| 31 | C - PWS 4.13.4 | 40 | PWS Section 4.13.4 states “Examples of direct labor include test planning, setup, preparation, conduct, teardown, cleanup, data collection, analysis, and report preparation/review. It is only appropriate for supervisors to charge projects when their time is dedicated to a specific program and is not general in nature. Labor that does not directly support a specific program will be charged to the appropriate indirect overhead job number. Examples of labor that would typically be considered indirect include range control workforce that supports multiple programs during normal operating hours, a test course manager who provides support to multiple programs, staff functions, general supervision, etc.”. From these examples, it is not clear what charges would be considered a direct charge to the overall program, and what charges should be included in the contractor’s indirect rates. Would the Government please provide additional clarification on this subject? Does the Data Collection VI Leader labor category charge 100% direct? | The PM (PWS 2.1.1.1), and DCM (2.1.1.2) are to be charged to the Indirect Charges as stated in the PWS. With some exceptions, a 5% surcharge is applicable in the initial critical year (2019), and a 10% surcharge is applicable for each succeeding plan year thereafter in which the plan is in critical status until the employer’s collective bargaining agreement is renewed and includes a schedule under the rehabilitation plan.

Is it intended that the Base Year/Year 1 be the same number of hours as the full years? | AMD 02 included the wrong version of the cost model. They oversee the entire contract. The other labor categories are charged to Direct Labor." However, within the PWS sec. 2.1.1.3 it does not state the Data Collection VI Leader is to be captured/charged to the Indirect Charges. The PWS only states the PM and Data Collections Manager are to be captured/charged to the Indirect Charges per sect. 2.1.1.1 and 2.1.1.2. In addition, the within the Governments provided Pricing workbook, the Government also allocated hours to the Data Collections VI Leader labor category. |

| Per Section L, Vol 4 Past Performance, paragraph 4, a Past Performance Questionnaire must be completed and submitted. However Section M, Factor 4 Past Performance states that "The Government will focus evaluation on the forms and questionnaires provided by the Offeror in its proposal and may use data obtained from other sources, including data in Government files which may include the Excluded Parties List System (EPLS), Defense Contract Management Agency (DCMA), Program Management (PM) Team, Federal Past Performance Information Retrieval Systems – Report Card (PPIRS-RC), which includes Contractor Performance Assessment Reports (CPARS)or data obtained through interviews with personnel familiar with the contractor and their current and past performance government contracts for same or similar services that are relevant and recent." | No | |
| 49 | I was also confused about the period of performance for this requirement. I understand that it will be five years, but will that be a straight five year contract, or will it have a base with option periods? |
Furthermore, is there a tentative timeline for when an award will be given?
| The contract has a 5 year ordering period (no options). Award is estimated for 15 November 2021. | No | |
