About this file
This is a Statement of Objectives (SOO) for commercial maintenance, repair, and replacement services for automated security gate systems at the U.S. Army Aberdeen Test Center, Aberdeen Proving Ground, Maryland. The acquisition will be conducted under Revolutionary FAR Overhaul (RFO) Part 12 for commercial products and services. The Government seeks comprehensive preventive maintenance, on-demand repair, and replacement services to ensure critical access control points remain consistently reliable, secure, and fully operational. Performance objectives include maintaining high system availability with minimal downtime, establishing a proactive preventive maintenance program based on manufacturer recommendations and commercial best practices, providing timely repair services per specified response times, and delivering professional program management with clear and accurate reporting within two business days of each visit.
The contract covers 14 total security gates across Aberdeen Proving Ground's locations, with two priority tiers. Four Main Restricted Area Gates (Gates 13, 24, 25, and Post 10) require semiannual preventive maintenance and next-business-day emergency response (excluding Federal holidays and weekends). Ten Range and Area Gates require annual preventive maintenance and second-business-day emergency response. Gate equipment includes HySecurity Slide Drivers, LiftMaster operators, FAAC barrier arms, AMAG access control systems, HID readers, and numeric keypads. The period of performance consists of a base period plus four 12-month option periods. All work must be performed at Aberdeen Proving Ground locations including APG South (Edgewood Area) and Churchville Test Area. Constraints include coordination with ATC Security personnel, contractor personnel vetting and badging through APG Visitor Center, non-personal services designation, mandatory invoicing and receiving reporting through Wide Area Workflow (WAWF), and use of only standard commercial replacement parts and materials.
