LOI for Processing Advanced Individual Training, Basic Officer Leader Course and Warrant Officer Basic Course Soldiers through the MPD
IMLE-HRM 20 April 2017
MEMORANDUM FOR RECORD
SUBJECT: Letter of Instruction for Processing Advanced Individual Training, Basic Officer Leader Course, and Warrant Officer Basic Course Soldiers through the Military Personnel Division
1. This letter of instruction (LOI) provides Fort Lee leaders the procedures that the Military Personnel Division (MPD) uses to in-process Advanced Individual Training (AIT), Basic Officer Leader Course (BOLC), and Warrant Officer Basic Course (WOBC) Soldiers to the installation, prepare their permanent change of station (PCS) orders, and out-process them for departure to their first duty installation.
2. In-processing. The MPD in-processes regular Army (RA), Army National Guard (ARNG), and U.S. Army Reserve (USAR) IET, WOBC, and WOAC Soldiers on the first business day of week after they arrive to Fort Lee. In-processing takes place at the following locations:
A. AIT, 23rd Quartermaster Brigade: Soldier Support Center auditorium, 0800 B. AIT, 59th Ordnance Brigade: Warrior Training Center, 1430 AIT Soldiers need the following paperwork during in-processing:
· Soldier’s Army military human resource record (AMHRR)
· Orders to Fort Lee (seven copies)
· DA 4187 with assignment to exact company on Fort Lee (four copies)
· Service members Group Life Insurance documents (SGLV 8286)
· Record of Emergency Data (DD 93)
· DA 4187 for promotion (ARNG, USAR Soldiers only)
C. BOLC Soldiers: Army Logistics University (ALU), Multi-Purpose Room, 0900 D. WOBC and WOAC Soldiers: ALU, Bunker Hall, Auditorium, 0800 Active Duty BOLC Soldiers need the following paperwork during in-processing:
· Orders to Fort Lee, amendments, DD Form 1610
· Prior service documents to compute pay dates
ARNG and USAR Soldiers need the following paperwork during in-processing:
· ADT orders to Fort Lee, amendments, DD Form 1610

· Record of Emergency Data (DD 93)
IMLE-HRM
SUBJECT: Letter of Instruction for Processing Initial Entry Training, Warrant Officer Basic Course, and Warrant Officer Advanced Course Soldiers through the Military Personnel Division
3. Permanent Change of Station (PCS) orders. The following business rules establish a common understanding of the process for IET Soldiers and BOLC Soldiers assigned to the 71st Transportation Battalion to obtain their PCS orders in sufficient time for them to depart Fort Lee on their graduation date or within 72 hours after they graduate.
A. Key process requirements.
1) eMILPO arrival transaction during in-processing.
A) AIT Soldiers. The MPD initiates eMILPO arrival and attachment transactions that facilitate the Soldier’s access to the Army Career Tracker (ACT) in approximately three days.
B) Student officers. The 71st Trans Bn student detachments initiates eMILPO arrival and attachment transactions. The unit arrives/assigns BOLC students enrolled in a follow-on class at Fort Lee to the detachment UIC. The unit attaches all other students (i.e., WOBC, WOAC, or BOLC student in a TDY status).
2) Sponsorship requirement. Since DA EXORD 161-15 requires all IET Soldiers to have validated sponsors in ACT prior to the publication of orders, units must immediately initiate the sponsorship process after AIT Soldiers arrive at Fort Lee or BOLC students assigned to the 71st Trans Bn receive their request for orders (RFO). Units must submit an exception to policy (ETP) signed by the first general officer or civilian equivalent in the Soldier’s chain of command to the MPD within the first two weeks of the AIT Soldier’s arrival or BOLC officer’s receipt of an RFO. At the same time, units must exhaust all means available to obtain a sponsor for each Soldier at the gaining installation. During the second week of arrival at Fort Lee, AIT Soldiers must complete blocks 1, 2, 4, and 5 in ACT.
3) Checklist for orders. AIT units must submit the completed “checklist for orders” spreadsheet to the MPD at least four weeks prior to the Soldier’s graduation for CONUS assignments and five weeks prior for OCONUS assignments. Units should not wait for Soldiers to receive assignment instructions before they submit the spreadsheet, but they must ensure the information is correct to minimize the requirement for an amendment. The information required on the checklist includes the number of approved leave days, whether the Soldier has authorized dependents, whether the Soldier has a privately-owned vehicle, and whether the Soldier will participate in the Hometown Recruiter Assignment Program. Enclosure 1 is a sample checklist for orders. Soldiers with overseas assignments must also complete their overseas briefing and shots (DA 4036R) prior to publication of orders.
B. Orders publication.
1) Timeline. The MPD will publish PCS orders no later than 20 business days prior to the Soldier’s graduation or projected loss after all criteria are met. Failure to submit the aforementioned spreadsheet frequently results in the need for amendments, which delays the Soldier’s ability to depart. The MPD will upload the orders into iPERMS and provide a transmittal letter with a copy of the orders to the units, SATO, and Installation Transportation Office.
2) Enclosures two and three are flow charts for the orders process.
3) Reserve Officers Training Corps. Cadet Command issues their PCS orders.
4) Officer Candidate School. Fort Benning issues PCS their orders.

C. Battle Rhythm.
1) Every Tuesday, HRC provides assignment instructions that the MPD sends to each company the same day. Units provide Soldiers the levy briefing.
2) Every Thursday, the MPD prepares shot records (DA 4036) for Soldiers with overseas assignments. The Troop Medical Clinics pick up the shot records by Friday. Soldiers must obtain their shots before they receive orders.
3) Every Friday, the MPD conducts two overseas briefings (0830, 1330) at the Soldier Support Center (SSC) for AIT Soldiers with overseas assignments. Soldiers must attend the briefing before they receive orders.
4) Every Tuesday and Thursday, the MPD checks the Total Officer Personnel Management Information System for officers’ RFO and publishes orders for BOLC Soldiers assigned to the 71st Trans Bn who meet the sponsorship requirement. The MPD emails the orders to the 71st Trans Bn and uploads a copy to iPERMS.
5) Every month (and twice monthly during surges), the MPD conducts an overseas levy briefing at ALU after more than five BOLC Soldiers assigned to the 71st Trans Bn have an overseas assignment. The briefing includes the overseas assignment clearing process, documents needed prior to departure to the overseas assignment, and the application process for family travel.
4. Out-processing. The MPD out-processes RA, ARNG, and USAR AIT Soldiers on the last business day before they depart Fort Lee. All Soldiers need the following paperwork during out-processing:
· Leave form (DA 31)
· Clearance records with unit commander’s signature and CIF stamp A. RA AIT Soldiers. Out-processing takes place at the Soldier Support Center in room 129 from 1300-1500. The MPD removes the Soldier from the local database by 0900 on the day after the Soldier departs.
B. ARNG and USAR AIT Soldiers. Out-processing takes place at the Soldier Support Center in room 128 from 1300-1500. At the Transition Center, Soldiers review their SGLV 8286 and DD93, and sign their DD 214. Soldiers receive the original DD 214 copy #1 and copy #4. The MPD attaches DD 214 copy #2 to Soldiers’ AMHRR, which the Soldier retains.
IMLE-HRM
C. BOLC Soldiers assigned to the 71st Trans Bn.
1) Clearing the installation. The unit should request a final-out appointment after the BOLC Soldier receives their orders, receives approved leave, and schedules their departure date. Soldiers may start clearing 10 days prior to their final-out appointment, which is on their departure date; the MPD can only initiate the electronic clearance process in the installation status module (ISM) 10 days prior to their final-out appointment.
2. Final out appointment. The MPD clears the BOLC Soldier from the ISM, generates the final installation clearance record (DA 137-1), and provides the Soldier a copy of this record to validate the Soldier cleared the installation. Soldiers bring the following to their final-out appointment:
· Unit clearance records with unit commander’s signature and CIF stamp
· Overseas shot record (DA 4036 R) for overseas assignments
· Required training certificates for overseas assignments (i.e., AT level 1)
SUBJECT: Letter of Instruction for Processing Initial Entry Training, Warrant Officer Basic Course, and Warrant Officer Advanced Course Soldiers through the Military Personnel Division
D. ARNG and USAR BOLC Soldiers. Out-processing takes place at the Soldier Support Center in the Transition Center (room 1## on an appointment basis. During out-processing, Soldiers review their SGLV 8286 and DD93, and sign their DD 214. Soldiers receive the original DD 214 copy #1 and copy #4. The MPD attaches DD 214 copy #2 to Soldiers’ AMHRR, which the Soldier retains.
