About this file
This file contains a Questions and Answers document for an Army Request for Information (RFI) concerning automated security gate maintenance and repair services.
The procurement involves maintenance and repair services for automated security gates at a military facility over a five-year base period. The contractor will be responsible for servicing Linear and LiftMaster wired and wireless keypads, physical gate equipment, gate operators, and pedestrian turnstiles. The contractor will not maintain AMAG Symmetry panels or HID readers; however, if the AMAG system is operational, the contractor must diagnose why the gate operator is not executing commands. Manufacturer certifications and technical licenses are not required but preferred. The gates have been maintained under a preventative maintenance schedule for the past six years and include both functional and non-functional gates requiring repair. The government will provide site visits to interested contractors prior to proposal submission to inspect equipment condition and assess existing infrastructure. Work will be conducted during normal hours with ATC S-2 personnel providing traffic control, cones, and delineators during maintenance activities. Contract specifics regarding work hours, escort windows, waiting time treatment, and emergency response procedures will be finalized in the Request for Proposal. Set-aside determinations for small business or Service-Disabled Veteran-Owned Small Business (SDVOSB) will be made based on market research results. The government is considering use of the GSA Multiple Award Schedule vehicle based on RFI responses and will use those responses to determine the overall contracting strategy.

Question Response
Would the Army consider a small business that performs the work through a qualified local gate service partner? This is a Request for Information. All responses will be considered at this stage.
Please provide your technical solution as requested in the RFI.
Will the Government consider a small-business or SDVOSB set-aside based on market-research responses?
Set asides will be determined based on the results of Market Research and KO determination of the best small business category to meet the Government's need.
If a GSA MAS contact is available will the government consider use of the GSA MAS vehicle? This is a RFI. All White Paper submissions will be considered. Based on responses to the RFI, a contracting strategy will be determined.
Please confirm the base-period length, anticipated start date, and intended procurement schedule. Five (5) year base period.
Have the gates been maintained under a preventative maintenance schedule in previous years?
Yes--this requirement is a continuing effort and has been supported for the past six (6) years.
Does the government have an incumbent contractor/subcontractor who is or was servicing the gates and who? This information is available by following the Freedom of Information Act (FOIA) request process.
Please provide the incumbent contract number, contractor, annual value, and historical call-out volumes or repair expenditures, if available.
This information is available by following the Freedom of Information Act (FOIA) request process.
Will the Government schedule or authorize a site visit (or individual site visits) so that interested parties may inspect the automated security gates and associated equipment identified in Appendix A of the Statement of Objectives prior to submitting responses to this RFI?
Yes, interested contractors will be offered the opportunity to participate in a site visit prior to submitting their proposals.
Will the Government offer a site visit before responses or future quotations are due? Can equipment ages, condition assessments, and known deficiencies be provided?
Yes, interested contractors will be offered the opportunity to participate in a site visit prior to submitting their proposals. You will have an opportunity to assess the equipment on hand.
Would it be possible to schedule a site visit to inspect the existing gates and assess their current condition prior to submitting our bid?
Yes, interested contractors will be offered the opportunity to participate in a site visit prior to submitting their proposals.
Please define normal work hours, available escort windows, treatment of waiting time, and how Government access delays affect emergency-response measures.
These details will be finalized and provided with the Request for Proposal is posted.
Can you share the gate manufacturers and models in place? Please reference the Statement of Objective Attachment: Appendix A.
Can you provide some clarity on the non-functional gates? Are they functional and simply not in use or are they damaged and in need of repair? They are already in need of repair.
Are manufacturer certifications, dealer authorizations, or particular technical licenses required? If so, please identify them by equipment or task. Not required, but preferred.
Does the scope include access control system troubleshooting and repairs, such as keypad or entry system issues, or is it limited to the mechanical maintenance and repair of the gates?
The access control system at the 4 main restricted area gates run on AMAG.
This is maintained by ARL. The range gates are controlled by linear or LiftMaster wired or Wireless keypads requiring service under this contract.
Can you clarify if the support for the AMAG access control will be the responsibility of an existing/alternate contract or if software and interconnection to the gate will be included as part of the scope?
The access control system at the 4 main restricted area gates run on AMAG.
The AMAG system and those key pads are maintained by ARL. The range gates are controlled by Linear or LiftMaster Wired or Wireless keypads requiring service under this contract.
The Statement of Objectives lists AMAG Symmetry panels, HID MultiCLASS readers, Linear numeric keypads, and pedestrian turnstiles alongside the automated gate operators. Is the contractor expected to maintain, troubleshoot, and repair all listed access-control equipment and its integration with the automated gates, or is the primary responsibility limited to the automated gate operators and associated physical gate equipment?
Your will not be responsible for the AMAG Symmetry Panels or the HID readers however if the AMAG panel and card reader is operational, diagnosing why the gate operator is not executing the command will be part of this contract. The Linear or LiftMaster keypads and pedestrian turnstiles will be included in maintenance and repair, including the physical gate and the operators.
Does the AMAG scope cover only gate-side controllers and interfaces, or also software, servers, licensing, credential administration, and network troubleshooting?
The AMAG portion is covered by another government organization. They will troubleshoot system issues with the keypads. No licensing or software requirement. If the AMAG system is communicating correcting it will be this contracts responsibility to trouble shoot from the keypad to the gate operator.
Can you clarify the requirement such as shutdown procedure for vehicle lanes and what measures will be taken to reroute traffic during repairs/PM along with the government’s responsibility to assist in providing these measures? (example government will provide cones/barriers during lane shutdown and reroute traffic to alternate gate or lane)
ATC S-2 personnel will be present during maintenance to either reroute traffic or service as traffic control personnel during the maintenance. There will be cones and delineators in use as well.
What are the limits of emergency diagnostic authority, and will a repair-completion target be specified separately from on-site response? This is a RFI for commercial services for gate maintenance. We are seeking information about current commercial processes for on demand service calls.
Will the contract establish a separate authorization and funding process for repair parts, major replacements, and potential barrier-arm reactivation? This is a RFI for commercial services for gate maintenance. We are seeking information about current commercial processes for on demand service calls.
