Amendment 0003 Questions and Answers

CORRECTIONS: The responses to Q70, Q88, and Q97 from Amendment 0002 are revised as follows:

Q70. Attachment 1 – Cost Model - Attachment 1 – Cost Model does not identify any labor categories (FFP or T&M) at Fort Hood, Fort Huachuca, Fort Bliss, Fort Sill, Fort Bragg, Huntsville, AL and other locations. How will this support be provided, TDY and return?

A70. See revised Cost Model, tab “Labor – OTC (T&M)” for positions identified per location. The Huntsville, AL position is not included on the Cost Model and is not required to be priced out right now.

The current contract has a requirement for one (1) Helpdesk Technician III and one (1) Video/Data Communications Engineer III at Fort Huachuca, one (1) Helpdesk Technician II at Fort Bragg and there is potential to have requirements for one (1) Help Desk Technician II at both Fort Bliss TX and Fort Sill, OK and one

(1) Network Specialist III in Huntsville, AL. The Huntsville, Alabama position is covered under ATEC HQ’s requirement. The support to Ft Huachuca, Ft. Bragg, Ft. Sill and Fort Bliss are OTC requirements. The personnel supporting Ft. Huachuca, Ft. Sill, Ft. Bliss, Ft. Bragg and Huntsville, AL are expected to support that location full time and are not positions that require travel back and forth.

Q88. What government review gates are required for new development vs sustainment development? A88.

Software Feature Updates/Bug fixes are documented/requested through the TPOC/COR with a Change Order request. If there is a new development requirement it would be tasked through the TPOC/COR to ATEC for approval. Once requested changes are feature complete and acceptance tested, they need to pass a code security review, and approval through the local Change Control Board. While the program used for tracking requests differs per organization, the general process is the same.

Q97. Solicitation Reference C.5.3.9 - Which DevSecOps tools are currently being used for continuous integration and deployment?

A97. ATEC and OTC are not currently using any DevSecOps tools. ATC uses HPE Fortify.

NEW QUESTIONS:

Q188. Since this is a FFP and T&M contract, request contractor not be required to provide the hourly rate of new employees being hired. Only the sell rate to the Government for T&M billet should be provided and no rate for a FFP billet. We request this requirement be removed from the PWS.

A188. That information is used as part of the reasonableness determination and is required.

Q189. Please clarify, Para C.1.9.6 identifies Fort Hood, Fort Huachuca, Fort Bliss, Fort Sill, and Fort Bragg all require support at OTC locations? Can the Government identify the ATEC organization(s) requiring support at Huntsville, AL and other locations? Are there any additional ATEC organizations that will require support at known locations under this contract?

A189. See Q70. The locations listed in the PWS are the only locations where support will be required full time.

Q190. Please provide a list of the Material Handling Equipment (MHE), by location, that the contractor will operate on this contract.

A190. At ATC, the following is used: Lift table, pallet jack, forklift, dolly, carts, platform truck. OTC has 1 forklift, and 2 pallet jacks.

Q191. Contractor Access/Property Control Plan. The RFP states, “The Contractor Access/Property Control Plan shall be submitted thirty (30) days after full contract performance …” and CDRL A001 states, “Submit NLT 60 calendar days after award to Gov’t for review/approval.” Please clarify?

A191. Please see response to Q80 of Amendment 0002.

Q192. Para C.1.28.1.2 states, “The Property Inventory Report shall be submitted 30 work days after contract award and annually thereafter after the completion of the annual inventory …”. Para C.1.28.2 states, “The Government PBO, the Government Property Administrator, and the contractor(s) shall conduct a joint physical inventory of GFP within two weeks after the contract effective date.”. CDRL A004 states. “Submit initial inventory within 30 days after contract award and annually NLT 5th working day after end of each fiscal year IAW DOD 4161.2M.”

Please clarify what the requirement is for the joint physical inventory of GFP? What is the difference between contract award date and contract effective date?

A192. Contract award date and contract effective date are the same, both are the beginning of the full period of performance. The joint physical inventory should occur within 2 weeks of contract effective date. The Property Inventory Report (CDRL A004) shall be submitted within 30 days of contract effective date.

Q193. Para 1.28.5 states. “Within 15 calendar days of discovering the item is missing, damaged, or destroyed, the contractor shall appoint a POC who is responsible for completing the required documentation IAW CDRL A005.”

CDRL A005 states the Contractor Loss/Damage Report, “Submit to Property Administrator within 3 working days of discovery with updates as required.” Please clarify.

A193. Updated wording in para C.1.28.5 to read “within 10 calendar days” and the CDRL was updated to require submission to Property Administrator within 15 days.

Q194. Reference PWS Para C.1.32.2, Para states, “The phase-out period shall be completed within sixty (60) calendar days after the end of the contract.”. Please clarify if this statement is correct. Recommend saying, “The phase-out period shall begin within sixty (60) calendar days before the end of the contract. During the phase-out period the incumbent is still responsible for completing all related work and supporting the new contractor. The incumbent will continue to bill employees during phase-out until the new contractor hires them or they are released by the incumbent.

A194. This correction was made in Amendment 0002. The phase out period begins 60 days before the end of the contract and the incumbent will bill employees during the phase out unless they are hired by and performing on behalf of the new contractor.

Q195. Could you please tell us the Attachment 1 LCAT used for the contract personnel who are designated as Information Management Officers (IMO) to act as liaison with external IT teams?

A195. Both civilian and contractor personnel are assigned as IMO’s based on technical aptitude, soft skills, and mission need at the time. These tasks are sometimes shifted to others as workload ebb and flows. Historically, contract personnel from nearly all labor categories at one point or the other have served as IMOs.

Q196. Are Information Management Officers (IMO) required to be designated for ATEC, ATC, and OTC organizations?

A196. Yes.

Q197. Attachment 1 – Cost Model does not identify any Video/Data Communications Specialist labor categories (FFP or T&M) for Fort Huachuca or Fort Bragg AV/VTC support? How will this support be provided, full time presence, remote support or TDY and return?

A197. This support will be full time and on-site. Please see updated Attachment 1.

Q198. Please provide a complete list of the Audiovisual and Video Teleconference equipment currently in use in the 40 rooms at APG, approximately 30 rooms at Fort Hood, four rooms at Fort Huachuca, and four rooms at Fort Bragg.

A198. OTC’s VTC systems or components consists of a blind of Polycom, AMX, Planar System (Monitors), BIAMP, end EXTRON. Approximately 12 VTC rooms (Fort Hood, Fort Huachuca, Fort Bragg, Fort Sill, and Fort Bliss) are fully integrated VTC Conference rooms that have enhanced capabilities, where the remaining VTC Suites are simplified capabilities where VTC suites maintain fewer capabilities (screen, 1 or 2 table mics, and VTC).

Q199. Can the Government provide an end-of-use / end-of-life list for all the Audiovisual and Video Teleconference equipment currently in use in the 40 rooms at APG, approximately 30 rooms at Fort Hood, four rooms at Fort Huachuca, and four rooms at Fort Bragg?

A199. ATEC HQ uses Cisco teleconference equipment. OTC maintains a lifecycle replacement program for all VTC or Network equipment placed on the USAOTC’s network, where items are near of end-of-use / end-of-life they are replaced with currently approved and assessed equipment based on the DISA APL. Current VTC systems/components are in various stages throughout their lifecycle, however, most items have been replaced within the past two-three years to the Polycom Group Series 300-900. This is too extensive of a list to provide and this level of detail should not be necessary to propose to this effort.

Q200. Reference PWS Para. C.5.2.2.2, Please provide the current network configuration across ATEC (ATEC HQ, ATC, OTC).

A200. ATEC has a hierarchical network design integrated with software design access, but is not comfortable releasing any specific information to the public. OTC’s network configuration diagram would be provided at time of award.

Q201. Reference PWS Para. C.5.2.2.1, What is the general network topology across ATEC, by location (ATEC

HQ, ATC, OTC)?

A201. ATEC has a hierarchical network design integrated with software design access, but is not comfortable releasing any specific information to the public. OTC maintains a LAN network at each OTC location (Fort Hood, Fort Bliss, Fort Bragg, Fort Sill, and Fort Huachuca), and WAN network peering connection between each site.

Q202. What endpoints & distro nodes are monitored across ATEC, by location (ATEC HQ, ATC, OTC)?

A202. This is not information that ATEC is comfortable releasing to the public.

Q203. Reference PWS Para. C.5.2.2.1.4, By location (ATEC HQ, ATC, OTC), what enterprise monitoring system is being used?

A203. This is not information that ATEC is comfortable releasing to the public.

Q204. Reference PWS Para. C.5.2.2.1.4, What Configuration Management/CMDB is being maintained and managed today at ATEC ((ATEC HQ, ATC, OTC)?

A204. At ATEC HQ’s, DNA center maintains the network configuration policies. ATC utilizes a Configuration Control Board (CCB) with related record keeping in SharePoint and eMASS (Risk Management Framework documentation). OTC utilizes Service Desk, SolarWinds, and SharePoint for the purpose of configuration management.

Q205. Reference PWS Para. C.5.2.4, Does ATEC, (ATEC HQ, ATC, OTC) have Configuration Control Boards (CCB) or Change Advisory Boards (CAB)?

A205. ATEC HQ’s, OTC and ATC have a CCB.

Q206. Reference PWS Para. C.5.2.5.1.9, Please provide more information regarding what constitutes a Personal Electronic Device (PED). For instance: is any device, including a laptop assigned to an end user a PED? Does PED refer only to mobile devices such as cell phones and tablets?

A206. Laptops are not considered PED’s. PED’s are mobile devices and tablets.

Q207. Are all Personal Electronic Device (PED) used at ATEC, ATC and OTC on this contract Government Furnished Equipment?

A207. Any PED issued to a contractor would be GFE and are distributed to contractors on an “as-needed” basis.

Q208. Reference PWS Para. C.5.2.4.4, Please provide the total number of servers and a breakout of the servers (type/brand/make/model) at each location.

A208. ATC is not comfortable responding to this request due to the cybersecurity risk. ATEC HQ has a mixture of physical and virtual servers. The physical systems are Cisco UCS blades configure boot from SAN. There are 56 blades and 5 hyper converged systems. OTC Environment – Primarily consists Dell PowerEdge R430-R740’s. OTC

– 13 Physical Servers at Fort Hood, 3 Physical at Fort Huachuca, Fort Sill, Fort Bliss, and Fort Bragg.

Q209. How many virtual servers, by location, does ATEC (ATEC HQ, ATC, OTC) have?

A209. At ATEC, production VM’s roughly 100+; Staging, testing, and development systems 100+ATC maintains anywhere from 300 to 400 virtual servers depending upon mission need. These are maintained by a mix of both contractor and civilian personnel working together to support the virtual environment. OTC maintains approximately 100 virtual servers Q210. Reference PWS Para. C.5.3.4, Are the legacy applications listed in Para C.5.3.4 all the legacy systems used by ATEC? Are there any systems used by ATEC that are considered to be non-legacy systems?

A210. ATEC legacy applications are developed in house, and ATEC also uses non-legacy equipment.

Q211. Reference PWS Para. C.5.3.13.22, This section duplicates C.5.3.14. We recommend that you remove C.5.3.13.22.

A211. This is not a duplicate. C.5.3.13.22 pertains to risk assessments specific to cybersecurity taskers while C.5.3.14 references risk assessments for Official Taskers.

Q212. Para C.5.4 and its subparagraphs do not identify any property accountability requirements at Fort Bliss TX;

Fort Sill, OK; Huntsville, AL and other locations requiring support from this contract. Please confirm or clarify if any property accountability requirements exist at these locations.

A212. No property accountability requirements at Fort Bliss, Fort Sill, or Huntsville AL.

Q213. Para C.5.4 and its subparagraphs do not identify any property accountability requirements at Fort Bragg.

Please confirm or clarify if any property accountability requirements exist at Fort Bragg (Specifically the AV/VTC equipment).

A213. No property accountability requirements at Fort Bragg. OTC, Fort Hood keeps track of Fort Bragg AV/VTC equipment, servers, switches and other network equipment.

Q214. Reference PWS Para. C.5.5.1, What records management system is being used at ATC for the development, creation, usage and storage of records? Is it a manual or an automated process?

A214. Army Records Information Management System (ARIMS) Q215. Reference PWS Para. C.5.5.2.1, What forms management program is being used at OTC for creating, updating and modifying forms? Where are the forms being stored?

A215. No specific forms management program is used. The forms are stored on the Forms site on the OTC Publications Page Q216. Request Gov’t allow offerors to submit PDF documents in lieu of MS Word documents.

Q217. Are Total Compensation Plans required/desired for subcontractors?

A217. Yes, for major subcontractors.

Q218. Based on our review of the answers to Amendment 1, Questions 4 and 7, and Section L and M of the ITO please provide clarification for the following concerning Volume I Experience: Does the requirement for each proposal to demonstrate at least 12 months of experience within the last five years, managing at least 50 employees in the three (3) functional areas of the PWS mean:

A. 50 employees across all three functional areas for at least 12 months of experience within the last five years?

B. or 50 employees in each of the three functional areas for at least 12 months of experience within the last five years?

Q221. Attachment 4 provides specific details regarding the required qualifications for a Subject Matter Expert (SME) III, however the only SME in the Att A – Cost Model (Amend 1) is a SME - Sr located at the ATC (FFP) tab and the ATC (T&M) tab. Is the SME III in Attachment 4 the same as the SME – Sr in Attachment 1? With that in mind, please confirm the requirement to price the SMEs is at ATC rather than ATEC?

Q226. Reference Exhibit 2 – CDRLs, Multiple Data Items reference COR-ATEC, COR-ATC, and COR-OTC in Block 14 Distribution. Please clarify if there are multiple CORs assigned to this contract or should some be ACORs?

A226. There is an official COR at ATEC, an ACOR at OTC and a TPOC at ATC who all perform COR type duties at their organizational level. The COR at ATEC HQ is the official COR on record.

Q227. Given the Govt statement “the prime contractor must demonstrate experience managing at least 50 employees for 12 months in more than one location within the last five years,” please confirm that the companies of an unpopulated JV bidding as Prime on ATEC ITSS must demonstrate having work together of “at least 50 employees for 12 months in more than one location within the last five years” prior to proposing on ATEC ITSS. If this is not required of an unpopulated JV bidding as Prime, then please clarify if/how this requirement applies to the member companies of an unpopulated JV?

A227.Yes. The companies of an unpopulated JV bidding as Prime on ATEC ITSS must demonstrate experience with managing “at least 50 employees for 12 months in more than one location within the last five years” in order to be found acceptable under the Experience Factor.

Q228. Given the requirement for “each prime offeror and all subcontractors performing at least 15% of the total efforts shall list all contracts in the past five years that have had one of the following: termination for default, cure notice, suspension or debarment, any security inspection or assessment ratings or reports indicating security programs or facilities are less than satisfactory, and/or any suspensions or revocations of a facility security clearance, or notifications received for violations of FAR 32.006,” please confirm this Contracts list should list all applicable contracts for all member companies of an unpopulated JV who will perform at least 15% of the work?

A228. Yes.

Section J - List of Documents, Exhibits and Other Attachments, page 70 includes Attachment 5 – Wage Determination APG (2015 -4266 Rev. 13) covering Maryland Counties of Anne Arundel, Baltimore, Baltimore City, Carroll, Harford, Howard; and Attachment 6 – Wage Determination Fort Hood, TX (2015-5238 Rev.14) covering Texas Counties of Bell, Coryell. The even-numbered Wage Determinations (WD) are based on the average cost of their fringe benefit plan when calculated on the entire service employee workforce based upon total hours worked (including overtime hours, but excluding paid time off such as holiday and vacation) by ALL employees, whereas the odd-numbered WD requires the contractor to satisfy the fringe benefit requirements on a “per employee” basis and compliance must be calculated using all hours paid (including paid time off, but excluding overtime hours). Typically, the ODD WD schedule is used since it looks at the individuals benefits, and each employee is paid based on their benefits.

Request ODD Wage Determination 2015-4265 Rev 14 for APG, covering Maryland Counties of Anne Arundel Baltimore Baltimore City Carroll Harford Howard, and ODD Wage Determination 2015-5237 Rev 14 for Fort Hood, TX, covering Texas Counties of Bell, Coryell be incorporated in place of the EVEN Wage Determinations.

Q250. The Solicitation discusses charging costs to specific programs, and recording of contractor hours worked in a timekeeping system. Will the government please confirm that these sections and reporting requirements are only applicable to the T&M CLINS/Task Orders referenced in Section B, and not applicable to FFP CLINs/Task Orders?

A250. The government requires all contractor hours be reported for tracking and future reporting requirements for both T&M and FFP CLINS and Task orders

Q253. Reference Section L, Volume 4 section 3, If there are no Yes answers, should the offerors completely omit section 3, or should the contractor include a statement that there are no yes answers.

A253. Offerors shall annotate that there are no items to report.

Q254. This section references at least 12 months of experience. Would the government allow the starting point of the 12 month requirement to be 08 September 2021 as 09 September 2021 is the expected commencement of performance for this requirement? In other words - a Past Performance/Experience reference could start on 08 September 2020 and meet the 12 month requirement because it will have 12 months of performance prior to award of the current requirement.

A254. No. That will not allow an offeror to have 12 months of experience at time of proposal. The dates will remain as stated.

Q255. Reference Attachment 1 Pricing Note 4, Since this program is an IDIQ contract, it is potentially very limiting to impose roles on the team members based on designating functions to be specifically assigned to either prime or subcontractors. Would the Government consider removing the designation of roles and/or functions to be performed by specific team members?

A255. Please see response to Q123.

Q256. Reference Attachment 1 Pricing Note 6, As written, it appears that work sharing is not permitted, yet it is a significant means to optimize resource allocation. Would the Government consider eliminating the condition that one FTE not be split among two or more employees?

A256. The requirement is for evaluation purposes. This is an IDIQ contract and individual task orders could allow for an alternate labor mix.

Q257. Serifed fonts like Times New Roman tend to be difficult to read within a graphic, while sans serif fonts like Ariel are easier to read, even when smaller type faces such as 8 point are used. In light of the intent that graphics should be legible, would the Government allow graphics to be done in no smaller than 8 point Ariel type?

A257. No.

Q258. Reference Past Performance Section 1 – Contract List, Would the Government please confirm that this section requires two different lists, one for past performance citations and one for any contracts that ended in default or required some form of performance cure?

A258. Please see Section L instructions. The Past Performance factor requires 3 sections: Contract List, Narratives, and Performance Events. Offerors may submit two lists with one for past performance citations and one for contracts with performance events, or they may submit one list with the two categories of information clearly marked. Either way, the information shall be labeled as Section 1 of the Past Performance volume.

Q259. Would the Government please confirm that this section will have narratives linked to the first list in Section 1, the 2--5 citations listed in the file named PASTPERFSEC1.XLSX, and no write up in this section is required for the second list required in Section 1 for any contract that ended in default or required some form of performance cure, and that narratives for these contracts is reserved for Section 3?

A259. That is correct. Narratives explaining performance events are covered in Section 3.

Q260. Reference Section L, Section 1, Proposal Files, last paragraph, The wording of this statement seems to suggest that subcontractors should submit technical proposals separate from the prime contractor. This would seem to contradict the role of the prime contractor. Would the Government please clarify the intent of this ambiguous statement?

A260. Historically, most subcontractors do not feel comfortable submitting their proprietary rates to the prime contractor. Instead, a loaded rate is provided to the prime to include in their proposal and the more detailed information is submitted directly to the contracting office. Subcontractors may submit their rate breakout through the prime or separately.

Q261. Reference Volume II – Management 4, The requirements for this section are those typically associated with a staffing plan, not a management plan. According to the Defense Enterprise Service Management Framework, a management plan should include, at minimum, a WBS, an integrated plan and schedule, a risk management plan, a quality plan, a staff training plan, a subcontractor/vendor management plan, a configuration/change management plan, and potentially other elements. Management plans compliant with DESMF standards are typically much longer than 30 pages. Would the government clarify the intent of Section 4, Management plan. Is it actually a staffing plan, or if a true management plan is required, would the Government please allow it to be included as a non-page limited attachment.

A261. The government requests a management plan that details, at a minimum, the requirements listed in Section L, B, 2 under Volume II – Management, number 4. There is no requirement to submit a Management Plan compliant with DESMF.

Q262. Reference Section 2, Content Requirements, Volume II - Management, 7 - Provide a subcontractor management plan - Bullet 3: As written, it appears that the Government expects the prime to award any specific task to a subcontractor in its entirety, rather than to offer an integrated team with staff drawn from the entire pool of team resources. This would place the prime contractor in the position of being a broker rather than an integrator. It would also affect the overall consistency of performance across multiple tasks, which would not be to the Government's benefit. Would the Government re-consider the implications of this requirement and modify the RFP requirements accordingly.

A262. This is not the government’s expectation and there is no indication in the details of the subcontractor plan requirements that dictates how the prime should award work to any subcontractor.

Q263. There are several labor categories in the Att_1 files that do not have corresponding labor category qualifications in Att_4 - for example: Cloud Engineers, Help Desk Specialist/Technicians and Voice/Data Com Specialists. Will the government be updating Att_4 to include the labor categories that are missing?

A263. Please see response to Q46 and updated cost model.

Q264. There are several labor categories in the Att_1 files that have slightly different that those in Att_4 - for example: Helpdesk Technician Specialist in Att 1 and Help Desk Technician; and, Subject Matter Expert – Senior and Subject Matter Expert III. Will the government please change the labor category names so that they match exactly between Att 1 and Att 4 to ensure offerors are pricing to the right qualifications?

A264. Cost model has been revised. Proper name for Help Desk is Help Desk Technician.

Q265. CLINs 0001 is designated as FFP while Att 1 has a T&M pricing tabs for this CLIN as well. Please clarify how the T&M pricing of CLIN 0001 integrates into the FFP price of this CLIN.

A265. This was corrected in Amendment 0002.

Q266. “Direct Labor Rate Schedule” tab – the headers in columns E through K are missing the year designations.

Also, please confirm that the CLIN 0001 Transition-in rates are also to be used for the Year 1 ten (10) month period.

A266. The headers have been corrected. Yes, transition in rates should be used for the year 1 ten month period as well.

Q267. Page 60 of 64 Volume IV- Past Performance section 1- Contract List says” In this section, each prime offeror and all subcontractors performing at least 15% of the total effort shall complete the Microsoft Excel workbook entitled “PASTPERFSEC1.XLSX” (Attachment 2) for at least two, but no more than five recent and relevant contracts to this effort.” Please confirm government intends the offeror to submit a total of 5 past performances from the offeror's response.

A267. The question is unclear. If there is a subcontractor that is proposed to complete 15% of the work (a major subcontractor), then there may be more than five past performance examples submitted total for the prime and the major subcontractor. If there is one major subcontractor, there could be anywhere from 4 to 10 contract examples submitted (two to five examples for the prime and two to five examples from the major subcontractor).

Q268. Certification: DoD 8570 establishes qualification standards for Technical (IAT) and Management (IAM) personnel. In addition to the Baseline Certifications associated with IAT and IAM levels I-III, the IAT requires a Computing Environment (CE) certification for technologies supported in each functional area. Given that the functional requirements for the Program Manager and Project Managers are more managerial in nature, would the Government consider adjusting the requirement for these positions from IAT to IAM to more accurately reflect the Program and Project Management roles and responsibilities referenced in the solicitation (e.g., coordinating work schedules, travel requirements, reporting, accountability, conduct, and performance of Contractor personnel)?

A268. No.

Q269. The solicitation requires “relevant education/experience in an IT discipline related to the assigned program area.” Could the Government please clarify the requirement regarding “education/experience”? For example, would a candidate for Program Manager with a Master’s in Business Administration (MBA) be disqualified from consideration because the degree is not in an IT discipline assuming they meet or exceed all other requisite qualifications?

A269. In order for the degree to be acceptable, it must be in an IT discipline related to the assigned program area (e.g., Network Engineering, Network Management, Computer Science, Information Systems, Computer or Software Engineering, Management Information Systems, Computer Forensics/Security, etc.). If the candidate had a degree that does not meet the degree qualifications, than they would have to show that they have greater than or equal to 18 years of experience to qualify, as per Att 4 – Position Qualifications.

Q270. Answer to question 124 says “A124. For purposes of this solicitation, each FTE refers to one employee, whether they are employed full time or part time. The Government has provided offerors with the projected level of effort for each year, and task orders will be issued from the established ceiling.”

Answer to question 69 states “The positions allocated for T&M are surge support, or are requirements that the government cannot confidently state will be requirements for the life of the contract.”

Should Offerors ignore transition-in for T&M positions given they are “surge support, or are requirements that the government cannot confidently state will be requirements for the life of the contract” and the start time for these part-time positions is not provided by the government?

A270. The cost model has been updated. See Q68.

Q271. Answer to question 48 says “A subcontractor is required to have a TS facility clearance if they are going to be the ones processing TS information. “As the government did not specify which positions require which clearance Offerors have no choice but to require subcontractors to have TS FCL. Additional, there is significant variation in staff pricing between uncleared, secret, top secret and SCI. Not having this data affords the team with incumbent contractors a significant pricing or execution advantage. Non-incumbents who assume all lower level clearances will have unrealistic lower cost that could result in execution issues. Non-incumbents who assume all higher level clearances will over-price their bid and likely lose due to price. Will the government specify what clearance level all offerors should price at, or provide the actual clearance level for each position?

A271. Att 4 – Position Qualification lists qualifications per job category. This is where you will determine what type of clearance each position requires. Also, the basis of award is trade off, not Lowest Price Technically Acceptable.

Q272. Given the volume of questions/answers, the new data provided in the answers to questions and significant changes with Amendment 2, we request at least a one week extension?

A272. An extension to 12 April has been granted. Due to time constraints, no further extensions will be possible.

Q273. We would like to request a 5-day extension to the proposal to allow offerors adequate time to review the Government’s responses and incorporation of answers to questions. Please advise if this is feasible.

Q274. Please confirm that, for the change in Volume I Experience, which has been amended to require that the 50 employees must be managed under the same contract (i.e. “Also, a minimum of 50 employees must be managed under the same contract for 12 months”), that multiple award IDIQ contracts, like GSA OASIS, are considered a contract per the definition used in this solicitation, since, like this IDIQ, small companies have multiple task orders that are managed under the IDIQ contract. Per GSA, OASIS Small Business is a 100 percent Small Business Set- Aside contract (FAR 19.502).

A274. The intent of the Experience Factor is to ensure the prime contractor has experience managing 50 or more employees working on the same contract award or task order award in the more than one location for 12 months within the last five years. Having multiple small task orders under a GSA schedule or Government-wide contract would not meet this requirement.

Q275. While we are aware the window for formal questions ended Monday, please verify the Cybersecurity Technical Specialist II and Cybersecurity Technical Specialist III on rows 25 & 26 in the “Labor - ATEC (T&M) tab” are intended to have a Labor Type (column B) of “SCA.” We believe this is a formula error/typo as these Labor Categories are identified as “Professional” Labor on other tabs.

Q276. A37 of Amendment 0002 states, "Resumes Should not have Personally Identifiable Information" Does this mean the Government does not want offerors to name their key personnel in the proposal response and/or in the resumes? Further, PII is defined as information: (i) that directly identifies an individual (e.g., name, address, social security number or other identifying number or code, telephone number, email address, etc.) or (ii) by which an agency intends to identify specific individuals in conjunction with other data elements..."

A277. A name is fine, but additional PII information should not be included in a resume.

Q278. However, in answering question 49 you said that CA Service Desk is used at OTC only. Please confirm if CA Service Desk is used to document updates and bug fixes at all three locations.

The revised Proposal Instructions and Evaluation in RFP Amendment 2 no longer references the requirement for “managing at least 50 employees” for the three PWS functional areas required to be addressed in Volume I - Experience. Please clarify if there is a minimum requirement for the number of employees being managed for each of three functional areas of the PWS in Volume I - Experience.

A281. No. The prime must have 12 months of experience within the last five years managing 50 or more employees in more than one location, but does not need to have managed 50 employees in each functional area.

Q282. A46 of Amendment 0002 states, “ A46. Graphics Designer and Cloud Engineer I-III have been added to Att 4.- Position Qualifications. All references to Voice/Data Communications Specialists have been removed from Att 1 and Att 4 and all should now correctly refer to the position as Video/Data Communications Specialist. Subject Matter Expert – Senior has been changed to Subject Matter Expert III on Att 1 - Cost Model.” Please note that the Att-1 cost model labeled as March 24 does still show the Voice/Data Communications Specialists.
