Amendment 0002 Questions and Answers Q35. Volume I – Experience and Volume IV – Past Performance - Is there any requirement for the Past Performance citations in Volume IV to be the same, or related to, the Work Experience from Volume I?

A35. No.

Q36. REF1: Factor III: Past Performance (Rated as Acceptable or Unacceptable) - The Government will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation.

REF2: Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable."

Will a prime offeror having no relevant Past Performance be deemed “Unacceptable” consistent with REF1 or automatically receive a rating of “Acceptable” consistent with REF2? In the case of a prime offeror having no relevant Past Performance but their subcontractor having relevant Past Performance, is the combined team “Acceptable”?

A36. Per the solicitation, an offeror with no relevant past performance will be considered Acceptable. However, an offeror must meet the Experience requirements of Phase 1 Q37. Section L, 2., Content Requirements, Vol II – Management, item 4, ITSS Management Plan, 1st bullet:

identify key positions (with the minimum qualifications of key positions) and at a minimum provide resumes for the three (3) key personnel identified in the PWS in section C.1.7 - Should resumes be sanitized by stripping them of Personally Identifiable Information (PII)?

A37. Resumes should not have Personally Identifiable Information.

Q38. In Att_1_Cost Model.xlsx.xlsx. –

Labor ATC (T&M) tab: Cells G29 and G52 do not calculate the same way as cells G74, G98, G121, and G144, even though all cells listed calculate the same thing. These are the

Labor ATEC (T&M) tab: Cells G40 and G74 do not calculate the same way as cells G108, G142, G176, and G210, even though all cells listed calculate the same thing.

Labor OTC (FFP) tab: Cells G37 and G68 do not calculate the same way as cells G99, G130, G161, and G192, even though all cells listed calculate the same thing.

A38. The referenced cells for weighted averages have been updated.

Q39. The Government Cost Model has a few labor categories marked as “SCA” (i.e., Supply Tech I, II, and III, and Tech Writer I). Based on the above statement, the RFP should include FAR 52.222.41. The RFP does not list FAR

52.222.41 but does lists FAR 52.222.43 and FAR 52.222.49. If deemed applicable, will the Government please include FAR 52.222.41?

A39. FAR 52.222-41 can be found in Section I – Contract Clauses under 52.212-5 (Dev).

Q40. Should the Total Compensation Plan referenced in RFP Vol. III, section d. be a separate file or should it be included within the Cost Narrative file (xxCOSTNARRxx.docx)?

A40. You may provide your total compensation plan either as an attachment to the cost narrative or as a separate file. There is no page limit to the Cost Volume.

Q41. Can the Government define “reputable” and/or provide examples of salary survey providers it finds “reputable”?

A41. The Government primarily utilizes salary surveys from Economic Research Institute (ERI). Other sources such as Payscale.com or Salary.com may also produce similar results.

Q42. To avoid offerors employing pricing strategies commonly referred to as “low-balling” that result in difficulties in execution after award, would the Government consider mandating a minimum salary floor of the 90th percentile for offerors using salary survey data from a “reputable” salary survey provider?

A42. The Government will evaluate each offerors’ proposal for reasonableness. A salary floor will not be established, as T&M and FFP task orders will be issued, locking offerors into proposed rates.

Q43. Are both the Prime Contractor and all subcontractors required to submit a minimum of two (2) Past Performance References? Example: Consider the case of a Prime Contractor and one Subcontractor. Is this team required to submit a minimum TOTAL of two (2) or four (4) Past Performance References?

A43. If the subcontractor will be performing more than 15% of the effort, then a total of four examples must be provided (two from the prime and two from the subcontractor) unless there is “unknown” past performance for one of the firms.

Q44. Section 1 – Contract List. In this section, each prime offeror and all subcontractors performing at least 15% of the total effort shall complete the Microsoft Excel workbook entitled “PASTPERFSEC1.XLSX” (Attachment 2) for at least two, but no more than five recent and relevant contracts to this effort. Should offeror’s response to this requirement be included in Volume IV – Past performance document (embedded in MS Word format, as inferred by the instructions in L, B, 1, Proposal Files table) or is it expected as a separate submittal document, in MS Excel format, as suggested in the reference above?

A44. It should be submitted separately.

Q45. In RFP PWS, C.5.4, Logistics, C5.4.1, 5.4.2, & 5.4.3 - This portion of the PWS separates Logistics tasks/requirements based upon location/organization supported (5.4.1 is ATEC/AEC at APG, 5.4.2 is ATC at APG, and 5.4.3 is OTC at Ft. Hood). Some of the tasks are redundant inasmuch as they are required for each org/location

– while others are unique to a specific org/location. Does an offeror require the ATEC-specific “Org/Location” work experience (which would disqualify all bidders except for the current or recent incumbent) in order to satisfy this Work Experience gate criteria OR is work experience (consider for example ‘Property Accountability’) performed for an organization other than ATEC/AEC, ATC, and OTC sufficient for a “Pass” on that PWS work experience requirement?

A45. Experience that is similar or comparable to the tasks listed in Section C.5.4 Logistics of the PWS is acceptable.

The experience does not in any way have to have been performed for any specific organization in order to be acceptable.

Q46. The following labor categories appear in Att. 1 – Cost Model but do not have qualifications listed in Att. 4 – Position Qualifications: Graphic Designer, Cloud Engineer I, Cloud Engineer II, Cloud Engineer III, Subject Matter Expert (Senior), Voice/Data Communication Engineer III, Voice/Data Communication Specialist I, Voice/Data Communication Specialist II, Voice/Data Communication Specialist III. Will the Government please revise/update Att. 4 to include these labor category qualifications?

A46. Graphics Designer and Cloud Engineer I-III have been added to Att 4.- Position Qualifications. All references to Voice/Data Communications Specialists have been removed from Att 1 and Att 4 and all should now correctly refer to the position as Video/Data Communications Specialist. Subject Matter Expert – Senior has been changed to Subject Matter Expert III on Att 1 - Cost Model.

Q47. For all the Labor (FFP & T&M) tabs in Att, 1, there are no CLINS mentioned for option years other than CLINs 0001, 0002, 0003, and 0004. These CLINS are usually reserved for the Transition-In (CLIN 0001) and the Base Period of Performance. Will the Government revise Att. 1 to correct the Option Year CLINs?

A47. There are no option years as this is a five year Single Award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a five year ordering period. The Transition-In Period will be issued as the first task order award.

CLIN 0001 is the transition- in period, CLIN 0002 is the FFP labor, CLIN 0003 is T&M labor. CLIN 0004 is Travel and Other Direct Costs. CLIN 0005 is Contract Data Requirements List Q48. In C.1.14.2 Security of the RFP, it states that the contractor shall possess a Top Secret (TS) facility clearance as prescribed by DD Form 254. Are subcontractors required to have a TS facility clearance?

A48. The offeror must possess a TS Facility clearance at time of proposal submission. The subcontractor must have a facility clearance at the level to which they will be processing information. A subcontractor is required to have a TS facility clearance if they are going to be the ones processing TS information. The prime is responsible for issuing each subcontractor a DD Form 254 at the appropriate clearance level based on need. The prime contractor is responsible for coordinating the DD 254 required for subcontractors with the government.

Q49. In C.5.2.1.1.4 of the RFP - track and document all requests for assistance daily from customers via phone, in person, or electronic means using a Government-provided tracking system. The contractor shall maintain documentation and metrics for all requests which will be monitored weekly by the Government. What is the government-provided tracking system in use today? What documentation and metrics must be maintained?

A49. At OTC, Service Desk, version r12.6 is used to document all work performed, track and maintain history of all call requests/work orders.

Currently HQ ATEC and ATC utilize BMC Track It, version 11.4. ATEC HQs will be migrating to Remedy 9 in the next year. Both Track It and Remedy have built in reporting mechanisms and the back end of each will house the data for pulling reports. OTC currently user CA Service desk version r12.6. Service Desk has similar ability to provide reports Q50. In Volume I Experience Page 94 - Is Subcontractor experience allowed to meet the 50 employee requirement for the three functional areas?

A50. Please see updated Experience evaluation criteria. The Prime is required to demonstrate at least 12 months of experience within the last five years managing at least 50 employees in more than one location. Experience of the prime and a major subcontractor may be combined to demonstrate the three functional area Experience requirements.

Q51. In C.1.8 on Page 10 of the RFP - How many Full-Time Positions are to be provided by the contractor?

A51. The maximum number of full time positions, per location can be found on the cost model spreadsheet. The exact number of FTE will be determined per task order and can fluctuate over the life of the contract based on workload.

Q52. In Volume I Experience Page 94 - Can Past Performance experience to meet the 50 employee requirement be with managing customers employees as well as our own?

A52. No, the employees must have been direct employees of the Prime contractor.

Q53. RFP PWS, Page 16, Section C, Para C.1.14.13.3 - Please define the minimal support requirements required to be performed at Fort Bliss TX; Fort Sill, OK; Huntsville, AL and other locations throughout the life of this contract.

A53. The minimum support requirements for these locations could be one (1) Help Desk Technician II at both Fort Bliss TX and Fort Sill, OK and one (1) Network Specialist III in Huntsville, AL. However, the specific support requirements will be defined at the task order level.

Q54. RFP PWS, Page 31, Section C, Para C.3.2.2 – C.3.2.4; Page 33, Para C.4.1 Para C.3.2 – C.3.4 states the Government will provide access to Government vehicles and Para C.4.1 says the contractor shall provide vehicles required to perform all operations required by this contract. Please clarify.

A54. PWS paragraph C.4.1 states the contractor is responsible to furnish everything listed “except for those items or services specifically stated as Government- furnished.” The vehicles mentioned in the paragraphs listed above are specifically stating that they will be furnished by the government.

Q55. RFP PWS, Page 34, Section C, Para C.5.2.1.1.4 - What ticketing system and version is being used at ATEC, ATC, and OTC?

A55. Please see responses to Q49.

Q56. RFP PWS, Section C, Page 34, Para C.5.2.1.1.4 - Please provide the historical Help Desk Workload data by location. How many Help Desk tickets were resolved at Tier I, how many help desk tickets had to be elevated to Tier II and/or Tier III?

A56. At ATEC HQs, the weekly average is approximately 70 closed tickets per week. The weekly ticket breakout is approx.: Tier 1:20- 25, Tier II: 30-35 and Tier III: 10-15.

At OTC the weekly ticket breakout is approx.: Tier 1:40-45, Tier II: 18 -20 and Tier III:10-15.

ATC - A one month sample from ATC reflected 393 Help Desk Tickets opened, 62 went to Tier III support.

Q57. RFP PWS, Page 43, Section C, Para C.5.3.9 - What continuous integration and continuous deployment (CICD) tool is being used for applications/systems software, standardized test artifacts, and documentation according to current industry-accepted best-practices?

A57. ATEC HQ’s utilizes JIRA for ticketing and for sprints planning, Team Foundation Server for storing builds and version control and HP Fortify to analyze code for cyber compliance. OTC uses various tools, depending on what the government has approved, such as SCCM, Service Desk, and/or DMWare for automation, integration, and continuous deployment. ATC uses Gitlab or Jenkins.

Q58. RFP PWS, Section C, Page 47-52, ParaC.5.4; C.5.4.1.11.3 and C.5.4.1.11.4 Is GCSS-Army the Property Accountability System (PAS) used for Property Accountability, Warehouse Operations, Supply Room Issue/Inventory and other logistics support at ATEC, ATC and OTC? If not, please provide what PAS is being used at each location.

A58. At OTC, PAAM is used to track internal inventory and GCSS-Army is used for Property Accountability. At ATEC and ATC, GCSS- Army is used.

Q59. RFP ITO Page 94, Section B.2 Volume I – Experience- Please provide examples/guidance as to what details are required to demonstrate the offeror’s ability to manage at least 50 employees in each of the 3 functional PWS area.

A59. Please see response to Q.50.

Q60. RFP ITO, Page 94, Para B.2, Volume I – Experience - Please define the timeline for the last 5 years. Is it based on calendar years (Jan 2016 – Dec 2021) or RFP release (03/01/2016 – 03/01/2021) or proposal due date (04/06/16 – 04-06-21).

A60. The past five years for this RFP is considered 03/01/2016 – 02/28/2021.

Q61. RFP ITO, Page 94, Section B.2 Volume II – Management, Item 2 Please clarify what the Government means by “Explain generally’ how all the task areas in the PWS would be accomplished.

A61. “Explain generally” means that we are not expecting the proposal to address every single paragraph of the PWS to explain exactly how they will accomplish every single task. Instead, we are looking for an overview that addresses the main functions of the PWS and highlights any areas where you may be able to provide a specialized process or procedure to facilitate task completion or gain efficiencies, etc.

Q62. RFP ITO, Page 94, Section B.2 Volume II – Management, Item 4 Request resumes for key personnel be placed in a separate Appendix and excluded from the 30 page limitation for Volume 2 – Management.

A62. Section L has been updated. Resumes may be submitted as an appendix to the Management volume and will not count towards the page limit.

Q63. RFP ITO, Page 94, Section B.2 Volume II – Management, Item 4 - Recommend the Government allow the sample ITSS Management Plan be provided as separate Appendix and not counted against the page count for Volume II.

A63. The sample ITSS Management plan will not be in a separate Appendix and will count towards the 30 pages limit for Volume II – Management.

Q64. RFP ITO, Page 95, Section B.2 Volume II – Management, Item 8 Recommend the Government allow the Subcontractor Management Plan be provided as separate Appendix and not counted against the page count for Volume II.

A64. The Subcontractor Management Plan will not be in a separate Appendix and will count towards the 30 pages limit for Volume II – Management.

Q65. RFP ITO, Page 95, Section B.2 Volume II – Management, Item 9 Recommend the Government allow the Draft Contractor Access/Property Control Plan be provided as separate Appendix and not counted against the page count for Volume II.

A65. The Draft Contractor Access/Property Control Plan will not be in a separate Appendix and will count towards the 30 pages limit for Volume II – Management.

Q66. Overall RFP - Please provide a list of the Hardware, by location, that the contractor will use/be responsible for on this contract.

A66. The equipment provided as Government Furnished Property changes as equipment is updated and replaced.

Solicitation attachments 10-12 provide the basic information and numbers of what will need to be managed. This should be sufficient for proposal purposes. Additional details will be provided at time of award.

Q67. Overall RFP - Please provide a list of the Software, by location, that the contractor will use/be responsible for on this contract.

A67. A software list per location is too extensive to list item by item but we use standard Microsoft Office tools and windows basic applications for most general users.

Q68. Attachment 1 – Cost Model, All Labor Tabs - For the Transition-In Period you have provided Total Productive Hours (column G) that reflect full time support throughout the two month period. Because the incumbent contractor is still responsible for contract performance during this two month period, it is our expectation that most incumbent employees would not transition to the new company until the start of the ten month base period. Hence, we recommend allowing offerors to propose realistic labor hours based on their staffing timeline during phase-in, as provided in their transition plan.

A68. The cost model has been revised to make it clear that offerors can propose their own labor categories and hours for the Transition-In. The pricing for the Transition-In will be FFP.

Q69. Attachment 1 – Cost Model, All T&M Labor Tabs Please explain the intent of the T&M hours and FTE allocation. The FTEs listed are for half time (940 hours: Half Time Equivalent). Are these hours a representation of potential future staffing, surge support or are they required as part of initial staffing?

A69. The positions allocated for T&M are surge support, or are requirements that the government cannot confidently state will be requirements for the life of the contract. These will be full time requirements, but may not all be needed all at one time. The lower hours equivalent was used to keep the total level of effort for the contract to a realistic number.

Q70. Attachment 1 – Cost Model - Attachment 1 – Cost Model does not identify any labor categories (FFP or T&M) at Fort Hood, TX, Fort Huachuca, AZ, Fort Bliss, TX, Fort Sill, OK, Fort Bragg, NC, Huntsville, AL and other locations. How will this support be provided, TDY and return.

A70. The current contract has a requirement for one (1) Helpdesk Technician III and one (1) Video/Data Communications Engineer III at Fort Huachuca, one (1) Helpdesk Technician II at Fort Bragg and there is potential to have requirements for one (1) Help Desk Technician II at both Fort Bliss TX and Fort Sill, OK and one

(1) Network Specialist III in Huntsville, AL. The Huntsville, AL position is covered under ATEC HQ’s requirement.

The support to Ft Huachuca, Ft. Bragg, Ft. Sill and Fort Bliss are OTC requirements. The personnel supporting Ft.

Huachuca, Ft. Sill, Ft. Bliss, Ft. Bragg and Huntsville, AL are expected to support that location full time and are not positions that require travel back and forth.

Q71. For answers to Amendment 1, Questions 4 and 7, please provide clarification for the following concerning Volume I Experience: With regard to the requirement to demonstrate 50 employees for at least 12 months supporting in each of the three PWS functional areas, please clarify if more than one contract performed during the same 12 month period by the same company be used to satisfy this requirement? For example: A Prime or subcontractor has three contracts performing IT Technology Support during the same 12 month period that when combined is more than 50 employees (i.e., Contract #1 has 20 employees, Contract #2 has 18 employees and Contract #3 has 15 employees for a total of 53 employees performing IT Technology Support).

A71.The example provided does not meet the requirement. A minimum of 50 employees must be managed under the same contract for 12 months. See response to Q50.

Q72.On the requirement of Volume I – Experience. Confirm if the 50 employees required under Volume I is for single contract. For Example: Contract 1 has 50 employees. OR is it Example: Contract 1 has 30 employees and Contract 2 has 20 employees. Please confirm.

Q73.Under Volume I – Experience, for the requirement of more than 1 locations under one contract; Does the other location, have to have been for performance at that location for a total of 12 straight months?

A73. Yes.

Q74. Will the government consider changing the requirement to allow for managing 50 people on one contract but allow us to meet multiple location requirement via multiple contracts over the five years?

A74. No.

Q75. The RFP indicates there will be a 60 day transition in period. A review of the current contract shows a 30 day FFP transition out CLIN. The current contract is CPFF. Timing of incumbent onboarding may be more or less advantageous to the government depending on if the outgoing contractor is funded via FFP or CPFF during the transition out period. How will the contract transition period be funded for the outgoing contract so that both the incoming and outgoing contractors will be available for the entire transition period?

A75.The contract period for the outgoing contract will not be changed. Yes, there will be overlap of contractors.

The outgoing contractor will be transitioning out as the new contractor transitioning in.

Q76. Section L Volume II - Management item #2 states: “Describe processes and procedures for support in accordance with the PWS, and the timeframes and personnel involved.” Management item #10 requires offerors to submit a transition plan that shall present a detailed timeline showing the number of personnel expected to be hired and when major milestones will be accomplished to support a successful transition. These requirements to describe timelines and personnel appear to be duplicative. If the “timeframes and personnel” information requested in Management Volume item #2 are not related to the transition period, will the government provide an explanation of what timelines and personnel information should be submitted for this item that should not be included in the transition plan?

A76. Management item #2 is asking you to describe in general terms how task areas of the PWS will be accomplished and the timeline and management personnel that will be involved in accomplishing those tasks.

Management item #10 is asking for a detailed plan including timeline and personnel as it pertains to the transition in and out periods. You would not be required to repeat the details of the transition in/out period when responding to #2 as long as it is covered in the response #10.

Q77. Attachment 4 – Position Qualifications - The labor categories in Attachment 4 do not match the labor categories in Attachment 1 cost model spreadsheet. Will the government provide the position qualifications for the following: Administration/Clerical III, Administrative Specialist, Cloud Engineer I, Cloud Engineer II, Cloud Engineer III, Graphic Designer, Voice/Data Communications Specialist I, Voice/Data Communications Specialist II, and Voice/Data Communications Engineer III?

A77. Administrative/Clerical III reference in Att 1 – Cost Model has been changed to Administrative Specialist III on the ATEC (FFP) tab as well as the OTC (FFP) tab. Clarifications for the other positions are explained in Q46 Q78. The cost proposal instructions indicate that signed letters of intent are to be signed by the offeror/subcontractor and prospective employees showing labor rate/salary to be paid to the employee under the contract. Does the government only require signed letters of intent for key personnel?

A78. Correct, signed letters of intent shall only be required for key personnel.

Q79. Attachment 1 – Cost Model “Labor – OTC (T&M)” Tab references CLIN 0002 (FFP) for all periods instead of

CLIN 0003 (T&M)

A79. Labor – OTC (T&M) tab is updated Q80. Contract Data Requirements List (CDRL) - A001 Per Section C.1.14.20 and CDRL Block A001, the “Contractor Access/Property Control Plan shall be provided to the KO within 60 calendar days after award for review and approval.” Per Section C.1.28, the Contractor Access/Property Control Plan shall be submitted “thirty

(30) days after full contract performance.” When is the Contractor Access/Property Control Plan due to the Government?

A80. The Contractor Access/Property Control Plan is due sixty (60) days after contract award. The PWS has been revised to make this clear.

Q81. C.1.28.1 and Instructions Vol II Management, C.2.28.1 states that the property management plan is due 30 days after contract award. Instructions to offerors, Vol II, 9 states “Provide a draft property control plan with the proposal…” Will the government confirm that the draft property control plan is not required with the proposal?

A81. A draft property control plan is required to be submitted with the proposal that outlines the procedures that will be used and addresses the areas described in the PWS. A final Contractor Access/Property Control Plan shall be submitted sixty (60) days after contract award.

Q82. Instructions to offers Vol II Management, No. 2 and Phase 2 Evaluation Factors - The government is requiring that Offerors “explain generally how task areas in the PWS should be accomplished. Describe processes and procedures for support in accordance with the PWS and Personnel Involved.” Is it the government’s intent for us to offer an explanation for all of these processes by task areas or an overall generalized description, since there are different processes depending on the task?

A82. A reasonable and workable plan for the accomplishment of all PWS task areas must be presented in the proposal. Offerors may present it in different ways, but the onus is on the offeror to ensure it clearly addresses the requirement.

Q83. Phase 2 - Evaluation Factors - There is no mention of how the tasks would be performed regarding processes and procedures or timeframes and personnel. Section 2 does not appear to be evaluated; therefore, are you simply asking that Offerors generalize about all these sections and offer no detail on these processes and procedures by task areas?

A83. Please see response to Q82.

Q84. Content Requirements. Volume I – Experience - The government’s response to Question 1 in Amendment 0001 states that an offeror needs to have experience “similar in size to the number of FTEs” as in this solicitation.

That implies that the prime would need to submit at least two past performances with more than 100 employees.

Vol 1, Experience requires that the offeror have managed at least 50 employees on a contract. If that is your benchmark for experience, would that be the same benchmark for past performance?

A84. 50 or more personnel will be considered similar in size for past performance.

Q85. Cost Model Labor Tabs, Cost Model Instructions; Amendment 1 Question #19 The T&M tabs of the cost model indicate the Total Productive Hours for most of the labor categories are fractional FTEs but column F shows full FTE counts. The Government response to question 19 indicates the Total Productive Hours for the T&M tabs constitute the required labor. Fractional FTEs (i.e. part-time workers) are not normally appropriate for T&M type contracts especially for highly skilled positions. For example the ATEC T&M tab Total Productive Hours and FTE columns show a requirement for .5FTE Cloud Engineer I, .5FTE Cloud Engineer II, and .25FTE Cloud Engineer III.

It would be extremely challenging for a company to find and hire any cloud engineers willing to only work 20 or 10 hours a week. The large number of fractional FTEs in the T&M tabs makes it difficult for bidders to develop a staffing plan that can perform the PWS task requirements.

The cost model instructions in note 5 state: “For the purposes of this solicitation, the hours worked under a FTE shall consist of the hours worked by an individual employee and not multiple employees (i.e. 1 FTE = 1 employee).

One FTE shall not be split among two or more employees.” This statement suggests the government requires one individual employee per labor category FTE position. Will the government revise the cost model Total Productive Hours columns in the T&M tabs so that the FTE counts in column F show only full FTEs required by the labor hours instead of partial FTEs?

Q86. Solicitation Reference C.5.3.11- What is the existing system development life cycle?

A86. At ATC, the life cycle is Requirement gather, Design, Implement, Verification, Maintain. At OTC and ATEC the life cycle is Operation and Maintain, with the focus on major/minor bug fixes and feature updates.

Q87. Solicitation Reference C.5.3.1 – Is the same lifecycle used for COTS/GOTS and custom-coded solutions?

A87 COTS Lifecycle management is more vulnerability based, or customer/user requested for updates. Where we rely on enterprise or software renewals for updated licenses.

GOTS/Custom-Coded Solution afall within the operation and maintain software code to address issues that arise when updating the main system operating system.

Q88. Solicitation Reference C.5.3.1 - What government review gates are required for new development vs sustainment development?

A88. Software Feature Updates/Bug fixes are documented/requested through the TPOC/COR with a Change Order request in CA Service Desk. If there is a new development requirement it would be tasked through the TPOC/COR to ATEC for approval. Once requested changes are feature complete and acceptance tested, they need to pass a code security review, and approval through the local Change Control Board.

Q89. Solicitation Reference C.5.3.16 - What tools are used for Application Lifecycle Management and/or to support your software development life cycle processes?

A89. Tools such as CA Service Desk and Microsoft Excel, SharePoint, Visual Studios, SQL DB, D2IE, TFS Excel and HPE Fortify are used to help track and monitor the various aspects of the development life cycle process.

Q90. Solicitation Reference C.5.3.9 - Do all applications in scope of this contract have individual development, test and staging environments?

A90. Yes.

Q94. Solicitation Reference C.5.3 - What source code management system is currently in use for Task C.5.3?

A94. OTC only manages a hand full of small software applications, where the number of bugs per year is more related to the number of program feature updates or code changes required from a Fortify Scan. Other locations under the enterprise support contract track changes either through remote source control programs such as git or through centralized solutions such as team foundation server Q95. Solicitation Reference C.5.3.6 - What tools are currently in use for static code analysis, dynamic code analysis, vulnerability reporting, threat modeling and vulnerability remediation auditing?

A95. The main tools used are HPE Fortify Software Code Analyzer, and the IDE internal code testing features within programs such as Visual Studio. Tenable (ACAS) and SolarWinds network monitor and LEM, HBSS, and Cisco FirePower, Bluecoat Proxy handle additional threat modeling, web traffic analysis and vulnerabilities remediation.

Q96. Solicitation Reference C.5.3.6 - What functional test tools are currently utilized?

A96. The main tool used is internal to the IDE (i.e., Visual Studio).

Q97. Solicitation Reference C.5.3.9 - Which DevSecOps tools are currently being used for continuous integration and deployment?

A97. DevSecOps tools are currently in use.

Q98. Solicitation Reference C.5.3.3 - What is the nature of the expected training under C.5.3.3? Is it on-site, virtual, and/or computer or paper-based training materials?

A98. Section C.5.3.3. clearly describes the requirements for managing on-site training courses and their nature.

Contractor would also be responsible for meeting training requirements in the government provided virtual environments (CVR, Office365) when onsite options are not available.

Q99. Solicitation Reference C.5.3.10 - What is the government's Business Intelligence toolset?

A99. Primary BI toolset includes Microsoft Office Suite (PowerPoint, Excel, Word), PowerBI, Project, Visio, Opentext and other tools could be Crystal Reports.

Q100. Solicitation Reference C.5.3 - We also need to ask questions which will allow us to size the team - e.g. how many bugs per year? How many servers and VMs, etc. (This applies to the entire C.5.3) A100. At OTC, this can range from 5-15, per application, per year. The total number of VMs in their environment are 100, not all VM's have custom-code applications. Approximately 3/4 total VMs would be related at any given time associated with software development. ATC has 300 – 400 VMs at any given time. ATEC has a total of 100 production virtual and physical systems split between two datacenters with less than a quarter of the VM’s having custom-coded applications.

Q101. Solicitation Reference C.5.3.10 - What tools does the government have in place for vulnerability scanning, and incident response?

A101. Primary tools used are as follows: Tenable (ACAS) Vulnerability Scanning Suite, HBSS, Cisco FirePower, SolarWinds LEM Server, Bluecoat Web Proxy, WireShark, HP Fortify and Microsoft Surface Analyzer.

Q102 Attach 1 Cost Model - Is it acceptable to only submit rates from the Prime as long as the Prime does a price realism analysis and price reasonableness analysis of all Subcontract’s rates since the Subcontractor’s rates must be less than the Prime Contractor’s rates?

A102. The Government requires that adequate quantitative and narrative documentation be provided to establish reasonableness. Fully burdened subcontractor rates may be provided.

Instructions to Offerors, B, 2, Volume IV Past Performance, Section 2 Narratives Can the Government please clarify the following highlighted requirement: Offerors shall provide a specific narrative explanation of each contract listed in Section 1 describing the objectives achieved and detailing how the effort is similar to the requirements of this solicitation. New corporate entities may submit data on prior contracts involving its officers and employees. However, in addition to the other requirements in this section, the offeror shall discuss in detail the role performed by such persons in the prior contracts cited. Narratives are limited to two (2) pages for each contract.

A116. If a firm is a new corporate entity and has no relevant past performance and is submitting information on the prior performance efforts supported by its current officers and employees, the offeror must provide enough information regarding the role performed by the officers’ and employees’ in supporting those prior performance efforts to demonstrate relevance.

Q117. Regarding Q33 in Amendment 1. The Government indicated that the Volume I – Experience requirement of “managing employees in more than one location” does not need to be from one contract to fulfill the location requirement. Therefore, can the Prime Offeror combine more than one contract to meet the 50 employees in multiple locations requirement?

Q118. Regarding Q4 in Amendment 1. The Government indicated that the Offeror may not combine the experiences from both the Prime and Subcontractor to meet the 50 employee requirement for each PWS area. However, can the Prime Offeror combine more than one contract from multiple locations to meet the 50 employee requirement for a particular PWS area?

Q119. Solicitation and Att 1 – Cost Model Pg 96, 98, and various worksheets - The solicitation requires the preparation and submission of significant and extensive Cost data to demonstrate the prices proposed by each small business offeror. Given the expectation of full competition among qualified small businesses, will the government revise the Solicitation to significantly reduce or eliminate the requirement for supporting cost data to be submitted, and instead only require the submission of competitive prices and the minimum information required to support the government’s Price Analysis of offeror’s submissions for the FFP CLINs and for the fixed labor rates associated with the T&M CLINs?

A119. The Government requires that each offeror provides adequate quantitative and narrative documentation to determine fairness and reasonableness IAW FAR 15-404-1.

Q120. Solicitation and Att 1 – Cost Model - Page 96 and various worksheets- The solicitation requires three years’ historical indirect rates and a 5-year forecast of indirect rates, detailed by expense account. This requirement places excessive burden on small businesses under this small business set-aside solicitation. Request the Government reconsider, and require current rate information (e.g., FPRA, Provisional Bill Rates, 2020 actuals, etc.) only.

A120. The Government removes the requirement for data to support indirect rates.

Q121. Solicitation and Att 1 – Cost Model - Page 96 and various worksheets - The solicitation requires three years’ historical indirect rates and a 5-year forecast of indirect rates, detailed by expense account. Aside from the ODC CLIN, Cost Plus Task Orders are not contemplated under this IDIQ. Offerors are submitting only Fixed Labor Hour (T&M) or Fixed Price hourly rates. This requirement places unnecessary burden on small business Offerors and subcontractors, and indirect rates except as applicable to ODCs are not applicable at the Task Order level. Adequate competition will help ensure cost/price reasonableness and realism. Request the Government eliminate the requirements for detailed indirect rate information spanning 8 years.

A121. The Government removes the requirement for data to support indirect rates. In the event that adequate competition is not achieved, the Government reserves the right to request additional information to support its’ reasonableness determination.

Q122. Att 1 – Cost Model - Indirect Rate Summary - This worksheet includes proposed fee. Offerors are proposing against Labor Hour and FFP type CLINs, not Cost Plus Fixed Fee. The current model does not allow for different profit rates between LH and FFP CLINs, nor does it allow for a profit that varies by labor category within a CLIN.

Request the Government confirm that Offers can modify the template as needed to reflect their respective approaches to pricing and profit.

A122. Offerors are allowed to modify the template, being sure to maintain the Government stated labor categories and hours.

Q123. Att 1 – Cost Model - Indirect Rate Summary - This worksheet requires “% of Effort Performed by Prime and Subs Based on Labor Hours.” Please clarify what is being requested, and why this is included on an Indirect Rate Summary table.

A123. The Government uses that column to ensure that the majority of the work is being performed by the prime.

Q124. Att 1 – Cost Model – FTE Counts - The FTE headcount across all worksheets is 186 which does not appear to align with the stated ceiling for this IDIQ. Request the Government please clarify the headcount and the purpose/intent for the FTE counts provided. Please confirm that these are or are not the number of hours and FTEs required to be priced, and that they are provided to assist with the development of NTE T&M and FFP Price schedules.

A124. For purposes of this solicitation, each FTE refers to one employee, whether they are employed full time or part time. The Government has provided offerors with the projected level of effort for each year, and task orders will be issued from the established ceiling.

Q125. Section L Volume 2 Item 4, Page 94 Provide a sample ITSS Management Plan - To allow offerors to demonstrate their standard program management plans, that may not conform to the proposals page count limitations, would the government consider removing the sample plan from page count and covert the required sections to a narrative discussion of the bullet item topics?
