About this file

This file is a Questions & Answers document clarifying requirements for a Moving Blanket Purchase Agreement (BPA) solicitation for Fort Leavenworth Installation.

The BPA establishes a five-year ordering period from June 5, 2026 through June 4, 2031 with a total ceiling of $100,000. The Government anticipates awarding two or more BPAs (not to exceed three total) for moving services. Annual shipment volume is estimated at approximately 4-5 moves across the installation, with all moves restricted to Fort Leavenworth Installation only (e.g., equipment relocation between buildings or to warehouse facilities). No hazardous materials, weapons, or ammunition will be transported. Offerors must submit a sample move task order outlining procedures for packaging, moving, and tracking equipment with estimated costs; pricing instructions will be updated by amendment to tailor requirements to moving services rather than commercial items. This BPA is firm fixed-price, meaning all contractor costs including packing materials, equipment, and incidental supplies must be included in pricing. Site surveys and estimates are included with quotes but are not separately reimbursed unless the contractor wins the individual BPA call. Most moves occur within 1-3 days and are invoiced at completion; longer-duration moves may utilize a Schedule of Values for partial invoicing. The sample task order will assume weekday business hours, though subsequent BPA awardees may be asked to price after-hours, weekend, or holiday work. Individual BPA calls will be competed, with awards based on lowest price. Wage determinations will be issued at the time of BPA call awards. Technical submission requirements, proposal deadlines, and amendment acknowledgment procedures will be clarified in an upcoming amendment that removes references to option years and SF1449 forms.

Questions & Answers- Moving BPA

1. Pricing format and basis of award

Please confirm the exact pricing format required for evaluation. CLIN 0001 appears as one firm-fixed-price BPA line item for the five-year ordering period, while the SOO states that the contractor will perform a site survey and provide a binding estimate prior to each individual move. Please clarify whether offerors should submit fixed hourly rates, unit rates, a commercial rate card, scenario pricing, or another pricing schedule for evaluation.

ANSWER: An amendment will be posted to include a sample move task order, where the vendor will outline their procedures for packaging, moving, and tracking equipment with estimated cost.

The other items for the CLIN 0001 and so on are not to be priced as that section is reserved for the awarded Master Blanket Purchase Agreement.

2. Pricing instructions on page 23

The pricing instructions reference catalog number, part number, salient characteristics, item quantity, and option CLINs. Please confirm whether those instructions apply to this services

BPA, or whether the Government will issue revised pricing instructions tailored to moving services.

ANSWER: The “Instructions to Offeror” will be updated by way of amendment with the inclusion of the sample moving task order.

3. Options

Please confirm whether there are any option CLINs to be priced or evaluated. The evaluation language references options, but we do not see any option CLINs in the solicitation package provided.

ANSWER: This is a Blanket Purchase Agreement with a 5-year ordering period, there is no base year or option years.

4. Ordering period and performance start

Please reconcile the BPA ordering period of 05 June 2026 through 04 June 2031 with the SOO statement that the performance start date is requested to be 90 days after award. Please confirm when the BPA becomes effective and when performance may begin on the first call.

ANSWER: The 5 Year Ordering period 2026 through 2031 is simply the ordering period that will be available whereas 90 days is intended for task orders.

5. BPA ordering thresholds and authority

Please clarify the BPA call thresholds and ordering authority, including:

a. whether only the Contracting Officer may issue calls above $2,500

b. whether orders between $2,500 and $25,000 are anticipated

c. what is meant by “Over $25,000.00 NTE Order Limit”

ANSWER: The BPA Ceiling is $100,000 over the 5-year ordering period.

6. Single or multiple award

ANSWER: The “Instructions to Offeror” will be updated by way of amendment to state that there will be two or BPAs awarded with not more than three BPAs anticipated.

7. Technical submission requirements

8. Past performance

Please confirm whether offerors may submit commercial references and whether the

Government may consider CPARS or other sources in addition to the submitted references.

ANSWER: Any relevant past performance will be considered.

If the Government will not specify classifications, please confirm that offerors may propose classifications consistent with the attached wage determination and use conformance if required.

ANSWER: The Wage Determinations will be issued at the time of the BPA Call awards.

10. Site surveys and estimates

Please confirm whether site surveys and estimates are to be provided at no charge or whether they may be separately priced.

ANSWER: Site surveys and estimates for moving are to be included with the quote, however, keep in mind your quotes will be competed among the other BPA holders and are not separately reimbursed if your company does not win an individual BPA Call.

11. Equipment and incidental materials

Please confirm whether packing materials, crates, dollies, lifts, and other incidental moving supplies and equipment should be included in quoted rates, quoted separately, or addressed at the BPA call level.

ANSWER: This BPA is firm fixed price, so all contractor costs associated with a move to include the sample task order to be provided on amendment are to be included.

12. After-hours and weekend work

Please confirm whether after-hours, weekend, or holiday performance may be ordered, and if so, how such work should be priced for evaluation.

ANSWER: The sample task order will assume weekday business hours however, subsequent

BPA awardees providing quotes may be asked to price after duty hours, weekends, or holiday move costs however, again not for the sample task order to be provided by amendment.

13. Invoicing and Schedule of Values

Please clarify the expected invoicing structure for BPA calls. Specifically, please confirm whether calls are expected to be invoiced at completion, monthly, or by milestones, and under what circumstances a Schedule of Values would be required.

ANSWER: Most moves occur within 1-3 days and are invoiced at one time, however, moves that are separated by weeks or longer, will entitle vendors to provide a “Schedule of Values” for partial invoicing for portions of moves completed that longer term projects. (Not many of those occur)

14. WAWF point of contact

ANSWER: Most moves are direct from pick up to drop off location however, the inventory management refers to the moving company inventory management procedures to track items on each move.

17. Call-order pricing after BPA award

Please confirm how individual BPA calls will be priced after award. Specifically, please confirm whether each call will be awarded based on the contractor’s quoted BPA rates, a separate binding estimate for the specific job, or a combination of both.

ANSWER: BPA awardees will be free to price their orders in accordance with any current rate cards, however, be advised all BPA Calls will be competed where the lowest price will be awarded for each competed call.

18. Scope of moves and geographic limits

Please confirm whether all required moves will be internal to Fort Leavenworth or whether moves between on-post and other nearby locations are contemplated.
