EMPLOYEE DATE

SOP PREPARER’S

ANNUAL REVIEW

I have reviewed this Standing Operating Procedure. The SOP is technically accurate, work practices have not changed, and proper controls are in place to mitigate all identified hazards.

I have reviewed this Standing Operating Procedure. The SOP is not technically accurate and/or additional hazards have been identified. The following changes are recommended:

(Signature/Date)

1. PURPOSE: To establish a safe operating procedure to maintain ATC ranges in a serviceable condition and to assign responsibility for range sustainment operations (i.e., cutting grass, removing vegetation, etc.).

2. SCOPE: Range sustainment operations are defined as those operations necessary to maintain the range in a serviceable condition (i.e., cutting grass, removing brush, saplings, trees, removing old targets or other unwanted material.) If there are range sustainment operations, other than those that are covered in this SOP that must be performed, then a new risk assessment must be initiated. Operations within the range areas, particularly on recovery and impact positions of the ranges, present an inherent hazard to operations due to possible presence of unexploded ordnance (UXO) and ammunition components.

THESE CONDITIONS MUST BE RECOGNIZED AND ACKNOWLEDGED BY ALL

PERSONNEL CONCERNED, AND EVERY PRECAUTION MUST BE TAKEN TO FURNISH

PRACTICAL PROTECTION TO EMPLOYEES AND EQUIPMENT. ALL MOWING

EQUIPMENT WILL HAVE APPROVED ARMOR FOR THE USE OF MOWING OPERATIONS

WITHIN THE RANGE AREAS, UNLESS THE ATC SAFETY AND OCCUPATIONAL HEALTH

OFFICE DETERMINES OTHERWISE.

3. APPLICABILITY:

a. This SOP applies to all mowing and maintenance operations within Aberdeen and Edgewood area ranges specified in Appendix A so long as the maximum credible event (MCE) does not change (based on semi-annual review). For ranges not specified in Appendix A, or when the MCE changes for a specified range, the applicability of this SOP will be determined. If the assessed MCE is covered by procedures and armored equipment established in this SOP, a memo stating such will be provided to the Safety Office. If the MCE is not covered by procedures and armored equipment established in this SOP, a risk assessment will be prepared.

b. The MCE will dictate what equipment will be used. For areas where UXO is not believed to exist, unarmored mowers and weed whackers may be used. For 40mm projectiles and below, armored tractors, the track excavator with brush hog attached to the 40' boom, and D7/D8 bulldozers may be used. For 120mm mortar and HEAT, the M60 tank with trailing batwing may be used. For MCEs greater than 120mm, remote equipment will be used or controlled burns will be conducted.

c. This SOP will be used in conjunction with other documents to include ATC SOP 385-2048 for destruction of positively identified UXO, Chapter 11 (Unexploded Ordnance (UXO) Operations) to the Emergency Response Plan (ERP) for handling of unidentified UXO, ATC SOP 385-2397 for use of the All Purpose Remote Transport System (ARTS), and ATC SOP 385-2389 for processing range debris.
