4, 13 INSTRUCTION TO OFFERORS

GENERAL INSTRUCTIONS (p. 4) VOLUME IV: FACTOR 4 - PROGRAM MANAGEMEMT (sic) PLAN Element 1: Staffing Plan (p. 13)

Instructions to Offerors General Questions states: "Unless noted otherwise in the Section below, pages containing text shall be typewritten using the standard letter size (8.5 x 11) in Microsoft Word. " Vol IV: Factor 4 states: "The Product Roadmap shall be provided as a legible graphic on 1 page that when printed does not require a page size greater than 11x17 to retain legibility.

Font size shall be no smaller than 8pt Arial or Times New Roman ". Comment: To achieve clarity and provide adequate detail, we would like to present certain graphical information in 11x17 format in addition to the Product Roadmap. Question: Will the Government allow other graphics to be submitted in the 11x17 format in Volume IV?

No.

4, 13 INSTRUCTION TO OFFERORS

GENERAL INSTRUCTIONS (p. 4) VOLUME IV: FACTOR 4 - PROGRAM MANAGEMEMT (sic) PLAN Element 1: Staffing Plan (p. 13)

Instructions to Offerors General Questions states: "Any headers/footers, call out boxes, captions, table or graphic shall use a minimum of 10-point Times New Roman or Arial font.

Drawings or other graphics shall be reduced only to the extent legibility is not lost. (Note: The aforementioned submission requirements do not apply to Volume VI, Factor 5 - Oral Demonstrations. See Volume VI for specific submission requirements). " Vol IV: Factor 4 states:

"The Product Roadmap shall be provided as a legible graphic on 1 page that when printed does not require a page size greater than 11x17 to retain legibility. Font size shall be no smaller than 8pt Arial or Times New Roman ". Question: Since some graphic text can already be smaller than 10-point, [e.g. in reduced drawings (p. 4) and on the Product Roadmap (p. 13)], would the Government allow a minimum of 8-point Arial or Times New Roman on other graphics too?

No.

30 JAN 2024

7 Q49 The Answer states: "Some types of support that may be acceptable would include (not limited to): prime contractor's cost/price analysis details pertaining to the sub's pricing demonstrating level of subcontract competition and why the subcontractor's pricing is considered fair and reasonable; subcontractor's published commercial price lists subcontractor's recent invoicing to other commercial entities for the same labor types, etc. If the subcontract pricing was/is not being competed ..."

Would this apply to fixed price, competed, and negotiated non-commercial subcontractor rates as well? Can offerors use the techniques listed to support the rates in lieu of sealed package information?

In accordance with FAR 15.404-3(b) the prime contractor shall conduct appropriate cost or price analyses to establish the realism and/or reasonableness of proposed subcontract prices, and shall include the results of these analyses in the prime's submitted price proposal. The data submitted to support the proposed subcontract pricing should be sufficient to support the subcontract type proposed. The examples previously provided are not intended to be all-inclusive. If the prime contractor is unable to obtain the necessary data to support the realism and/or reasonableness of the proposed subcontract pricing, the subcontractor should submit a sealed package directly to the Government points of contact provided in the solicitation. The Government reserves the right to request additional supporting data as determined necessary based on competition and other factors.

5 N RFP W91CRB-24-R-0003 IPPS-

A AMP.pdf, Section L

16 Section G The 12 week length of PI's and the team pricing based on contract periods of 12 months will cause some unintended consequences for salaries and retention.

For instance if PI 4 begins 5/7/25, which is 1 week before the Base Period ends, will the pricing used for the teams proposed on that PI be based on Base Period or Option Period 1 team prices?

This will affect how offerors price in escalation for salaries, if that PI 4 in the example uses base period then the personnel on those teams will have their raises delayed an extra 12 weeks to ensure there are no cost overruns of more than 5%.

Would the Government confirm that if a PI has more than half its time within a subsequent option period the Government will use the team pricing from that option period rather than the period when the PI started?

PIs should be proposed based on the timeline of execution and in accordance with proposed pricing, which may over lap proposed years.

I.e. PI 2 starts in the base and finishes in year 1 pricing, the PI should include split pricing from the applicable year of performance. Offeror's may enter fractional numbers in the PI tab to reflect the portion of each period during which each team will perform under a given PI.

Page 71 Amendment 0002, Q&A 81; Section L.2 General Instructions...The page limit (identified in the table below) is viewed as total pages within a file, excluding a table of contents, cross reference matrixes…

With respect to the Government's clarification in question 81 (Amend 0002 Q&A), will the Government please confirm that that a Cross Reference Matrix for each volume (Volumes I through VI) is required in offeror's defined format?

See Section L, General Instructions, which removed "cross reference matrix". A "Cross Reference Matrix" for each Volume is not required.

9 N Amend 0002 RFP W91CRB-24- C-0003, Section B

Page 5-6 Section B, Placing Orders, CLIN Structure ITEM NO 0007 indicates it covers "84-Mo Ordering Production Ops Transition" for PWS Section C, Section 5 and 6.

ITEM NO 0009 indicates it covers "84-Month Ordering Transition - Out" for PWS section C, Section 5 and 6.

PWS Task 7: Production Operations Transition includes "Transition Out Planning and Management", "Transition Out Implementation", and "Off-boarding".

The Cost Model spreadsheet, "Section B CLINs" lists CLIN 0007 as associated with PWS Task 7, but CLIN 0009 "Transition Out" is not associated with any PWS Task.

Will the Government please specify which PWS Task items should be priced within each CLIN 0007 and CLIN 0009, so offerors can account for the correct scope within each CLIN's pricing?

Please see various revisions to the RFP, which combines the Production Ops Transition and Transition-Out into one CLIN. Section B, CLIN structure 0007 through 0010 are realigned and CLIN 0011 is cancelled (previously CLIN 0009). Based upon this revision, the RFP is updated in various locations to account for the realignment of the CLINs.

Offeror’s shall provide the corresponding Volume VI: Factor 5 – Oral Demonstration, Element 1 Product Roadmap to support the Staffing Plan. The Product Roadmap shall be provided as a legible graphic on 1 page that when printed does not require a page size greater than 11x17 to retain legibility. Font size shall be no smaller than 8pt Arial or Times New Roman.

For CLIN 0001 (Planning Interval Software Delivery): The Offeror shall propose its own teaming mix to support execution of the Offeror’s Proposed Product Roadmap as required by Factor 5 – Oral Demonstration and as represented in the Solicitation Attachment 2 – Cost Model. Offerors shall provide details of each team size (small, medium, large) to include the personnel count and associated hours. The Offeror shall explain how it’s proposed labor categories, hours, and mix necessary to support the requirements of the PWS. The Offeror shall provide any other information necessary to support evaluation of the labor categories, hours, and mix to support cost realism analysis.

For CLINs 0002 (Program Management), 0007 (Production Ops Transition), 0008 (Transition In), and 0009 (Transition Out): The Offeror shall explain how it’s proposed labor categories, hours, and mix necessary to support the requirements of the PWS. For CLIN 0003 (Training Delivery): The offeror shall explain how it’s proposed labor categories and mix will be used to support the requirements of the PWS.

To ensure offerors have sufficient page count to explain the necessary details in the 6-page narrative portion, will the Government please allow offerors to include all staffing plan information for all CLINs in the Labor Excel file with separate distinct each table to provide the Government-requested information for the Volume IV Element 1: Staffing Plan?

Using Tabs in the Excel Labor Excel File that refer to the requested staffing tables will allow the 6 pages for the narrative to be allocated to explaining proposed labor categories, hours, and mix necessary to support the requirements of the PWS and any other information necessary to support evaluation of the labor categories, hours, and mix for cost realism analysis.

No.

Page 85 Details regarding the Oral Demonstration factor will be provided with the Phase 2 Successful Offer invitation and no later than three (3) business days prior to the Offerors scheduled Oral Demonstration Session.

Will the Government permit the Offeror to schedule and conduct a site visit to the room where the presentations will be conducted? A site visit will ensure that offerors have the appropriate medium prepared for Orals presentation.

Yes, instructions for a site visit will be included in the Phase 2 invite.

13 N Amend 0002 RFP W91CRB-24- C-0003 Volume V - General Element 1: Cover Letter K - Non-Government Advisors

Page 82 of

The 3 Listed Non-Governmental Advisors We are unable to get the listed Non-Government Advisors to respond to our email and phone requests to work the required NDAs. This is a problem for both us and our subcontractors. In our case, only C3 has returned our NDA. However, both ADEPT and Booz Allen have not responded to emails or phone calls for status. In addition, the Booz Allen phone number provided does not take voice messages. Please advise what offerors should do if the Non-Governmental Advisors do not respond or work with us in regard to the required NDAs?

As an alternative, the Contractor suggests that since the Government likely has NDAs in place with each of these Non-Government Advisors, and that rather than requiring the contractor to execute NDAs with each Non-Government Advisor, the contractor be instead required to acknowledge as part of their proposal response, that the Government has NDAs in place with the entities, is using the named entities for the source selection process and understand that any information will be used for the IPPS-A AMP acquisition only.

Please see revisions to Section L, Volume V, General, which removed Booz Allen Hamilton from the list of Non-Government Advisor Company Names and added American Cyber and ALTA IT Services. The Government has reconfirmed the correct company names and verified POC information for the Non-Government Advisor information. If reasonable attempts to obtain NDAs from non-government advisors is unsuccessful, a statement outlining your attempts is sufficient.

Can the Government please clarify what is required for the following Section L instruction:

"including the key personnel names and qualifications aligned with PWS requirements, to support the requirement," Is the intent to provide a biographical summary of their experience and qualifications as it relates to the PWS in Element 2 separate from the Key Personnel Resumes?

20 N W91CRB-24-R-0003 IPPS-A AMP AMD 000218 of 21 VOLUME VI: FACTOR 5 - ORAL DEMONSTRATION We request the Government allow an Information Technology/PPT Slide Manager attend the Oral Demonstrations to coordinate the Set Up/Technology Testing activities including establishing a network connection to the Government-owned commercial Wi-Fi network and starting the Microsoft TEAMS session. This individual would be responsible for sharing our briefing charts via TEAMS and advancing the briefing charts during the Oral Demonstration as requested by each speaker. This individual would have no speaking part and would only be present to support the network technology, TEAMS, and presentation slide management. This ensures our speakers are focused on the presentation and not the technology/mechanics supporting our Oral Demonstration. Is this acceptable to the Government?

Please see revisions to Section L, Volume VI: Factor 5 - Oral Demonstration, which allows for one (1) non-participating Technology/Demonstration manager to assist with the Offeror's technology set-up and slide presentation.
