This is an entry level position. Assists in supporting functional users of computer systems which consist of accepting processing requirements and preparing them for execution. Assists in setting up, maintaining, and suggesting improvements to test projects’ as well as customizing electronic data entry forms. Learns and gains experience using web enabled data management systems such as ODIN and VDLS for tracking and monitoring data flow. Learns and gains experience using application tools such as Cognos to query databases and produce professional reports based on user requirements.

CBAComputer Operator V

(Leader)

Key position(1) Shall have a Bachelor’s Degree in Computer Studies or related field such as Information Technology, Information Management Systems, Computer Technology and six (6) years’ experience; or an Associate’s Degree in Computer Studies or related field such as such as Information Technology, Information Management Systems, Computer Technology and eight (8) years’ experience ; or 10 years’ experience using data entry software tools in a Windows environment and using industry standard reporting tools such as IBM Cognos, MS Access or Crystal Reports. (2) Shall have (5) years of leadership experience.
Supports functional users of computer systems by accepting processing requirements and directs program execution of requirements. Assists the ATIRS Branch Chief with functions in project control and scheduling workload. Responsible for setting up, maintaining, and suggesting improvements to customized electronic data entry forms for complex projects. Uses web enabled data management systems such as ODIN and VDLS for tracking and monitoring data flow. Uses application tools such as Cognos to query databases and produce professional reports based on user requirements. Monitors daily data flow to identify errors or anomalies for corrective action. Supports users and other personnel (from within ATC or representatives from other test agencies) involved with or interested in test results of the system in formulation of requirements that will eventually result in modification to the system under test. Determines whether new software is needed or existing programs can be enhanced to satisfy requirements. Coordinates with the Database Administrator in providing technical assistance in the use of database management system software. Assists in the development of user guidance (e.g., Data Collector’s Handbook, training manuals, operating instructions) and in developing shortcuts to existing procedures. Provides assistance to troubleshoot ODIN and/or other/future software applications. Supports the ATIRS Branch Chief to provide technical assistance to lower- graded operators, Government and contractor personnel from ATC and other test agencies in resolving database and software standard/non-standard problems. Assists in conducting/participating in briefings, user training of software packages, meetings, conferences, etc. Provides for the maintenance and repair of laptops computers; ensures warranty procedures are in place and followed. Issues the necessary laptop computers to lower-graded personnel prior to the start of each assignment. May be required to operate in a SECRET environment abiding by all required security procedures and regulations.
CBAData Collector I(1) Shall have a GPA of 2.5 or higher in each individual discipline of math and science and a GPA of 3.0 or higher in High School English or a GPA of 2.5 or higher in College English from either an accredited high school or university. (The minimum high school diploma will not be waived for an equivalency degree.) (2) Shall have one (1) year experience using a computer and Microsoft Software or successful completion of two (2) accredited computer classes.
Acquires through formal and inform al classroom and on-the-job training a practical knowledge of the characteristics, properties and uses of equipment necessary to carry out the data collection process. Becomes familiar with detailed procedures which are either established or repetitive, assists with the following illustrative tasks for routine projects: visually examines equipment or test items for flaws or defects; observes operation of equipment to detect apparent malfunction(s); observes operation of simple test instruments and controls during tests and records related test data; downloads test data from on-board instrumentation; performs specified arithmetic computations; extracts and compiles specified data including detailed narrative from records or other sources such as specifications and drawings; and captures images data. Must be available to perform job functions at sites other than APG.
CBAData Collector II(1) Shall have a GPA of 2.5 or higher in each individual

discipline of math and science and a GPA of 3.0 or higher in High School English or a GPA of 2.5 or higher in College English from either an accredited high school or university. (The minimum high school diploma will not be waived for an equivalency degree.) (2) Shall have an Associate’s Degree in a technical area and six (6) months experience in performing data collection of military/non- military equipment and associated maintenance concepts; or one (1) year experience in performing data collection of military/non- military equipment and associated maintenance concepts.

Follows test items through all phases of testing, observing all operations and Maintenance associated with the test item. Records specific information on structured data sheets and/or laptop computers for processing. Test data include a detailed chronological record of operational and maintenance related data. Operational data include information pertaining to mission event description and conditions, such as: configuration, test area, weather information, hours of operation, number of personnel involved in the testing and specific servicing actions performed. Maintenance related data include information such as: total operational test life at the time of maintenance, type of malfunction, how and when the test incident was discovered, type of action taken to correct the malfunction, level of maintenance required to repair the incident, specific description of malfunctions, parts involved and the time and steps required to repair the malfunction. Observes each incident personally and independently records the required data in a complete, accurate, and timely manner. Reads various instructions, performs arithmetic computations, reviews and evaluates technical manuals. Interviews test personnel for comments pertaining to safety, human factors, and design for maintainability problem areas. Performs illustrative tasks for routine projects as depicted in Data Collector I job duties. Performs work by using required knowledge of detailed procedures which are either established or repetitive, or which are specified at the time of initial performance. Must be available to perform job functions at sites other than APG.

CBAData Collector III(1) Shall have a GPA of 2.5 or higher in each individual discipline of math and science and a GPA of 3.0 or higher in High School English or a GPA of 2.5 or higher in College English from either an accredited high school or university. (The minimum high school diploma will not be waived for an equivalency degree.) (2) Shall have an Associate’s Degree in a technical area and one (1) year experience in performing data collection of military/non- military equipment and associated maintenance concepts; or three (3) years’ experience in performing data collection of military/non- military equipment and associated maintenance concepts.
Responsible for utilizing structured complex data collection methods, applies extensive knowledge of the operating characteristics of equipment and of maintenance procedures to report critical test data used in the evaluations of such materiel, coordinates required data collection support. Performs field work, and checks on work in progress and reviews and initials completed work for quality assurance, completeness and accuracy on a daily basis. Must be available to perform job functions at sites other than APG.
CBAData Collector IV(1) Shall have a GPA of 2.5 or higher in each individual
discipline of math and science and a GPA of 3.0 or higher in High School English or a GPA of 2.5 or higher in College English from either an accredited high school or university. (The minimum high school diploma will not be waived for an equivalency degree.) (2) Shall have an Associate’s Degree in a technical area and two (2) years’ experience in performing data collection of military/non- military equipment and associated maintenance concepts; or four (4) years’ experience in performing data collection of military/non- military equipment and associated maintenance concepts.Develops a structured data collection curriculum to train new data collection personnel. Provides training to employees and other personnel on the data collection procedures and policies at ATC and other locations outside ATC. Maintains knowledge of hardware and software (e.g., ODIN, MS Office, etc.) to aid junior employees when hardware and software related problems arise. Acts as a substitute for Data Collectors I, II and III when required, to support urgent personnel shortfalls. Must be available to perform job functions at sites other than APG.

CBA Data Collector V (1) Shall have a GPA of 2.5 or higher in each individual discipline of math and science and a GPA of 3.0 or higher in High School English or a GPA of 2.5 or higher in College English from either an accredited high school or university. (The minim um high school diploma will not be waived for an equivalency degree.) (2) Shall have a Bachelor’s Degree in a technical area and two (2) years’ experience in performing data collection of military/non- military equipment and associated maintenance concepts; or an Associate’s Degree in a technical area and four (4) years’ experience in performing data collection of military/non- military equipment and associated maintenance concepts; or six (6) years’ experience in performing data collection of military/non- military equipment and associated maintenance concepts.

Provides oversight to employees assigned to collect data on a variety of test programs to include highly complex programs. Provides technical guidance, assistance and on-the- job training and closely monitors workload. Reviews work in progress and initials completed work for quality assurance, Completeness and accuracy on a daily basis. Trains employees on specific tasks and job techniques and makes available written instructions, reference materials, and supplies. Maintains up-to-date files, supplies, manuals and electronic data forms for each test project. Recognizes basic problems in data collection techniques and recommends solutions. Determines and assures that the test data meet project requirements as they relate to the following: evaluation of technical manuals; identification and adequate description of potential critical problems to ensure further investigation and corrective action is taken; determines whether or not the repair parts, tools and support equipment are adequate and necessary to support the overall system; and design for maintainability. Tasks may include support of the Government test director/engineer/analyst by coordinating the required data collection support and by performing field work. Duties may also include assisting the government Data Quality personnel. Uses web enabled data management systems such as ODIN and VDLS. As required, uses application tools such as Cognos to query databases and produce reports based on user requirements. Must be available to perform job functions at sites other than APG.

CBA Data Collector VI (Leader) Key position (1) Shall have a GPA of 2.5 or higher in each individual discipline of math and science and a GPA of 3.0 or higher in High School English or a GPA of 2.5 or higher in College English from either an accredited high school or university. (The minimum high school diploma will not be waived for an equivalency degree.) (2) Shall have a Bachelor’s Degree in a scientific, engineering, or technology discipline and three (3) years’ experience in performing RAM/ILS or similar type of data collection of military/nonmilitary equipment and associated maintenance concepts; or an Associate’s Degree in a technical area and five (5) years’ experience in performing data collection of military/non- military equipment and associated maintenance concepts; or seven (7) years’ experience in performing RAM/ILS or similar type of data collection of military/nonmilitary equipment and associated maintenance concepts.

(3) Shall have three (3) years of leadership experience in a same or similar discipline.

Prepares/manages daily schedule of data collection resources. Provides training to lower- graded personnel on the data collection procedures and policies at ATC and other locations outside ATC. Provides guidance and oversight in the development of the structured data collection curriculum to train new data collection personnel. Provides leadership, technical advice and assistance to lower-graded employees. Closely monitors the work of lower-graded employees. Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies. Checks on work in progress generated by lower-graded employees. Recognizes problems in data collection techniques and recommends solutions. Determines and assures that the test data meet project’s requirements and meets Government standards for quality assurance, completeness, accuracy and timeliness. On a weekly basis, performs a 100% quality assurance check of data from an assigned project; all projects will be reviewed on a rotational basis. Returns unacceptable work and counsels lower-graded personnel in this matter. Acts as a liaison between lower-graded data collection and Data Quality/Government personnel when technical and/or personnel issues arise. Provides input on lower-graded personnel performance to PM. Must have knowledge of hardware and software (e.g., ODIN, MS Office, etc.) to aid lower- graded employees when hardware and software related problems arise. As required, provides advice and assistance during test project planning meetings (e.g., HAWGs) in relation to data collection support issues. Uses web enabled data management systems such as VDLS. May be required to use the Cognos application to query databases and produce professional reports. Must be available to perform job functions at sites other than APG.
CBAEditorial Tech I(1) Shall have four (4) years’ experience as an Editorial Technician/Technical Writer/Word Processor III where editing was a major duty; or an Associate’s Degree in English, Journalism, Technical Writing, Communications or Science and two (2) years’ experience in technical writing or editing; or a Bachelor’s Degree in English, Journalism, Technical Writing, Communications, or Science. (2) Shall be proficient in the advance functionality and tools of Word and Adobe Acrobat.
Edits documents for basic grammar, punctuation, syllabification, spelling, capitalization, and proper English usage. Primary function consists of grammatical construction and format requirements. Revises sentences,paragraphs, paragraph order, and changes order of presentation. Assures clarity of presentation and accuracy of grammatical construction. Determines publication format by marking copy, planning layout, or preparing specifications of textual or tabular documents. Observes and identifies internal factual inconsistencies in the material. Verifies accuracy of statements, figures, illustrations, and subject matter terms by referring to standard reference works or other published material. Compares illustrations, photographs, tables, and charts with the text to assure they are pertinent and consistent. Learns and gain s familiarity with technical terminology and jargon, and multimedia formats. Work also requires ability to insert web links, photographs, graphics, and video files. Proofreads to see that the proof or final copy follows the editorial changes and markings made by others. Safeguards passwords and access to office computer files and programs.

CBA Editorial Tech II (1) Shall have six (6) years’ experience as an Editorial Technician/Technical Writer; or an Associate’s Degree in English, Journalism, Technical Writing, Communications, Science or Engineering and four (4) years’ experience in technical writing or editing; or a Bachelor’s Degree in English, Journalism, Technical Writing, Mass Communications, or Science and two (2) years’ experience in technical writing or editing.

(2) Shall be proficient in the advance functionality and tools of Word and Adobe Acrobat.

Requires extensive familiarity with terminology, format, and clarity of expression to assist in preparing documents. Interprets text to assure consistency within the document. Locates sources to verify factual information in the document. Requires extensive familiarity with technical terminology and jargon, and multimedia formats. Work also includes ability to convert photo and graphic formats and insert web links, photographs, graphics, and video files. Identifies inconsistencies between text and charts, tables, and other graphics. Restructures sentences for clarity without altering the meaning of the text. Contacts authors to resolve inconsistencies in factual information Identifies to the Technical Writing leader documents in need of major reorganization. Provides technical assistance to others on a variety of publications which differ in manner and style of presentation. Proofreads documents to verify that the proof or final copy is clear and concise. Documents shall be error- free when submitted to the Technical Writing leader/originating offices. Safeguards passwords and access to office computer files and programs.

(2) Shall be proficient in the advance functionality and tools of Word and Adobe Acrobat.

(3) Must have 5 years of experience leadership experience.

Reviews completed projects from others to assure adequate coverage of the assigned topic, clarity of presentation, logical organization, and compliance with policy and agency practices. Requires extensive familiarity with technical terminology, jargon, format, and multimedia formats. Work also includes: ability to convert photo and graphic file formats and insert web links, photographs, graphics, and video files. Interprets text to assure consistency within the document. Requires extensive knowledge of: regulations and policies affecting Government publications, publishing concepts, practices, standards, and recent advances in publishing technology. Locates sources to verify factual information in the document. Identifies and corrects discrepancies between text and charts, tables, and other graphics. Restructures sentences for clarity without altering meaning of the text. Contacts authors to resolve inconsistencies in factual information. Provides technical assistance on a number and variety of publications which differ in manner and style of presentation. Documents shall be error- free when submitted to originating offices.

CBARange Support Technician I
(1) Shall have experience in commercial data and word processing software (i.e., SQL Server, ACCESS, Microsoft Excel, Word and Outlook). (2) Shall have good communication and organization skills
Schedules physical and personnel resources associated with: testing of firing systems/ammunition, testing of automotive materiel, range training activities, and non- firing mission requirements; assists in the preparation, review, and commenting on plans and documents pertaining to assigned projects; gathers information, perform s literature searches; assists in the integration of range safety and environmental policies with the scheduling process; assists in the scheduling of daily tests and related operations; assists in producing daily, weekly, and projected monthly schedules; attends scheduling meetings with senior government technical person to discuss/resolve daily and long range scheduling operational problem s. Applies established methods, procedures and techniques, as well as non- standard applications. Exercises tact and diplomacy to obtain cooperation & assistance of personnel in the scheduling process and in negotiating trade-offs in terms of facilities, instrumentation, data, time, and operational restrictions in executing test/training missions.
CBARange Support

Technician II

(1) Shall have no less than 60 credit hours and one (1) year applicable experience as a Range Support Technician I; or 30 credit hours and two (2) years applicable experience as a Range Support Technician I.

(2) Shall have good communication and organization skills. Applicable experience is defined as: knowledge of ATC work processes/ operations, including its range areas, automotive test courses, and facilities to assist in scheduling projects/operations.

Schedules physical and personnel resources associated with: testing of firing systems/ammunition, testing of automotive materiel, range training activities, and non-firing mission requirements; assists in the preparation, review, and commentary on plans and documents pertaining to assigned projects; gathers information, performs literature searches; assists in the integration of range safety and environmental policies with the scheduling process; assists in the scheduling of daily tests and related operations; assists in producing daily, weekly, and projected monthly schedules; attends scheduling meetings with senior government technical person to discuss/resolve daily and long range scheduling operational problems. Consolidates/coordinates the scheduling requirements from range area/automotive test course users (includes government, contractors, tenant activities). Learns and applies established methods, procedures and techniques as well as non- standard applications. Analyzes the various schedules to determine workability and to identify possible scheduling conflicts involving resources, facilities, etc. Exercises tact, and diplomacy to obtain cooperation & assistance of personnel in the scheduling process and in negotiating trade-offs in terms of facilities, instrumentation, data, time, and operational restrictions in executing test/training missions. Assists in making recommendations for the resolution of problems. Government oversight will give final approval for actions/scheduling decisions that may be of a controversial nature.

Interviews production and engineering personnel and reads journals, reports, and other material to become familiar with product technologies and production methods. IndirectProgram Manager
Key PositionShall possess a Bachelor's Degree in a scientific, engineering, or technology discipline. Shall possess seven (7) years’ data collection experience in a test and evaluation environment. Shall also possess five (5) years’ experience supervising 50 or more people in a technical environment. Supervisor is defined as individual employed by an agency or company having authority to hire, direct, assign, promote, reward, transfer, furlough, layoff, recall, suspend, discipline, or remove employees, to adjust their grievances, or to effectively recommend such action, if the exercise of the authority is not merely routine or clerical in nature but requires the consistent exercise of independent judgement.Overall responsibility for contract performance and has independent authority to make decisions concerning the performance of the contract to include personnel staffing, unusual hours of operation and contract negotiations. Responsible for: the overall management and administration of the contract in accordance with all contract terms and conditions to include participation in long range staff planning (staffing, training, assignments, etc.) with Government personnel to ensure availability of required resources to execute workload; data collection, coordination, compilation, review, and reporting on a wide variety of automotive, combat, electronic, general equipment, and ordnance materiel undergoing extensive testing; data transcription/ processing, and typing and editing of Government correspondence and technical reports; providing continuity in the knowledge of and applications of safety, security, and operational regulations and procedures; providing continuity in training; and accountability of Government-furnished property (GFP).
IndirectData Collector Manager
Key Position(1 ) Shall have a GPA of 2.5 or higher in each individual discipline of math and science and a GPA of 3.0 or higher in High School English or a GPA of 2.5 or higher in College English from either an accredited high school or university. (The minimum high school diploma will not be waived for an equivalency degree.) (2) Shall have a Bachelor's Degree in a scientific, engineering, or technology discipline and five (5) years’ experience in performing RAM/ILS or similar type of data collection of military/nonmilitary equipment and associated maintenance concepts; or an Associate’s Degree in a technical area and seven (7) years’ experience in performing data collection of military/non- military equipment and associated maintenance concepts; or nine (9) years’ experience in performing RAM/ILS or similar type of data collection of military/nonmilitary equipment and associated maintenance concepts.

(3) Shall have five (5) years of supervisory experience (see definition of Supervisor under PM qualifications above) in a same or similar discipline.

Responsible for managing the administrative and technical activities of the data collection, computer operators and range scheduling personnel. Overall responsibility for recruitment, hiring and training of these resources to ensure availability of required resources to meet Government requirements and execute workload; data collection, computer operations and range scheduling support. Works in conjunction with the Government in long range staff planning (staffing, training, assignments, etc.). Provides leadership, technical advice and assistance to lower-graded employees. Overall responsibility for ensuring test data meet project’s requirements and Government standards for quality assurance, completeness, accuracy and timeliness. Counsels employees on administrative and technical matters. Recognizes complex problems in data collection techniques and staffing of resources and recommends solutions.
