The Government will consider how well the offeror complied with these instructions when evaluating the offeror’s capability to perform the prospective contract. Offerors are advised to ask the Contracting Officer for clarification of any part of these instructions that they do not understand.
Proposal Contents:
Proposals shall consist of the following Factors and associated SubFactors:
a. Factor 1: Technical Capabilities: Technical Capability Proposals shall be no longer than 25 pages. This size limit does NOT include resumes for key personnel. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal, but shall submit only essential matters sufficient to clearly present their approach and provide an adequate basis for evaluation. Proprietary information shall be clearly marked.
Technical Capabilities Proposals shall include the following SubFactors in addition to the description of how the offeror will perform the requirements of the PWS:
SubFactor A: Personnel Qualifications.
(1) Recruitment and Retention. This portion of the proposal shall demonstrate how the offeror will ensure personnel meeting the labor qualifications identified in PWS C.2.2 are provided to support work under future task orders and the offeror's plan to retain this workforce.
(2) Resumes and Letters of Intent (LOI) for the two (2) key personnel only. See the Personnel Qualifications Section within Section C.2 of the PWS for required qualifications for proposed personnel, as well as key personnel designations. The LOI shall confirm that the proposed key personnel will be ready to perform under the contract in the event of contract award. For all non-key personnel, offerors shall submit a statement certifying that personnel meeting the minimum qualifications stated herein can be obtained by the start date of the contract.
SubFactor B: Management Plan.
(1) Management Plan. Offerors shall delineate the organizational and management approaches and management tools and systems intended for the performance of the contract. The offeror's proposal shall include, but is not limited to, the following:
(a) The proposed approach to assign work between the prime and any subcontractors, if used.
(b) The capability to obtain unique specialized expertise on short notice and the ability to expand staff to meet increased workload or quick reaction contingencies, and provide equipment as required in Section C.4 of the PWS.
(c) The proposed approach to recognize, react to and correct problems.

b. Factor 2: Past Performance: The Past Performance Volume shall be no longer than 25 pages. This Volume will be evaluated to determine the acceptability in the offeror’s promises of performance. This will result in determining the likelihood of success in performing the required effort. The assessment will focus its inquiry on the offeror’s quality of past performance as it relates to the performance requirements of this solicitation. The information gathering process may include: questionnaires sent to all Point of Contacts (POCs) listed in the offeror’s proposal, searching past performance databases (including: the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS) and Contractor Performance Assessment Reports (CPARS)) and telephone interviews.
The offeror shall submit references for three (3) but no more than five (5) similar or related Federal contracts performed by them and/or their subcontractor (s) within the last five (5) years, serving as either prime or subcontractor/consultant within NAICS Code: 562910. The description shall include the following:
- Cage Code and Duns Number
- Organization Contacted By, their telephone number, address and e-mail address.
- Technical Point of Contact, address, telephone number and e-mail address.
- Contract Number
- Contract Type
- Total Contract Amount
- Delivery Schedule (Original and Final)
- A brief narrative explanation of the similarities to the work required in this solicitation.
Offerors are reminded that both independent data and data provided in their proposals may be used to evaluate Past Performance. The Government does not assume the duty to search for data to cure problems it finds in proposals.
The burden of proving acceptability remains with the offeror. Proposals that do not contain the information required by this Volume risk rejection by the Government.
c. Factor 3: Price Proposal:
1) Offerors shall provide a completed and totaled Price Proposal.
2) FAR 15.403-5 allows the Contracting Officer to specify the format of certified cost or pricing data or data other than certified cost or pricing data. Therefore for the purposes of this solicitation, each offeror shall submit a completed copy of the attached "PRICE PROPOSAL WORKSHEET - ATC RANGE MAINTENANCE.xlsx" with their Price Proposal (DO NOT CHANGE THE LABOR CATEGORIES-COLUMN D AND LABOR HOURS-COLUMN E). The completed " PRICE PROPOSAL WORKSHEET - ATC RANGE MAINTENANCE.xlsx" shall be for evaluation purposes only. This worksheet shall be completed and submitted with each offeror's Price Proposal in electronic (Excel readable format). Each offeror's Price Proposal shall also contain an accompanying comprehensive narrative and supporting schedules/documentation necessary for a complete understanding of the amounts/rates proposed in the submitted " PRICE PROPOSAL WORKSHEET - ATC RANGE MAINTENANCE.xlsx ". The narrative shall address the estimating basis and the FAR 15.404-1 fairness/reasonableness of the following proposed rates:
a. Proposed Direct Labor Rates
b. Proposed Indirect Rates (including proposed health & welfare rates, other fringe and statutory fringe benefit rates, overhead rates, G&A rates, etc.)
3) Various labor categories covered by this solicitation are covered by Department of Labor (DoL) Wage Determination (WD) 05-2247 (Rev-18).txt attached to this solicitation. For each WD labor category proposed all offerors shall:
a. Clearly cross reference all proposed labor categories with the corresponding occupation code number from WD 05-2247 (Rev-18).txt.
b. Proposed direct labor rates and health and welfare amounts/rates for covered labor categories shall NOT be less than the corresponding amounts/rates contained in WD 05-2247 (Rev-18).txt.
c. Proposed rates shall be fair and reasonable in accordance with FAR 15.404-1 for the proposed effort to be performed.
4) CLIN 0002 in " PRICE PROPOSAL WORKSHEET - ATC RANGE MAINTENANCE.xlsx" contains estimated "normalized" amounts for materials/other direct costs (ODCs) for estimating purposes that may or may not be realized after contract award. These estimated amounts have been included in the solicitation as placeholders for estimating purposes ONLY. Therefore, these amounts may or may not be actually incurred during the contract. For the purposes of this solicitation each offer SHALL include these normalized amounts for ODCs in their proposal for CLIN 0002. Each offer , at its option, may apply applicable material handling and/or G&A charges to the normalized materials/ODCs amounts for proposal purposes, however only if these rates/amounts are normally charged to materials/ODCs via the offeror's established accounting/estimating system. Also, provide the basis and discussion of reasonableness of any indirect charges applied to the normalized ODCs as part of the Price Proposal. No profit or fee can be charged to the normalized MATERIAL amounts under CLIN 0002. FAR 52.232- 7(b)(7) prohibits fee or profit on MATERIALS (ONLY) associated with the T&M/ODC amounts. Profit/fee can only be charged to CLIN 0001 and CLIN 0002 (LABOR ONLY, NOT MATERIALS) for the purposes of this solicitation.
5) The above proposal information and worksheet submittal requirements also apply to subcontractors (i.e. CLIN 0001). Subcontractors may email the Contract Specialist directly their Price Proposals, identifying a company name, address, phone number and POC of the company that they are teaming with if subcontractor rate information is proprietary.
6) Additional voluntary information is encouraged where necessary to enhance the understanding of the Price Proposal. Any supporting schedules shall be submitted in a Microsoft Excel (2003 or later) readable format.
NOTE: Offerors that fail to provide all of the above submission requirements may be considered non-responsive and no longer considered for award.
SECTION M
Section M - Evaluation Factors for Award
EVALUATION INSTRUCTIONS
The evaluation will be based on the Lowest Price Technically Acceptable (LPTA) process in accordance with FAR 15.101-2. This will be a commercial contract award. Award will be made to the responsible offeror whose proposal conforms to the solicitation requirements and represents the overall best value to the Government. Discussions are not anticipated; however the Government reserves the right to conduct discussions if necessary.
Selection of an offeror for award will be based on an evaluation of three (3) factors and their SubFactors. The three
(3) Factors are: Technical Capabilities, Past Performance and Price. The Technical Capabilities factor shall consist of the following SubFactors: Personnel Qualifications, Management Plan and Corporate Experience/Capability.
Each subfactor will be independently rated. The Government reserves the right to award without discussions.
Therefore, offerors will be cautioned to ensure that their initial proposals contain all necessary information and are complete in ALL respects.
1. FACTOR 1 – TECHNICAL CAPABILITIES RATING: The overall rating for the Technical Capabilities
(Factor 1) and its SubFactors will be expressed as Acceptable/Unacceptable. In order to be considered Technically Acceptable the contractor must receive an Acceptable rating for Factor 1 and all subfactors. A rating of Acceptable cannnot be achieved for the overall factor if any of the subfactors are determined to be Unacceptable.
Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
SubFactors:
A. Personnel Qualifications: The Government will evaluate the offeror's Personnel Qualifications to determine if it meets the minimum requirements as described within Section C.2 of the PWS. The offeror will be evaluated on hiring and retention policies, and whether the resumes for key personnel meet the required qualifications.
B. Management Plan: The Government will evaluate the offeror's Management Plan to determine if it meets the minimum requirements as described within the PWS. Demonstration of Section C.10 of the PWS shall show how the Engineering Design will be accomplished. The Government will evaluate:
(1) The proposed approach to assign work between the prime and any subcontractors, if used.
(2) The capability to obtain unique specialized expertise on short notice and the ability to expand staff to meet increased workload or quick reaction contingencies, and provide equipment as required in Section C.4 of the
PWS.
(3) The proposed approach to recognize, react to and correct problems.
(4) The proposed plan to obtain and provide Engineering Design work as required by Section C.10 and associated subparagraphs.
C. Corporate Experience/Capability: The Government will evaluate the offeror's Corporate
Experience/Capability to determine if it meets the minimum requirements as described in Sections C.3.1, C.3.2, C.3.5, C.3.6, C.3.8, C.3.12, C.3.22 and C.3.23 of the PWS and shall show at least three (3) years of experience in those areas.
2. FACTOR 2 - PAST PERFORMANCE: The evaluation team will evaluate Past Performance (Factor 2) with an Acceptable/Unacceptable rating that addresses the degree to which prior contracts demonstrate effective application.
Federal government contracts for the same or similar services as compared to NAICS Code: 562910 are considered relevant. Additionally, size and duration of the past performance efforts will also be considered in evaluating relevancy. Recent efforts are defined as those performed during the last three (3) years, from issue date of this RFP.
Contracts provided by the Offeror that do not meet the definitions of "recent" or "relevant" will not be considered for the purposes of Past Performance. Absent any recent or relevant Past Performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned an "unknown confidence level" and its proposal will not be evaluated favorably or unfavorably on Past Performance.
Past Performance Evaluation Ratings
Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
3. FACTOR 3 – PRICE:
1) Price is not rated, therefore no adjectival ratings will be used to evaluate price. The total evaluated price (TEP) will be the total of all Section B contract line items (CLINs).
2) All of the CLINs under this solicitation are Firm Fixed Price (FFP) or Time and Material (T&M).
CLINs 0001, 0003, & 0004 are FFP. CLIN 0002 is T&M. Therefore the contemplated contract is essentially FFP and will be evaluated as follows: Adequate competition is expected in response to this solicitation. Therefore certified cost or pricing data is not required because of adequate competition in accordance with FAR 403-1(b)(1).
Price analysis shall be used when certified cost or pricing data is not required in accordance with FAR 15.404- 1(a)(2). Therefore all offeror proposed CLIN prices in response to this solicitation will be analyzed for price fairness and reasonableness in accordance with FAR 15.404-1(b). The analytical techniques and procedures used in the price analysis will be determined by the Contracting Officer in accordance with FAR 15.404-1(a)(1). Since all the CLINs are FFP or T&M based, price realism/cost realism is not required and will not be performed.
3. Profit/fee is allowable on CLIN 0001 and CLIN 0002 (LABOR ONLY) only for the purposes of this solicitation.
4. BASIS FOR AWARD: Award will be made to the three (3) lowest-priced, technically acceptable offerors with acceptable Past Performance. In order to be considered Technically Acceptable the contractor must receive an Acceptable rating for Factor 1 and all SubFactors. The Contractor must also obtain an overall Acceptable rating for Factor 2, Past Performance. The award will be made based on the three (3) offerors with the Lowest Priced Technically Acceptable (LPTA) proposal.
