About this file
This document is an addendum to FAR clauses 52.212-1 and 52.212-2 providing instructions to quoters and evaluation criteria for a Request for Quote (RFQ) for lodging services supporting the U.S. Army War College Class of 2027 National Security Staff Ride in Washington, DC for fiscal years 2027-2029. The RFQ deadline is 12 August 2026, with a questions deadline of 5 August 2026. All quotes must be submitted via email to Contract Specialist Jennifer Wohlford (jennifer.a.wohlford.civ@army.mil) and Contracting Officer William Byrne (william.a.byrne.civ@army.mil) prior to the posted deadline. Quotes must be submitted in three separate volumes: Volume 1 (General, 10 pages maximum), Volume 2 (Technical Capability & Past Performance, 15 pages maximum), and Volume 4 (Price, 5 pages maximum, separate file). All submissions must be in Microsoft Word, PowerPoint, or Excel format with vendor name and SAM Unique Entity Identifier (UEI) clearly identified on the first two pages of each file.
The Government will evaluate quotes using three factors of approximately equal importance: Technical Acceptability (Pass/Fail rating), Past Performance, and Price. Technical acceptability requires hotels to be physically located within 4 miles of the White House and within one quarter mile of a Metro station, maintain a minimum 3-star Mobil Travel Guide rating, provide contiguous rooms suitable for distinguished guests, and meet specific facility requirements including an Operations Center (minimum 1,900 square feet baggage area with capacity for 450 pieces of luggage), parking for 4 fifteen-passenger vans and 1 minivan, loading/unloading space for up to 9 fifty-four to fifty-five passenger motor coaches, high-speed internet connectivity (1.5 Mbps or larger dedicated hardwired line), and a Commandant suite available by 11:00 am on Day 2. Price will be evaluated for reasonableness and completeness using FAR 12.204 price analysis techniques; unbalanced pricing may be assessed for performance risk. All line items, including option years, must be quoted to avoid non-compliance determination.
