14. PROCEDURE:
a. Prior to sampling operations:
(1) The Sampling Crew will coordinate with Range Operations Division to schedule, select, and gain access to sample areas.
(2) Personnel from the High Explosive Operations will coordinate the operation in the following sequence:
(a) High Explosive Operations personnel along with the Range Operations Division will determine the necessity for range policing, based on the most recent policing, firing activities, and the condition of the vegetation and range area (under water, fairly clear, etc.).
(b) If policing is required ETOs from the High Explosive Operations will be scheduled to inspect and search the area IAW ATC SOP 385-2384, destroy all duds (if required by sampling plan) which can be found IAW ATC SOP 385-2048.
(c) When range areas are being maintained or cleared, the ETO will be at the working area to immediately destroy UXO items detected during these operations. When the UXO does not require destruction, the sampling crew and the ETO will maintain close liaison during the operation.
SAMPLING SHALL NOT BE PERFORMED UNLESS THE
IMMEDIATE DIGGING POINT IS FREE OF UXO.
THE ETO WILL DESIGNATE THE CLEARED AREA (i.e., DEPTH, SURFACE AREA)
FOR SOIL OR SEDIMENT SAMPLING.
(3) Before entering a range area all personnel will be cleared onto the range through the range control operator. This clearance must be canceled immediately upon vacating the area.
Entrance to and exit from a work area will not be accomplished by any road or route other than that specified by the control tower operator, and no employee will leave the assigned work area without proper clearance.
b. Magnetometer sweeps during sampling: The ETO will perform operations IAW ATC
SOP 385-2384.
c. Bay and creek sediment sampling procedure:
(1) All participants will maintain radio communication while in downrange areas.
(2) The boat operator must have a boating safety certificate.
(3) Verify you are at the correct sample location (i.e. reference points, GPS, coordinates, etc.).
DUE TO POSSIBLE UNDERWATER UXO
DO NOT THROW THE ANCHOR OVERBOARD
(4) Anchor the boat by slowly (controlled descent) lowering the anchor(s).
(5) Measure the water depth at the sampling location.
(6) The ETO will verify the area to be sampled is free of any contacts, UXO or otherwise, by performing a magnetometer sweep IAW ATC SOP 385-2384.
ENSURE THE MAGNETOMETER IS CONFIGURED PROPERLY FOR WATER DEPTH (i.e., SHALLOW OR DEEP WATER CONFIGURATION)
(7) The sampler will insert the sampling device in approximate center of the cleared area and perform sampling.
d. Surface soil sampling – 6” or less:
(1) All participants will maintain radio communication while in downrange areas.
(2) The potential sampling area will be located and defined.
(3) The ETO will verify the area to be sampled is free of any subsurface contacts, UXO or otherwise, by performing a magnetometer sweep IAW ATC SOP 385-2384.
(4) The sampler will insert the sampling device in approximate center of the cleared area not to exceed 6” in depth.
e. Sub-surface soil sampling greater than 6” up to 24”:
(1) All participants will maintain radio communication while in downrange areas.
(2) The potential sampling area will be located and defined.
(3) The ETO will verify the area to be sampled is free of any subsurface contacts, UXO or otherwise, by performing a magnetometer sweep IAW ATC SOP 385-2384.
(4) The sampling device will be driven into the ground two (2) feet using hand pressure or if necessary a hammer. The sampling device will be located in the approximate center of the cleared area.
f. Surface water sampling:
(1) Follow access procedures to sampling site as in paragraph 14.c.(1).
(2) Locate sampling site.
(3) Perform sampling using a suitable container being careful not to fall in water.
g. Ground water well sampling:
(1) Follow access procedure to sampling site as in paragraph 14.c.(1).
(2) Locate sampling site.
(3) If operating gas driven well pump, DO NOT smoke or generate sparks. Assure exhaust is covered with spark arrestor.
WARNING:
NO REFUELING OF GAS DRIVEN PUMP WILL BE PERMITTED WITHIN 50 FEET OF UXO.
15. ELECTRICAL STORMS:
a. During normal duty hours, the ATC Atmospheric Effects Team will notify "B" Tower and the ATC Safety and Occupational Health Office of approaching lightning storms. The Atmospheric Effective Team will identify whether the storm affects Aberdeen Area, Edgewood Area, or both areas and will also specify the time frame that the storm is threatening. The Atmospheric Effects Team will not call back unless the specified time frame is changed. Upon notification, the "B" Tower operator will notify all the other towers and the towers will halt all firing tests under their control during the period of lightning threat. All personnel will retire to an approved shelter/building when notified.
b. Operations can resume after the specified time frame has passed unless there is further notification from the Atmospheric Effect Team.
c. On weekends, after duty hours, or when the Atmospheric Effects Team is unavailable for information, the responsible test officer, assembly plant supervisor, or person in charge of operations must use good judgment and determine when to halt and when to resume operations.
16. POSTING: A copy of this SOP will always be in the possession of the immediate supervisor of the crew or the explosives test operator assigned to the area during all active phases of the operation.
