CORRECTION: The response to Q244 from Amendment 0003 is revised as followed:

A244. Yes, the table of contents is excluded from the page count.

NEW QUESTIONS:

Q295. Amendment 0002 and Amendment 0003 conflict each other. Please clarify the intent as to if Offerors need to complete the “Fringe Worksheet,” “Overhead Worksheet” , and “G&A Worksheet” tabs of the Amendment 0003, Attachment 1 – Cost Model workbook.

A295. Q120 and Q121 from Amendment 0002 are correct. Attachment 1 Cost Model has been updated.

Q296. Answers to Q120 and Q121 say “The Government removes the requirement for data to support indirect rates”; yet, the Amendment 3 pricing spreadsheet’s embedded instructions (sections 8-11) and multiple tabs (Indirect Rate Summary, Fringe Worksheet, Overhead Worksheet and G&A Worksheet) with additional instructions say to “provide any supporting forward rate agreements and DCAA/DCMA agreements/reports.” Please confirm that the Government removed the requirement for data to support indirect rates and that the corresponding instructions and tabs are not required?

A296. Q120 and Q121 from Amendment 0002 are correct. Attachment 1 Cost Model has been updated.

Q297. The stated purposes of new consolidate SBA approved Mentor-Protégé program including the SBA approved Mentor-Protégé Joint Ventures is to aid the disadvantaged venturer to enable growth they otherwise would not individually qualify for, the application of the program established by the CFR allows these program benefits (1) Collective representation of past performance, (2) Shared costs and resources and (3) Leveraging the other partner’s experience and market share. SBA approved Mentor Protégé Joint Ventures are required to be unpopulated. Based on the 13 CFR 125.8e, SBA approved Mentor Protégé Joint Ventures are different than joint ventures that are collectively formed by small businesses. Please confirm that for SBA approved Mentor-Protégé Joint Ventures, the Protégé venturer is excluded from the requirement established by Answer A227.

A297. In order to compete for contract awards as a small business, all the members of a joint venture must be small under the size standard assigned to the solicitation. However, a joint venture established under the SBA AllSmall Mentor-Protégé Program is exempt from this requirement. An AllSmall MPP joint venture may submit an offer as a small business, provided that the protégé qualifies as small for the size standard in question.

Q298. The current contract has a requirement for one (1) Helpdesk Technician III and one (1) Video/Data Communications Engineer III at Fort Huachuca, one (1) Helpdesk Technician II at Fort Bragg and there is potential to have requirements for one (1) Help Desk Technician II at both Fort Bliss TX and Fort Sill, OK and one (1) Network Specialist III in Huntsville, AL. The Huntsville, Alabama position is covered under ATEC HQ’s requirement. The support to Ft Huachuca, Ft. Bragg, Ft. Sill and Fort Bliss are OTC requirements. The personnel supporting Ft. Huachuca, Ft. Sill, Ft. Bliss, Ft. Bragg and Huntsville, AL are expected to support that location full time and are not positions that require travel back and forth.

The March 31 Cost model shows: Computer Technician Level III at Fort Huachuca, Fort Bragg, Fort Still, and Fort Bliss. Request the Government 1 – confirm the labor category & 2 – confirm the level/qualifications (II or III) of the labor category.

The response to Q70 indicates that the positions at Fort Huachuca, Fort Bragg, Fort Still, and Fort Bliss are full time, yet were added to the OTC T&M worksheet in the March 31 Cost Model. Request the Government confirm this is correct, since 1 FTE on the T&M worksheets is equivalent to only 940 hours per 12-month period.

A298. Please see Attachment 1 Cost Model for the correct categories and levels. Please also see Q69 for response to concern about the number of hours cited on the cost model.

Q299. March 31 Cost Model & Attachment 4 Position Qualifications – Administrative Specialist III. Request the Government confirm that both Administrative positions (one at ATEC and one at OTC) are now Level III, and there is no Level II even though Level II is shown in Attachment 4.

A299. Confirmed. The categories in the cost model are correct.

Q300. Att_1_-_Cost_Model_31_March, The Fringe, Overhead and G&A Worksheets have been added back to the cost model after they were removed with Amendment 2. Since the requirement to include historical and projected indirect rate information was removed, were the tabs mistakenly included?

A300. Attachment 1 Cost Model has been updated. The inclusion of those tabs in the last cost model version was an oversight.

Q301. Please confirm the submission time is 10:00 AM EDT on 12 April 2021.

A301. Yes, proposals are due by 10:00 AM EDT on 12 April 2021.

Q302. Amendment 0002 it states, “Individual subcontractor/vendor proprietary information may be submitted via separate emails to the contract specialist listed above.” On RFP page 77 it states, “The offeror’s proposal along with its subcontractors shall be delivered together in the same package with one exception. Subcontractors may submit their cost information in a separate email directly to the contracting office, without having the prime contractor forward it.” Based on the first instruction stated on page 76 will the Government confirm that major subcontractor’s are allowed to submit any Performance Event / Corrective Action information for Volume IV directly to the Government in regards to Section 1 – Contract List and Section 3 – Performance Event? This information is typically proprietary/confidential information specific to each company and their corporate policies. If subcontractors are indeed required to provide this information as part of the prime’s proposal submission, will the Government at least allow password protected files with the information with the password information to be provided by the subcontractor directly to the Government?

A302. A major subcontractor may also submit their past performance information directly to the contracting office if they feel it is necessary. Please note that the prime should be aware of a subcontractor’s past performance since it will be evaluated as part of the prime contractor’s past performance rating.

Q303. Amendment 0002, Page 80 of 84, Volume III, Cost Proposal, item (e) was removed in its entirety based on Q&A 121. Further, Q&A 120 states, "The Government removes the requirement for data to support indirect rates.

The Government provided Pricing workbook (Reference: Att_1_-_Cost_Model_31_March) has a schedule for providing the prime and subcontractors' indirect rate percentages (Reference: Tab "Indirect Rate Summary") and the workbook has tabs indicating the indirect dollars should be calculated with the application of the indirect rates to the hourly rate for the LCAT build-up (Reference: Tabs " Fringe Worksheet", "Overhead Worksheet", "G&A Worksheet". Please provide guidance if we should change the template to accommodate the Amendment 0002 change provided in the instructions below.

Q120. Solicitation and Att 1 - Cost Model - Page 96 and various worksheets- The solicitation requires three years' historical indirect rates and a 5-year forecast of indirect rates, detailed by expense account. This requirement places an excessive burden on small businesses under this small business set-aside solicitation.

Request the Government reconsider and require current rate information (e.g., FPRA, Provisional Bill Rates, 2020 actuals, etc.) only. A120. The Government removes the requirement for data to support indirect rates.

Q121. Solicitation and Att 1 - Cost Model - Page 96 and various worksheets - The solicitation requires three years' historical indirect rates and a 5-year forecast of indirect rates, detailed by expense account.

Aside from the ODC CLIN, Cost Plus Task Orders are not contemplated under this IDIQ. Offerors are submitting only Fixed Labor Hour (T&M) or Fixed Price hourly rates. This requirement places an unnecessary burden on small business Offerors and subcontractors, and indirect rates, except as applicable to ODCs are not applicable at the Task Order level. The adequate competition will help ensure cost/price reasonableness and realism. Request the Government eliminate the requirements for detailed indirect rate information spanning 8 years. A121. The Government removes the requirement for data to support indirect rates. In the event that adequate competition is not achieved, the Government reserves the right to request additional information to support its' reasonableness determination.

This section was removed from the RFP entirely: Each offeror/subcontractor shall substantiate and provide supporting documentation to support the proposed indirect rates. Provide current copies of current DCAA/DCMA audit reports, forward pricing rate agreements, proposals, or recommendations (FPRA, FPRP, and/or FPRRs) to support proposed indirect rates, and copies of any existing current DCAA Provisional Rate Agreements. If none of this data is available for proposed indirect rates, the contractor shall show the detailed calculated basis for the proposed rates including pool and base detail by cost element attached and cross-referenced to the cost proposal. This information shall also be submitted for any subcontractors or interdivisional entities for any costs proposed. If formal agreements do not exist, offerors/subcontractors shall provide their forward pricing indirect expense rate forecast for each indirect rate, to include expense pool by expense account as well as allocation base details. Offerors shall also provide three years of historical pool and base detail (same information as provided for forecasted rates) for each indirect expense rate. See sample Fringe, Overhead, and G&A worksheets contained in the Cost Model.
