About this file

This document is a request for proposal (RFP) for the development of an Army Military Payroll (AMP) total solution. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), on behalf of the Project Manager (PM) Integrated Personnel and Pay System - Army (IPPS-A) under U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS), requires products and services to support IPPS-A AMP. The RFP and associated attachments provide details on the scope of work, which includes software delivery, program management, training, licenses, travel, other direct costs, transition activities, and a contract data requirements list. The contract type will be a single-award indefinite-quantity/indefinite-delivery hybrid, with both cost-plus-fixed-fee and firm-fixed-price contract line items. The ordering period is from 14 May 2024 to 13 May 2031. Pricing will be established in the base contract and product roadmap. Offer responses are due by 10:00 AM local time on 21 February 2024.

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number;

and serial number within the original part, lot, or batch number.

Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission

(IEC) 16022.

Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

DoD recognized unique identification equivalent means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

DoD item unique identification means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

Enterprise means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

Issuing agency means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the Register of Issuing Agency Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459.

Issuing agency code means a code that designates the registration (or controlling) authority for the enterprise identifier.

Item means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

Lot or batch number means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

Machine-readable means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

Original part number means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

Parent item means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

Serial number within the enterprise identifier means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

Serial number within the part, lot, or batch number means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

Serialization within the enterprise identifier means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

Serialization within the part, lot, or batch number means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

Type designation means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

Unique item identifier means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.

Unique item identifier type means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.

(c) Unique item identifier. (1) The Contractor shall provide a unique item identifier for the following:

(i) Delivered items for which the Government's unit acquisition cost is $5,000 or more, except for the following line items:

Contract line, subline, or exhibit line item No. Item description

(ii) Items for which the Government's unit acquisition cost is less than $5,000 that are identified in the Schedule or the following table:

Contract line, subline, or exhibit line item No. Item description

(If items are identified in the Schedule, insert “See Schedule” in this table.)

(iii) Subassemblies, components, and parts embedded within delivered items, items with warranty requirements, DoD serially managed reparables and DoD serially managed nonreparables as specified in Attachment Number ----.

Section G - Contract Administration Data

DEVIATION FROM RATES

INVOICING FOR RATES THAT DEVIATE FROM PROPOSED RATES:

1. Contract Performance Assessment Reporting System- CPARS

a. If in any performance period, the Contractor is projecting a cost overrun in excess of 10% of the proposed estimated cost for that period, which is determined to not be a result of Government direction and not attributable to Forward Pricing Rate Agreement (FPRA) changes, the projected cost overrun may trigger a Show Cause or Termination for Default subject to the Contracting Officers discretion. Note: Contractors proposing at current FPRA rates and invoicing at current Provisional Billing rates will not trigger a Show Cause or termination for Default.

b. If in performance of the contract, the Contractor incurs a cost overrun of greater than 5% and less than 10% during that CPARS evaluation period, which is determined not to be a result of Government direction or Contractor Provisional Billing rates, the Contractor shall receive a Marginal rating for that periods CPARS cost element.

c. If in performance of the contract, the Contractor incurs a cost overrun greater than 10% during that CPARS evaluation period, which is determined not to be a result of Government direction or Contractor Provisional Billing rates, the Contractor shall receive an Unsatisfactory rating for that periods CPARS cost element.

d. In regards to cost overruns and estimated costs mentioned in paragraphs a through c, the Government will be comparing actual cost of work performed to estimated cost at the end of each contract period. Contractors are cautioned that costs should be directly proportional to hours expended, and if in excess, may be considered a cost overrun by the Government.

2. The contractors proposed direct and indirect rates by both the Prime and Subcontractor(s) will be compared and verified through the monthly reporting required through the Monthly Performance and Cost Report. The Offeror and its Subcontractor(s) shall provide a direct mapping of proposed direct labor categories and actual charged direct rate monthly. Monthly average charged direct labor rates shall be no more than 5% higher than proposed/negotiated rates.

LEVEL OF EFFORT – CPFF

(a) The Contractor shall perform all work and provide all required reports within the level of effort (LOE) specified below.

TO BE INSERTED AT TIME OF AWARD OF RESULTING TO/DO.

For the CPFF Level of Effort CLINs, the Contractor shall provide direct labor hours as proposed and awarded in Section B. The above hours are a best estimate of the level of effort to fulfill these requirements. The Government is only obligated to pay for direct labor hours ordered and corresponding fixed fee for labor hours completed.

(b) Direct labor includes personnel which are for programmatic support, and not support personnel such as company management or data entry/word processing/accounting personnel even though such support personnel are normally treated as direct labor by the Contractor. The level of effort specified in paragraph (a) of this section includes Contractor, subcontractor, and consultant non-support labor hours.

(c) If the Contractor provides less than 90 percent of the level of effort specified for the transition period(s), base period or any optional period exercised, an equitable downward adjustment of the fixed fee, if any, for that period will be made. The downward adjustment will reduce the fixed fee by the percentage by which the total expended level of effort is less than 100% of that specified in paragraph (a). (For instance, if a hypothetical base-period LOE of 100,000 hours is being reduced to 70,000, the fixed fee shall also be reduced by the same 30%. Using a corresponding hypothetical base-period fixed fee pool of $300,000, the reduced fixed-fee amount is calculated as:

$300,000 × (70,000 hours/100,000 hours) = $210,000.)

(d) The Government may require the Contractor to provide additional effort up to 110 percent of the level of effort for any period until the estimated cost for that period has been reached. However, this additional effort shall not result in any increase in the fixed fee, if any.

(e) These terms and conditions do not supersede the requirements of either the “Limitation of Cost” or “Limitation of Funds” clause.

INCREMENTALLY FUNDED CONTRACT

This contract will be funded in increments. The amount presently available for payment purposes and allotted to this contract is $XXXXXX to cover performance hereof through XX XXXXX XXXX. From time-to-time, additional funds will be allotted to the contract in accordance with contract clauses in Section I entitled, “Limitation of Funds.”

TO/DO GUIDELINES

Planning Interval (PI) Software Delivery (Base IDIQ CLIN 0001) Pricing:

When ordering the PI Software Delivery CLIN via a Task Order/Delivery Order (TO/DO), the Government will order specified capacity expressed as a quantity of teams (small, medium, large) to determine the total CPFF price for each PI Software Delivery CLIN. The total estimated cost and fixed fee of the PI will include the aggregate of the price of the teams ordered based upon Base IDIQ pricing and Product Roadmap under Section J provided in this contract at time of award.

For example: If the Government orders a PI Software Delivery CLIN with the capacity of one (1) small, one (1) medium, and one (1) large team, the total CPFF price of the ordered PI Software Delivery CLIN will be equal to the CPFF of one (1) small, plus the CPFF of one (1) medium, plus the CPFF of one (1) large team for year in which the PI Software Delivery CLIN is ordered.

Expedited Delivery Enhanced Performance (EDEP) (Base IDIQ CLIN 0009) Pricing:

If the Government determines the EDEP CLIN applicable and appropriate to a PI Software Delivery CLIN, the FFP price shall be based upon the same size and quantity of teams used to develop the applicable PI Software Delivery

CLIN. The FFP EDEP pricing is based upon Base IDIQ pricing under Section J provided in this contract at time of award.

For example: If a PI Software Delivery CLIN order includes one (1) small, one (1) medium, and one (1) large team as discussed above, the FFP for the associated EDEP CLIN on the TO/DO shall be the total equal to the FFP EDEP of one (1) small, plus the FFP of one (1) medium, plus the FFP of one (1) large team for year in which the PI Software Delivery CLIN and EDEP CLIN are ordered.

Base IDIQ CLINs 0002, 0007, and 0008 Pricing:

The Government will order CLINs 0002, 0007, and 0008 based upon Base IDIQ pricing under Section J provided in this contract at time of award.

Base IDIQ CLIN 0003, Training Delivery Pricing:

TO/DO including CLIN 0003 will be negotiated at the order level using the labor rates located under the Base IDIQ pricing under Section J provided in this contract at time of award.

Base IDIQ CLINs 0004 (Licenses), 0005 (Travel), and 0006 (ODCs) Pricing:

The Government will order CLINs 0004, 0005, and 0006 with normalized Government provided amounts under the TO/DO. Allowable indirect rates are permitted to the Licenses, Travel and ODCs CLINs. The allowable indirect rates applied shall be the rates established under the Base IDIQ pricing under Section J provided in this contract at time of award. Application of profit or fee is unallowable.
