans and on the door schedule is shown as a single leaf opening pending

Please clarify if the door hardware for the all glass entrances (section 084226) are to be provided under this spec section or under the door hardware specification as they appear to be specified in both locations.

Per previous RFI the door schedule shows the all glass entrance doors as receiving either hardware set 1 or 20, however, section 084226 part

2.5 also specified a hardware set for these doors. pending
