W91CRB-20-R-0001 Modular Scalable Vest Question & Answer Set # 4 27-Feb-20
No. Offeror Question Government Response
We understand that the PD only mandates size of the instruction label for the inner side of the outer carriers. Referencing PD Paragraph 3.8.1 (b), we also understand that the size of the component labels are left to the contractor discretion. If we sew the size of the label depicted on the patterns, for the side plate carrier, it appears as if there will be stitching run across the label. If we minimize the size of the label, this affect appears to be mitigated. Is it required to submit a deviation if we are using/proposing smaller labels than what appear on the patterns?
Amended Answer: The size and location of the label should match the size and location as stated in the patterns. A deviation is requried if you utilize a smaller label than what appears on the patterns.
Regarding shoulder pad, there are 4 bartacks at each corner of the center piece of material. Please confirm that these bartacks are required; as the picture provided by the Government and patterns conflict with one another.

69 Is there a label for the shoulder strap and if yes, where does it go?
Yes, there is a label for the shoulder strap. Reference PD page 2 Table I and figure A-14.
Concealable front and back PD figure shows zipper closing to the right but, the pictures show is closing to the left. Which is correct? Facing the vest, the zipper must open to the right and close to the left.
Front tactical lower flap hook shows box x stitch in photos but does not show box x on patterns. Reference the answer to question #68.
Front tactical lower flap liner calls for FR but, you can see the white side when you raise the flap. Should this be non FR?
PD Appendix E both Table E-I and E-IV show that the lower flap inner material is 330D, Type IV Class 3 OCP, which is not FR.
Should the shoulder strap, cummerbunds, Side plate carrier and shoulder pads be labeled XS-S or just S? The PD only lists these 3 sizes Refer to PD page 2, Table I for the applicable sizes.
Regarding the Outer Carrier Side Plate Carrier (Tactical Cummerbund), please confirm if the edges are supposed to be folded in or exposed? The pictures provided by the
Government and the PD (Appendix D) appear to conflict with one another. Please confirm the correct construction of this part. The edges are supposed to be folded in.
Regarding the Drainage Mechanism/function requirement, is there supposed to be a drainage hole/mechanism on the Outer Carrier (Tactical Carrier); or only on the Side
Plate Pocket and Conceal Carrier?
A drainage hole is only required on the Side Plate Pocket and Conceal
Carrier. No drainage required on the Outer Carrier as the slide fastener provides drainage
Regarding the Concealable Carrier, the pictures provided by the Government vs.
patterns appear to show conflicting loop placement. Is the loop piece supposed to be on the outer or inner conceal carrier? Clarification: Pictures show the loop located on
FTCN-INR-TP but, patterns show the loop located on FTCN-INR-MID. This issue is also apparent/same with back concealable. Reference the answer to question #82
Regarding the Concealable Carrier, the pictures provided by the Government (picture ending in -029), when turned inside out, show a piece of fabric that is in OCP. However, the PD and pattern identification of pieces appear to show Tan 499. Please confirm what is correct? Follow PD Appendix E Tables E-I, II, and III, Tan 499.
Regarding the shoulder pad,
a. Pictures provided by the Government feature 3 bartacks on stitchline along both edges (total of 6 bartacks per shoulder pad). However, the patterns do not feature all such bartacks. Can the Government please confirm quantity and location of each of the bartacks required for the shoulder pads?
b. Labels placement on shoulder pads on patterns appear to be different than the location of the label featured in the pictures provided by the Government. Can the
Government please confirm the correct placement and location of the shoulder pad label? Reference the answer to question #68.
Regarding the Army’s answer to question #29. The answer includes a statement that, “the Government will assign a price offset to higher performing lower weight packages
….”. Can you clarify exactly [what] this means and how the Army would implement this
“price offset” for FO Best Value?
The Government will assign a percentage value for trade-off comparison between areal density and cost. As the areal density moves towards the objective, the percentage value will increase further reducing the proposed price, for evaluation purposes only.
Should the size of the component be on the label? If yes, should the cummerbund size match the system size or the component size? (Example: Small cummerbund used on
XS-S system)
Refer to the PD Table I (MSV Components), the size must be placed on the label and must match the size as identified for the component.
81 [Is it] acceptable to use a color shade difference for PDMs? Reference the answer to question #15.
What is the correct location of MSV27_FTCN-INR-IN-L? Pictures show the it located on
FTCN-INR-TP but, patterns show it located on FTCN-INR-MID. This issue is also apparent/same with back concealable.
The pattern FTCN-INR-TP is sewn to the inside of pattern FTCN-INR-MID and the (Loop) FTCN-INR-INS-L its sewn on the inside through both layers of patterns FTCN-INR-MID and FTCN-INR-TP. The loop is located on pattern FTCN-INR-TP.
On Line 147, “Tab 1” of the attached spreadsheet (provided via Amendment 0003), we believe the line should read “MSV Side Plate Pocket Ballistic Insert”. Will you be issuing a corrected version of the spreadsheet?
Line 147 of Tab 1 in B08 J.4 MSV Carrier-Spare Parts Price Matrix is mislabled. Attachment J.4 (see Amendment 0005) was updated to correct line 147.
Regarding the changes made to Volume 6- Quality Assurance, resulting from
Amendment 0004, the required documented procedures may result in multiple/numerous sub-procedures that are encompassed under each category. For example, the Section 7.5 Documented Information features multiple procedures under that title.
The question is: for the Crosswalk Matrix, the instructions [state] that for each procedure listed, we are to provide 3 examples for such procedure. If Section 7.5 features numerous procedures, is the contractor required to submit 3 examples for each sub procedure under 7.5; or will the Government accept a TOTAL of 3 examples for each category (7.5, 8.5.6, 8.7, 9.2, and 10)?
For every internal procedure you create, three examples of supporting information must be submitted with the proposal. However, a single procedure could conceivably cover more than one paragraph of the ISO requirement.
