Q74 - RFP pg. 63 states, “The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractor’s past performance information to the Offeror. In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered.” Can the government please Question: clarify the difference between the “written consent” and the “letters of commitment” referenced above?

A74 - Written consent allows disclosure of Past Performance. Letters of Commitment are a document confirming that the sub-contractor in question has committed to being a part of the prime team.

Q75 - As a follow-up to Q&A #25, Section M on Past Performance, last paragraph (p. 77 of

79) states: “The Offeror should submit past performance for any recent and relevant experience provided in Volume II - Experience” [emphasis added]. Does “submit past performance” mean:

1) only that the contract referenced in Volume II should also have a Past Performance Questionnaire submitted, just as the five past performance citations provided in Volume IV must also have Past Performance Questionnaires submitted by the government customer?

Or does “submit past performance” mean:

2) that whatever contract is cited in Volume II – Experience MUST also be included in Volume IV as one of the five contract past performances cited?

A75 - A portion of the Volume II requirement does require submittal of FMA/SA-specific experience. The Government requires Past Performance information, as detailed in Volume IV, on all contracts submitted for the Experience factor. If meeting this requirement exceeds the current Past Performance submittal limitations, or if an offeror wishes to submit additional past performance references in addition to those on the Experience factor contracts that would be in excess of the those limitations, please contact the solicitation POCs directly, and let them know the total number of past performance references you are requesting to submit.
