About this file
This is a Request for Quote (RFQ) for internet services to support U.S. military operations at Canton Norte military installation in Bogota, Colombia. The solicitation, numbered W913FT27QA001, was issued October 20, 2026, with quotes due by October 30, 2026, at 10:00 AM Eastern Time. The contracting activity is the U.S. Army's Directorate of Contracting (W913FT) under U.S. Southern Command (SOCSOUTH).
The requirement is for enterprise telecommunications and dedicated internet access services, specifically the installation, activation, and ongoing management of two independent, unmetered, symmetric 3 Gbps fiber-optic dedicated internet circuits serving demarcations on the 6th and 7th floors of the Sede Habitacional Bicentenario de la Independencia facility. The contract includes hardware provisioning, structured cabling, network engineering, permitting, and 24/7/365 proactive monitoring and maintenance. Pricing is firm fixed-price with performance periods structured as follows: installation period determined by contractor proposal (not to exceed 50 calendar days after award), base period of 6 months, and two optional 12-month extension periods. Contract administration utilizes the Wide Area Workflow (WAWF) electronic invoicing system with payment routing through DoDAAC HQ0490. Quotes must be submitted in U.S. dollars and include all costs for labor, overhead, general and administrative expenses, and profit. The award will be made to the technically acceptable offeror providing best value considering technical acceptability (pass/fail), price (most significant factor), and service start date credibility. Women-owned small business (WOSB) set-aside provisions apply, and a 10 percent price evaluation preference is available for HUBZone small business concerns that do not waive the preference.

(i) Offers from HUBZone small business concerns that have not waived the evaluation preference; and
(ii) Otherwise successful offers from small business concerns.

Section M - Evaluation Factors for Award
The Government intends to award a single firm-fixed-price contract to the responsible Offeror whose proposal conforms to the solicitation and represents the best value to the Government, price and other factors considered.
To be eligible for award, an Offeror's proposal must be determined technically acceptable and comply with all material solicitation requirements.
The evaluation factors are listed below in descending order of importance:
Technical acceptability;
Price; and
Service Start Date.
Price is significantly more important than Service Start Date. The Government may award to an Offeror other than the lowest-priced Offeror when the evaluated benefit of an earlier, credible Service Start Date justifies payment of the associated price premium.
Technical Acceptability
The Government will evaluate technical acceptability on a pass/fail basis. To be determined technically acceptable, the Offeror shall demonstrate compliance with the PWS requirements, including provision, installation, activation, testing, maintenance, and support for two independent 3 Gbps symmetric dedicated internet access circuits.
A proposal that fails to meet a material PWS requirement may be eliminated from further consideration.
Price
The Government will evaluate total evaluated price by adding the total price for the base period and all option periods. The Government will also evaluate the potential six-month extension of services in accordance with FAR 52.217-8 by adding half the value of the last option year to the total offer price for evaluation purposes.
Price evaluation will include all nonrecurring installation, activation, permitting, special-construction, equipment, monthly recurring, maintenance, support, local-fee, and other charges necessary for complete performance.
Service Start Date
Service Start Date means the date on which both required circuits are installed, activated, fully operational, successfully complete all required acceptance testing, and are available for Government use at the required demarcation points.
Offerors shall propose one binding Service Start Date, expressed as the number of calendar days after contract award. The proposed Service Start Date shall not be later than 50 calendar days after award.
Offerors shall submit a brief milestone schedule or an anticipated list of tasks required to support the proposed Service Start Date. This schedule must identify site-survey; design; permitting; fiber availability or construction; equipment delivery; installation; turn-up; testing; and Government acceptance. The Offeror shall identify any assumptions, dependencies, risks, and Government actions necessary to meet the proposed date.
The Government will evaluate the proposed Service Start Date for both earliness and credibility. A proposed date that is unsupported, inconsistent with the Offeror's milestone schedule, dependent on unidentified contingencies, or otherwise unrealistic may be evaluated as unacceptable.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
(i) Technical Acceptability
(ii) Price
(iii) Service Start Date
Price is significantly more important than Service Start Date. The Government may award to an Offeror other than the lowest-priced Offeror when the evaluated benefit of an earlier, credible Service Start Date justifies payment of the associated price premium.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
