Solicitation Amendment SF 30

This document is a Standard Form 30 amendment to Solicitation W91QEX27QA0010001 issued by the 410th Contract Support Brigade, Regional Contracting Office Miami, on behalf of U.S. Southern Command (USSOUTHCOM) Joint Task Force-Western Hemisphere (JTF-WHEM). The amendment modifies contract line items (CLINs) 0024 through 0040 to adjust quantities for Room 3 (JOC) furniture and adds new CLINs for optional as-needed workstations and labor services. Specifically, the amendment reduces quantities for the Heavy-Duty Technical Control Room Console from 87 to 8 units (CLIN 0024), Slatwall Assemblies from 87 to 8 units (CLIN 0025), and Articulating Monitor Arms from 174 to 16 units (CLIN 0026), while adding 5 months of containerized storage services (CLIN 0040). The amendment deletes CLINs 0030 through 0034 related to Room 3 conference tables, chairs, mobile pedestals, and collaboration tables, replacing them with new CLINs 0035 through 0040 that establish pricing for optional as-needed workstation packages. All line items are classified under NAICS 337214 (Office Furniture Manufacturing) with Firm Fixed Price arrangements. The solicitation remains for a complete ergonomic workspace furniture modernization solution for three operational areas at USSOUTHCOM headquarters in Doral, Florida, requiring the contractor to provide design services, site surveys, furniture procurement, delivery, removal of existing furniture, assembly, installation, testing, training, and warranty support within a phased 120-calendar-day performance period. All work must comply with rigorous quality control requirements, security clearance mandates (Top Secret with SCI eligibility), and comprehensive ergonomic and commercial furniture performance standards as outlined in the detailed Statement of Work.

Joint Task Force-Western Hemisphere (JTF-WHEM)

14 October 2026

PART 1

GENERAL

1. Description of Requirement/ Introduction. The Contractor shall provide all personnel, supervision, design services, furniture, materials, equipment, transportation, delivery, staging, assembly, installation, testing, training, warranty support, cleanup, documentation, storage, tools, supplies, facilities, and other non-personal services necessary to provide a complete ergonomic workspace furniture modernization solution for Room 1- JPG, Room 2- POD, and Room 3- JOC, except for those items specifically identified as Government-furnished property (GFP) or Government-furnished services (GFS).

1.1.1 The contractor shall provide modular, durable, ergonomic, commercially manufactured furniture suitable for continuous or extended-duration mission operations. All furniture shall be new unless specifically identified by the Government as Government-furnished property for reuse, relocation, or integration. Unless expressly included by contract line item, the contractor shall not furnish, configure, program, integrate, test, accredit, or maintain audiovisual (AV), information technology (IT), video teleconferencing (VTC), network, secure KVM, display-processing, audio, or control-system equipment.

1.1.2 The contractor shall coordinate with the Government and Government-designated AV/IT integrator to ensure that workstation locations, furniture layout, monitor mounts, cable-management systems, access panels, equipment clearances, and power/data assumptions support the approved AV/IT architecture.

1.1.3 The contractor shall plan and perform all work in Government-approved phases to preserve safety, emergency egress, facility access, mission continuity, information protection, and operational requirements.

1.2 Background. Joint Task Force-Western Hemisphere requires modernization of designated workspace areas to provide durable, ergonomic, operationally suitable furniture configurations that support continuous or extended-duration mission operations. The requirement includes furniture design, space planning, procurement, storage, delivery, removal of Government-authorized existing furniture, disposition support, assembly, installation, testing, documentation, training, warranty support, protection of Government property, and coordination with Government-managed Directorate of Public Works (DPW) power work and Government-designated AV/IT integration activities.

1.3 Objectives. The objective of this requirement is to provide complete, safe, durable, ergonomic, mission-suitable workspace furniture solutions for Room 1 (JPG), Room 2 (POD), and Room 3

(JOC).

The contractor shall:

Prior to delivering any new furniture, the contractor shall systematically dismantle, load, and transport all current room furniture off-site.

Coordinate design, delivery, staging, installation, and storage activities with the Government.

Deliver furniture configurations that meet approved functional, ergonomic, operational, safety, and layout requirements.

Minimize disruption to Government operations.

Protect Government property, facilities, access routes, staging areas, and workspaces.

Coordinate furniture interfaces with Government-managed DPW power work and Government-designated AV/IT integration.

Complete required testing, training, documentation, warranty support, punch-list correction, and final acceptance actions.

1.4 Scope. The contractor shall provide all non-personal services, labor, materials, equipment, transportation, storage, supervision, and incidental items necessary to design, deliver, remove existing furniture, install, inspect, test, train, document, and provide warranty support for ergonomic workspace furniture in Rooms (JPG), Room 2 (POD), and Room 3 (JOC). The furniture scope includes approved workstations, task seating, conference tables, monitor-mount systems, cable-management systems, storage components, supporting furniture, and associated accessories. The contractor shall coordinate furniture interfaces with Government-managed power work and the Government designated AV/IT integrator. AV/IT, network, electrical, structural, VTC, and system integration work are excluded unless specifically identified in a contract line item.

1.4.1 The contractor shall furnish and install approved workstations, chairs, monitor-mount systems, cable-management systems, storage components, supporting furniture, and related accessories for Room 1 (JPG), Room 2 (POD), and Room 3 (JOC).

1.4.2 The contractor shall coordinate furniture placement, monitor arms, cable-management systems, access panels, equipment clearances, and power/data assumptions with the Government and Government-designated AV/IT integrator.

1.4.3 The contractor shall not perform electrical, network, structural, AV/IT, VTC, or other work outside the furniture installation scope.

1.5 Phased Room Turnover Schedule. Each of the three rooms will be completed in three phases.

The first phase for each room shall consist of all break-down and dispositions of current furniture.

The second and third phase for each room shall consist of delivery, installation, calibration, and post-installation cleanup. The contractor shall correct deficiencies that prevent safe use, mission use, security compliance, or completion of Government furnished power AV/IT work within two (2) business days of notification, unless otherwise approved in writing by the KO. All other punch-list items shall be corrected with five (5) business days of notification. The desired schedule is set forth in Table 1. Completion of each room milestone requires joint inspection and written concurrence by the Government Representative (GR).

1.6 General Information

1.6.1 Quality Control Plan (QCP).

1.6.1.1 General Requirement and Standard of Performance. The contractor shall establish, implement, and maintain a comprehensive Quality Control Plan (QCP) to ensure all supplies, materials, deliveries, and installation services provided under this contract satisfy the specifications, schedules, and performance standards set forth in this SOW and Attachment 1 (Performance Requirements Summary / PRS). The contractor is solely responsible for controlling product quality, freight handling, assembly tolerances, and overall workmanship, and shall operate an active quality control program that prevents, identifies, and promptly resolves deficiencies throughout contract execution.

1.6.1.2 Submittal, Review, and Acceptance.

Draft QCP: The contractor shall submit a draft QCP to the Contracting Officer (KO) and GR at the post-award kickoff meeting within five (5) calendar days after award.

Final QCP: The contractor shall incorporate Government feedback and submit a Final QCP within seven (7) calendar days following receipt of KO/GR comments.

Acceptance: Formal Government acceptance of the QCP by the KO is required prior to the commencement of on-site delivery and installation.

Modifications: Any proposed modifications or updates to the accepted QCP during contract performance shall be submitted in writing to the KO and GR for review and written approval at least ten (10) business days prior to proposed implementation.

1.6.1.3 Minimum Mandatory QCP Elements. At a minimum, the contractor's QCP shall detail specific operating procedures, checklists, and responsible personnel covering the following areas:

Pre-Order and Specification Verification: Detailed methods for verifying that all manufactured goods--including conference tables, mobile pedestals, credenzas, storage units, carts, and desking systems--strictly conform to the approved design package, model numbers, specified quantities, finishes, fabric swatches, dimensional constraints, load ratings, ergonomic certifications (e.g., ANSI /BIFMA), and manufacturer warranty terms.

Receiving, Warehousing, and Inbound Freight Inspection: Documented procedures for inspecting all delivered goods prior to site staging, including freight-damage identification, carton counts, Bill of Lading verification, and off-site/on-site secure storage controls.

De-installation and Packaging Disposition: Procedures and schedules for packing material removal, recycling, debris disposal, and--where applicable--the orderly removal and disposition of existing or broken-down furnishings in coordination with building management.

Installation and Assembly Quality Assurance: Step-by-step inspection protocols governing physical installation, ensuring all components are installed plumb, level, square, aligned, securely anchored, clean, and free of cosmetic or structural defects.

Functional Performance and Ergonomic Testing: Operational testing protocols for all mechanical and electrical furniture elements, including sit-to-stand height-adjustable mechanisms, monitor-arm articulation, task chair adjustability, storage lock cores and interlocks, and integrated wire/cable management raceways.

Subcontractor Quality Oversight: Documented processes for communicating contract standards, supervising trade labor, and directly inspecting and enforcing quality standards across all prime and lower-tier subcontractor personnel.

Deficiency Tracking, Punch-List Management, and Root-Cause Analysis: Standardized tracking methods to document discrepancies, establish immediate corrective actions, manage punch-list closeouts within Government-mandated response windows, identify recurring trends, and prevent deficiency recurrence.

Final Turnover and Acceptance Inspection: Pre-inspection procedures conducted by the Contractor prior to requesting the joint walkthrough with the GR, ensuring 100% completion and readiness for Government acceptance and beneficial occupancy.

Quality Control Staffing, Records, and Audit Trails: Identification of dedicated Quality Control Manager(s) and key inspection personnel, defining inspection frequencies, and outlining maintenance procedures for inspection logs and test reports made available to the GR upon request.

1.6.2 Quality Assurance (QA). The Government will monitor and evaluate contractor performance against the requirements of this Statement of Work and Attachment 1 (Performance Requirements Summary / PRS). The GR will conduct quality assurance evaluations through visual inspections, random sampling, and joint room walkthroughs upon completion of delivery and installation phases.

The GR will document any non-conforming items, damages, or incomplete installations on a punch list provided to the contractor. Government inspection and observation do not relieve the contractor of its primary responsibility to perform quality control, comply with contract specifications, and correct all identified deficiencies prior to final acceptance and invoice approval.

1.6.3 Recognized Holidays. The contractor shall not perform on Federal holidays unless specifically authorized in writing by the Government or unless work is scheduled within an approved installation phase. Recognized Federal holidays include:

New Year's Day

Martin Luther King Jr. Day

Washington's Birthday

Memorial Day

Juneteenth National Independence Day

Independence Day

Labor Day

Columbus Day

Veterans Day

Thanksgiving Day

Christmas Day

1.6.4 Hours of Operation. All delivery, staging, and installation work shall be performed Monday through Friday, between the hours of 6:00am and 10:00pm local time, excluding Federal holidays.

The contractor and GR shall agree to a work schedule for each phase in each room at least five

(5) business days in advance of work beginning.

1.6.4.1 Cost Responsibility. Any work performed outside standard hours at the contractor's request or to recover a delayed schedule shall be executed at no additional cost to the Government.

1.6.5 Place of Performance. The primary place of performance is Headquarters USSOUTHCOM, 9301 NW 33rd Street, Doral, FL 33172. The contractor may use off-site storage facilities for contractor-furnished furniture, provided the storage facilities meet the requirements of this SOW and are approved by the Government as necessary for coordination and accountability.

1.6.6 Type of Contract. Firm-Fixed-Price.

1.6.7 Access and General Protection Policy and Procedures

1.6.7.1 Physical Security. The contractor shall be responsible for safeguarding Government equipment, information, property, work areas, staging areas, and contractor-furnished furniture under its control. At the close of each work period, the contractor shall secure tools, materials, staging areas, and work areas in accordance with Government facility procedures.

1.6.7.3 Escorts. The contractor and subcontractor employees shall comply with Government escort requirements when accessing controlled, restricted, or classified areas.

1.6.7.4 Personnel Security Clearance Requirements. Contractor personnel performing work under this contract, including any pre-award site visits, must possess an active Top Secret (TS) clearance based on a favorably adjudicated T5 or T5R investigation with SCI eligibility in the Defense Information Security System (DISS) at the time of proposal submission and must maintain this clearance level for the duration of the contract. All security requirements shall be in accordance with the attached DD Form 254, "Department of Defense Contract Security Classification Specification." The Contractor shall ensure that all contractor and subcontractor personnel comply with FAR 52.204-2, Security Requirements, and the National Industrial Security Program as implemented in 32 CFR Part 117. Eligibility for SCI does not automatically authorize access to SCI information, systems, SCIFs, or equipment; actual access requires a valid TS/SCI clearance, a favorable need-to-know determination, required indoctrination and briefing(s), and formal approval by the Government's Special Security Officer (SSO) or Cognizant Security Authority (CSA). The Contractor shall ensure all personnel comply with installation access, escort, physical security, information handling, and controlled workspace procedures.

1.6.7.4.1 OPSEC Awareness: If the contractor, or a sub-contractor, or employees of either disclose any information that disrupts or harms the Government's operations or activities, then the Government retains the right to exclude any employee from performance of duties under this task order. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this task order. By way of example, personnel shall not sketch or take photos of government facilities or activities, unless related to service to be provided.

All government paper products and removable digital storage material that is received, generated, or stored during the task order will be destroyed completely when no longer needed to preclude recognition of information.

1.6.7.4.2 Per AR 5301, Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.

residence. Security checks that have been completed as part of a personnel security clearance background investigation, or a previous background check that was a condition of employment, meet this requirement. Documentation of these checks will be made available to the KO or COR within 10 days of request. The Government retains the right to exclude any employee from performance of duties under this contract if a background security check reveals an employee is a security risk. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this contract. If the Government determines additional background checks are required, at a minimum, and upon request from the Government, the Contractor shall provide to the KO or COR, the following information on any contractor or subcontractor employee performing services under this contract:

1.6.9.2 The contractor shall not accept any oral or written instructions, technical clarifications, or requests from the GR or any other Government personnel that result in an increase in contract price, a change in delivery timeline, or an alteration of contract scope.

1.6.9.3Any changes executed by the contractor without prior written authorization and a formal contract modification signed by the Contracting Officer shall be deemed unauthorized and performed at the contractor's sole risk and expense, with no entitlement to an equitable adjustment or additional compensation from the Government.
