About this file

This document is a Questions and Answers (Q&A) response sheet for the 2026 GFEBS (General Fund Enterprise Business System) Solicitation W91CRB-26-R-A014, a Department of the Army contract for ERP and IT functional support services. The incumbent contractor is Creative Solutions Consulting, Inc. under contract W91CRB-21-C-0011. The acquisition uses Lowest Price Technically Acceptable (LPTA) source selection methodology and requires offerors to submit proposals based on their own pricing level of effort (LOE). The government will accept 1872 hours per full-time equivalent (FTE) for pricing purposes, and one FTE—an ERP Business/Architectural Specialist—is required to satisfy the requirement. Staffing level of effort details are specified in Section L (Sub-factor 1b) of the solicitation. Personnel must maintain active security clearances at time of award per PWS section 5.1, and there are no education requirements for the position.

The solicitation includes surge support CLINs (0013-0017) that offerors must price in their proposals, as clarified in Amendment W91CRB-26-R-A014 0001. Offerors shall submit between one and three past performance projects under Factor 2, with clarification provided in sections L and M of the amendment regarding whether the same contracts may be cited for both Sub-factor 1c (Experience) and Factor 2 (Past Performance). The term "Offeror" refers exclusively to prime contractors, and subcontractor past performance is evaluated differently under FAR 52.219-14(e)(1) Limitations on Subcontracting requirements. Section B of the price proposal refers to the "Supplies or Services and Prices/Costs section within this solicitation," and no Past Performance Questionnaire template is required. Contractors shall work Monday through Friday during normal government workdays (except federal holidays), either on-site or remotely, typically eight hours per day with flextime workers starting between 0630 and 0900 per PWS sections 2.5.3 and 2.6.1.

2026 GFEBS Solicitation Questions/Answers

1. Who is performing this work now - if a contractor, please provide their name and contract number.

The incumbent contractor and contract number:

Creative Solutions Consulting, Inc.

W91CRB-21-C-0011

2. Please verify what the staffing level of effort is.

Please refer to Section A. PROPOSAL SUBMISSION (Section L), VOLUME 1- FACTOR 1: COMBINED TECHNICAUMANAGMENT, section Sub-factor 1 b - Staffing, in the document GFEBS 2026 Solicitation W91CRB-26-R-A014.

3. What is the contract number for the most recent (or incumbent) award?

Please refer to question 1 in this question/answer sheet.

4. Please clarify how the government intends to evaluate how well the offeror performed on contracts submitted under Factor 2 (Past Performance), including what sources of information the Government intends to use to assess performance quality and whether offerors are required to submit additional information to support this assessment?

The basis for award is LPTA. Please refer to section C. EVALUATION APPROACH, Factor 2: Past Performance.

5. It is our understanding that Lowest Price Technically Acceptable (LPTA) source selection procedures are generally most appropriate for the acquisition of non-complex services with minimal performance risk. Section 813 of the FY17 NDAA, as amended by Section 822 of the FY18 NDAA, encourages DoW contracting officers to avoid, to the maximum extent practicable, the use of LPTA for procurements that are predominately for IT services, systems engineering and technical assistance, cybersecurity services, or other knowledge-based professional services. Given that the scope of this requirement includes complex, knowledge-based ERP, and IT functional support services as described in the PWS, would the Government consider the use of a Best Value Tradeoff source selection methodology in lieu of LPTA for this acquisition?

For this acquisition, the Lowest Price Technically Acceptable (LPTA) will be utilized as stated in the solicitation.

6. There appears to be conflicting language regarding whether the same contracts may (or must) be used for both Sub-factor 1c (Experience) and Factor 2 (Past Performance), as well as the number of past performance submissions permitted. The proposal instructions state that the same experience/contracts may be cited for both Sub-factor 1c and Factor 2, while the Evaluation Approach indicates the same experience/contracts shall be submitted for both. The solicitation also directs offerors to submit between one and three past performances, while also indicating offerors should submit no more than six efforts total. Will the Government please clarify:

a. Whether the same contracts are required, permitted, or discouraged from being used for both Sub-factor 1c and Factor 2?

b. Whether the stated limit of six past performance efforts applies solely to Factor 2, or collectively across Sub-factor 1c and Factor 2?

c. The maximum number of contracts and/or past performance efforts that may be submitted under Factor 2?

Please see clarity given in sections L & M in the GFEBs 2026 Solicitation Amendment W91CRB-26-R-A014 0001.

7. Solicitation Instructions on page 37 and PWS sections 3.8 and 4.5.1 reference

Surge Support, specifically tied to CLINS 0013 – 0017. Please confirm we do not need to price surge support in this proposal, that the government will convey post-award what additional hours (if any) specifically will be allocated for any required surge support for each POP. Also, only CLIN 0013 exists in the Solicitation Instructions, and appears to represent “30 Day Transition-in” CLIN, not a surge related CLIN.

Please see GFEBs 2026 Solicitation Amendment W91CRB-26-R-A014 0001 for updates as the surge CLINs were added. The government confirms the offerors shall proposal to the surge CLINs as well. Section 4.5.1 in the Performance Work Statement has also been updated.

8. Does the government have a LOE (hours not including any surge) expected to be used for this solicitation related to an FTE?

No. The offeror shall use their own pricing LOE for submission.

9. Will the awardee be eligible for FCL sponsorship under this requirement or is an active clearance required at time of award.

Yes, an active clearance is required at the time of award in accordance with the PWS section 5.1.

10. Confirming the government will extend the Offer Due Date to Friday, April 17 at 10AM EST to accommodate future amendments - i.e., releasing Q&As, providing forms (e.g., Past Performance Questionnaire, etc.) referenced but not included in the original solicitation, and updating solicitation documents accordingly?

No. Not at this time.

11. Please clarify the maximum number of past performance projects to be submitted. Both three (3) and six (6) are stated in the solicitation.

Please see clarity given in section L, Volume 2: Factor 2 -Past Performance in the GFEBs 2026 Solicitation Amendment W91CRB-26-R-A014 0001.

12. Confirming the government defines Offerors as both prime and subcontractor vendors and, as such, will accept subcontractor past performance with no difference to prime past performance?

For the purposes of this solicitation, the term 'Offeror' refers exclusively to the prime contractor submitting the proposal. As stated in Sections L and M of the solicitation, the Offeror's proposal will be evaluated on its ability to meet the requirements of the solicitation, which also includes compliance with FAR 52.219-14(e)(1) Limitations on Subcontracting.

13. Please define and offer examples, if possible, the following requirements in Section 1- Contract Descriptions:

-(b) Government contracting activity

As stated in section L, Volume 2: Factor 2 -Past Performance of the solicitation, (b) Government contracting activity shall include: current address, Procuring Contracting Officer's name, e-mail address, and telephone numbers.

-(d) Government contract administration activity

This section has been deleted in the GFEBs 2026 Solicitation Amendment

W91CRB-26-R-A014 0001.

14. The government references a Section B to include as part of the offeror's price proposal; however, no Section B is provided in the solicitation or on SAM.gov.

Confirming if the government will issue this in an amendment?

As stated in Section L, Volume 3: Factor 3 - Cost/Price in the GFEBs 2026 Solicitation Amendment W91CRB-26-R-A014 0001, “For the purposes of this solicitation, Section B refers to the 'Supplies or Services and Prices/Costs section within this solicitation”.

15. Will the government provide an Excel Price Proposal Template to ensure all pricing submissions can be reviewed equally? If not, will be government further prescribe the specific values it requires to "establish price reasonableness of the proposed loaded labor rates and total prices"?

No. The offeror shall use their own pricing LOE for submission.

Please refer to Section M, C. Evaluation Approach, Factor 3: Cost/Price for the government’s evaluation approach.

16. Confirming the government will accept 1920 hours as the basis of estimate for price proposals per FTE?

The government will accept 1872 hours per FTE.

17. The government references a Past Performance Questionnaire; however, none was available on SAM.gov. Confirming if the government will issue a PPQ template in an amendment?

This section has been deleted from the GFEBs 2026 Solicitation Amendment W91CRB-26-R-A014 0001. The Past Performance Questionnaire is not required.

18. Confirming any education requirements for the ERP Business/Architectural Specialist?

There are no education requirements. Please refer to PWS section 2.5 Contractor Personnel Experience Requirements.

19. Confirming the current number of FTE supporting this requirement? The PWS text in Section 2.5.3 (Team Composition) and the Travel Locations/Requirements tables (PWS Section 2.7) reflect that one (1) full-time equivalent (FTE) - i.e., the ERP Business/Architectural Specialist - is needed to satisfy this requirement.

Yes, one (1) full-time equivalent (FTE) - i.e., the ERP Business/Architectural Specialist - is needed to satisfy this requirement.

20. How often will contractors be required to work on-site at ATEC HQ? If remote work is available, how many days of the week must contractors report on-site vs.

working remotely?

Contractors shall work either on-site or remotely normal Government workdays which are Monday through Friday except U.S. Federal Holidays.

Government workers typically work eight (8) hours per day, 40 hours per week and flextime workers start not earlier than 0630 and not later than 0900 in accordance with PWS and 2.5.3 and 2.6.1
