1In PWS Part 2 (p 27), the Government references Overseas Housing Allowance (OHA), administered by the Defense Travel Management Office (DTMO), rather than Living Quarters Allowance (LQA), administered by the Department of State.Per DTMO, OHA is paid to Service members living in private housing at overseas duty stations rather than civilian personnel. As offerors are instructed in solicitation section M.B, Factor 2 to include housing costs, please confirm that offerors should budget LQA, according to the applicable rates, rather than OHA.Offerors should budget LQA and not OHA.No
2In solicitation section M.B, Factor 2 (Cost/Price) (p 103), the Government instructs offerors to include housing costs as part of their fixed price proposal.As applicable allowance rates for housing costs vary based on the specific circumstances of an employee (e.g., with/without family, group/rank), including these costs within a fixed price may result in: (1) the Government overpaying allowances in instances of employee turnover as well as (2) an uneven evaluation of offeror price proposals. For example, regarding (1), should an employee with family be replaced by one without family or a military spouse not otherwise eligible, the Government will continue to pay the contractor the with-family rate in a fixed price scenario. This Government will therefore being paying more to the employee than the amount authorized in the regulations. Regarding (2), this uncertainty may result in an uneven price evaluation, as offerors may be incentivized to budget with-family rates rather than the specifics of their proposed candidates to minimize possible financial risk. To ensure consistent evaluation of price proposals and that the Government does not overpay housing costs, we respectfully recommend the Government roll housing costs into a separate, cost-reimbursable CLIN.The government will add a separate cost-reimbursable housing cost CLIN for Areas I - IV.Yes - Section B
