About this file

This file is a Questions and Answers document for solicitation W913FT27QA001, addressing technical clarifications regarding Internet Service Provider (ISP) services required by the Department of the Army Materiel Command in Bogota, Colombia. The Q&A addresses routing and failover requirements for two independent, unmetered, symmetric 3 Gbps dedicated fiber internet circuits to be installed at Sede Habitacional Bicentenario de la Independencia on the Canton Norte military installation. The Government does not require the provider to advertise its own network prefixes or autonomous system; however, redundancy and automatic failover between circuits are mandated with a maximum failover time of 10 seconds, configured in active-passive mode by default with traffic redirected to the alternative circuit upon primary circuit failure while maintaining full 3 Gbps speed. Static routing with IP SLA detection is sufficient for circuit failure identification; BGP peering with Government internal routers is not required, and only a default route rather than a full routing table is necessary. The provider will supply public IP addresses for each floor's circuit.

The Period of Performance will be determined by the successful quote's Service Start Date, with installation requirements driving the initial timeline. The base service period spans 6 months from the day following installation completion, followed by Option Period 1 (12 months) and Option Period 2 (12 months). Amendment 001 to this solicitation removed the technical exhibit for estimated workload data previously included in the Performance Work Statement.

W913FT27QA001 Questions

Regarding the requirement “Appropriate static routing and/or Border Gateway Protocol (BGP) capability”, we kindly request clarification of the expected scope of BGP, specifically its purpose:

1. Is it required for the Government to advertise its own network prefixes or its own autonomous system (AS)?

No.

2. Is it required to provide redundancy and automatic failovers between the two independent circuits (active-active or active-passive)?

Yes, if one circuit fails, its traffic should use the other circuit. Ensure that this failover behavior provides the full 3Gb speed for each floor. By default, each floor uses its dedicated circuit, and traffic is redirected to the other if the floor’s primary circuit fails (active-passive).

3. Or is it sufficient to provide Internet connectivity through both circuits using static routing?

Static routing is sufficient if there is a mechanism such as IP SLA set up to detect circuit failures and redirect the traffic through the other circuit. There is no requirement for any BGP peering with the Government’s internal routers.

To size the solution, we would also appreciate clarification on:

• Whether the Government has its own AS number and IP address blocks, or whether the provider is expected to supply the addresses.

The provider will supply the public IP for each floor’s circuit.

• Whether the full routing table or only a default route is expected.

Only a default route is expected.

• Whether a maximum failover time between circuits is required.

10 seconds.

4. Period of Performance confirmation Technical Exhibit-Estimated workload Data was removed from the PWS.

Contract periods of performance (POP) will be determined by the successful quote. The dates provided at Section F will be adjusted according to the successful quote's Service Start Date.

Installation: POP will be determined by the successful quote Base period: 6 months, starting from the day following completion of the installation CLIN.

Option period 1: 12 months, starting from the completion of base period.

Option period 2: 12 months, starting from the completion of Option period 1
